All observations from the surveys have been integrated and managed by DOIF. DOIF is capable of supporting the decision of making process for the sustainable use of marine resources in coastal regions of China, providing useful information and added value products as well as services for the improved management of the coastal areas in China with high business impact on the targeted groups as public authorities and commercial operators (e.g. managers, fishermen, shipping companies). The future vision of DOIF in the international marine data and information exchange and service at Western Pacific region is presented in this paper.展开更多

Otherwise, the qualitative description of complex system is presented at first. On the basis of analyzing the existing brittleness problems, linguistic description and mathematic description of brittleness are given as well. Three kinds of phenomena to judge brittleness of complex system are also given, based on catastrophe theory. Basic characteristics of brittleness are given on the basis of its mathematic description. Two critical point sets are defined by using catastrophe theory. The definition of brittleness and its related theory can serve the control of complex system, and provide theoretical basis for the design and control of complex system.展开更多

Quaternary CrA1CxN1-x coatings were deposited on Si wafers by a hybrid coating system combining an arc-ion plating technique and a DC reactive magnetron sputtering technique using Cr and AI targets in the Ar/N2/CH4 gaseous mixture. The effect of carbon content on microstructure of CrA1C^N~ x coatings was investigated with instrumental analyses of X-ray diffraction, X-ray photoelectron, and high-resolution transmission electron microscopy. The results show that the carbon content of CrA1CxN1-x coatings linearly increases with increasing CH4/(CH4/N2) gas flow rate ratio. The surface roughness of the CrA1CxN1-x coating layer decreases with the increase of carbon content.展开更多

Changes in the water cycle on the Tibetan Plateau(TP)have a significant impact on local agricultural production and livelihoods and its downstream regions.Against the background of widely reported warming and wetting,...Changes in the water cycle on the Tibetan Plateau(TP)have a significant impact on local agricultural production and livelihoods and its downstream regions.Against the background of widely reported warming and wetting,the hydrological cycle has accelerated and the likelihood of extreme weather events and natural disasters occurring(i.e.,snowstorms,floods,landslides,mudslides,and ice avalanches)has also intensified,especially in the highelevation mountainous regions.Thus,an accurate estimation of the intensity and variation of each component of the water cycle is an urgent scientific question for the assessment of plateau environmental changes.Following the transformation and movement of water between the atmosphere,biosphere and hydrosphere,the authors highlight the urgent need to strengthen the three-dimensional comprehensive observation system(including the eddy covariance system;planetary boundary layer tower;profile measurements of temperature,humidity,and wind by microwave radiometers,wind profiler,and radiosonde system;and cloud and precipitation radars)in the TP region and propose a practical implementation plan.The construction of such a three-dimensional observation system is expected to promote the study of environmental changes and natural hazards prevention.展开更多

The virtues of sky-hook is combined with ground-hook contr...In order to improve ride comfort and handling performance of the vehicle, an adaptive hybrid control algorithm is proposed for semi-active suspension systems. The virtues of sky-hook is combined with ground-hook control strategies and a more suitable compromise for the suspension systems is chosen. The hybrid coefficient is tuned according to the longitudinal and lateral acceleration so as to improve the vehicle stability especially in high speed conditions. Damping continuous adjustable absorber is used to continuously control the damping force so as to eliminate the damping force jerk instead of traditional on-off control policy. Based on suspension stroke measured by sensors, unscented Kalman filter is designed to estimate the suspension states in real-time for the realization of hybrid control, which improves the robustness of the control strategy and is adaptive to different types of road profiles. Finally, the proposed control algorithm is validated under the following two typical road profiles: half-sine speed bump road and the random road. The simulation results indicate that the hybrid control algorithm could offer a good coordination between ride comfort and handling of the vehicle.展开更多
Most research in support of agricultural development and natural resource management in densely settled mountain ecosystems continues to emphasize component over system-level goals. Research by plant breeders, foreste...Most research in support of agricultural development and natural resource management in densely settled mountain ecosystems continues to emphasize component over system-level goals. Research by plant breeders, foresters and animal scientists is generally designed to maximize the yield of products within their particular area of expertise (edible plant parts, tree products and livestock products, respectively), while soil scientists aim largely to increase soil nutrient stocks. At landscape level the same dynamic holds within the agronomic sciences, while water engineers work independently to conserve water through its isolation from broader landscape dynamics, and other common property resources remain largely ignored. Opportunities to foster positive synergies between system components, and to integrate livelihood with conservation goals, are generally missed. This paper presents experiences of the African Highlands Initiative, an ecoregional program of the Consultative Group for International Agricultural Research (CGIAR) and a network of the Association for Strengthening Agricultural Research in Eastern and Central Africa (ASARECA), in operationalizing integrated research at farm and landscape scale. Following a discussion of the shortcomings of the conventional research paradigm that beg for strongerintegration and a review of the contributions of extant research paradigms that help us move in the right direction, the paper lays a conceptual foundation for integrated research. System components at farm and landscape level are delineated, and this somewhat arbitrary conceptual partitioning of agroecological systems shown to influence the current research paradigm as well as the partitioning of institutional mandates. Diverse meanings of systems integration are then discussed to illustrate the synergies that might be built into agricultural and natural resource research programs. The distinction between the logic of maximization and optimization is then utilized to distinguish between component and “system-level” goals. This conceptual overview is followed by several case studies to illustrate how these concepts can guide the formulation of integrated research objectives, methods and outputs at farm and landscape scale. The paper concludes with a discussion of the implications of this alternative research paradigm for the structure, function and skill base of national and international agricultural research systems.展开更多

As one of its important nodes, the New South Wales Integrated Marine Observing System (NSW-IMOS] aims to provide more accurate descriptions of the East Australian Current [EAC]. The purpose of this paper is to evaluate the potential economic benefits from NSW-IMOS. Six related sectors which can potentially be among its main beneficiaries are considered: beach recreation, commercial fishing, recreational fishing, recreational boating, natural hazard predictions, and oil spill mitigation. The 1% constant percentage increase evaluation method is used to estimate the potential economic benefits to these six beneficiaries. By using this method, our study shows that the total potential economic benefit for these sectors is estimated to be $ 6.07 million per year. We consider that this is indicative but not conclusive in demonstrating some of the potential economic benefits that can be provided from information gathered by NSW-IMOS facilities. We conclude with further evaluative approaches that could be used to provide more accurate estimates of potential economic benefits.展开更多

Given the objective data of a new fabric sample, the system can provide its sensory hand data and its total hand grade. In meantime, the total hand grade can be obtained directly from the sensory fabric hand data if provided. We find that the sensitivity of the post-saddle γ emission to β decreases considerably with increasing the neutron-to-proton ratio (N/Z) of the system. Moreover, for 240 U, the γ emission is no longer sensitive to 13. We suggest that to accurately obtain information of the post-saddle friction strength by measuring pre-scission GDR γ-ray multiplicities, it is optimal to choose among the various compound systems those with low N/Z.展开更多

The construction of a comprehensive observation platform for natural-resource elements would provide data support for studies of dynamic changes in various natural resources,and could serve the needs of natural-resour...The construction of a comprehensive observation platform for natural-resource elements would provide data support for studies of dynamic changes in various natural resources,and could serve the needs of natural-resource management and the construction of ecological civilization during a period of global change.As the second-largest inland river basin in NW China,the Heihe River Basin(HRB)lies in the central part of the Silk Road Economic Belt,consequently,pilot studies of resource management in the basin are urgently needed.This paper describes the construction of a comprehensive natural-resource elements observation network in the HRB to meet requirements for natural-resource management,based on natural-resource and Earth-system science.Based on current observations and research,thirteen observation stations were established in different river basins through integration with existing stations,reconstruction and upgrading,and new construction.The main types of land-surface resources in the HRB(grassland,forests,rivers,lakes,deserts,wetlands,and farmland)were included in the observation network constructed for the monitoring of natural-resource elements.Long-term,continuous,and stable observation can yield key data concerning coupling processes,trends of change,and rates of change in natural resources.This is of great significance in improving cognitive ability,scientific management,and strategic decision-making regarding natural resources in the HRB,and can provide a reference paradigm for the observation of and research into natural resources in other basins.展开更多

文摘The construction of a comprehensive observation platform for natural-resource elements would provide data support for studies of dynamic changes in various natural resources,and could serve the needs of natural-resource management and the construction of ecological civilization during a period of global change.As the second-largest inland river basin in NW China,the Heihe River Basin(HRB)lies in the central part of the Silk Road Economic Belt,consequently,pilot studies of resource management in the basin are urgently needed.This paper describes the construction of a comprehensive natural-resource elements observation network in the HRB to meet requirements for natural-resource management,based on natural-resource and Earth-system science.Based on current observations and research,thirteen observation stations were established in different river basins through integration with existing stations,reconstruction and upgrading,and new construction.The main types of land-surface resources in the HRB(grassland,forests,rivers,lakes,deserts,wetlands,and farmland)were included in the observation network constructed for the monitoring of natural-resource elements.Long-term,continuous,and stable observation can yield key data concerning coupling processes,trends of change,and rates of change in natural resources.This is of great significance in improving cognitive ability,scientific management,and strategic decision-making regarding natural resources in the HRB,and can provide a reference paradigm for the observation of and research into natural resources in other basins.

文摘In this paper,it is pointed out that the descriptions of alloy phase structures are dependent on structural unit sequence.In the systematic science of alloys(SSA),the alloy phase structures are described by means of the symmetry element sequence combining with characteristic atom sequence.It is named the characteristic atom arranging structure,which can display the characteristic atoms at the lattice sites and the micro-inhomogeneity,besides the symmetry.Each characteristic atom has its own characters:neighboring configuration,potential energy,volume and electronic structure.The micro-inhomogeneity of alloy phases can be described by concentrations and short-range ordered parameters of characteristic atoms.The differences between the electronic structures of alloy phases and electronic structures of characteristic atoms in the alloy phases are also discussed.
