当前我国意识形态工作存在诸多问题,集中表现在:管理理念和方式仍然重管控轻治理;对时度效的把握不够灵活高效;在理论与实践的互动上注重理论建设忽视利益整合。从战略高度看,意识形态工作是宣传思想工作的中心内容,具有全局性、党性和... 当前我国意识形态工作存在诸多问题,集中表现在:管理理念和方式仍然重管控轻治理;对时度效的把握不够灵活高效;在理论与实践的互动上注重理论建设忽视利益整合。从战略高度看,意识形态工作是宣传思想工作的中心内容,具有全局性、党性和关联性三重特征,必须在准确认知处理非对抗性矛盾与处理对抗性矛盾相统一,把握时机、掌握分寸与注重实效相统一,壮大主流与管控非主流相统一等规律的基础上,增强其前瞻性与预见性。同时,要准确研判意识形态工作新形势,深刻分析意识形态工作新定位和全面部署意识形态工作新任务,增强其协同性和有效性。 展开更多

The perturbation to symmetries for the nonholonomic dynamical system of relative motion under small excitation is discussed. The concept of high-order adiabatic invariant is presented, and the form of exact invariants and adiabatic invariants as well as the conditions for their existence are given. Perturbation theory is an important tool in quantum mechanics. In this paper, we extend the traditional perturbation theory to open nonlinear two-level systems, treating decoherence parameter γ as a perturbation. By this virtue, we give a perturbative solution to the master equation, which describes a nonlinear open quantum system. The results show that for small decoherence rate γ the ratio of the nonlinear rate C to the tunneling coefficient V (i.e., r = O/V) determines the validity of the perturbation theory. For small ratio r, the perturbation theory is valid, otherwise it yields wrong results. 展开更多
