推进开发园区统计现代化改革的思考和建议

作为市域层面改革开放经济发展的主阵地、主引擎,开发园区是当前践行新发展理念和培育发展新动能的引领区。高质量发展已经成为当前宏观政策制定和管理的重要目标,加快建立与园区高质量发展相适配的统计体系,推进在园区领域的统计现代化改革落地,对开发园区高质量发展水平进行客观评价意义重大。本文以规范园区统计设计管理和核算为切入点,结合园区统计工作实际,剖析当前园区统计设计管理工作面临的问题和瓶颈,提出进一步完善和优化开发园区评价体系的思路与建议。

洪武时期府州县学设置及其特点考述

明朝洪武时期，全国府州县学的普及率达９０％以上，是前代所未曾有过的。本文从《明一统志》、《明实录》等文献中，搜集第一手资料，制成精确的“洪武府州县学设置统计表”，并对府州县学设置特点及其原因进行了深入分析。

阿瓦提县棉花单产的协方差分析

本文使用新疆阿瓦提县的实测数据,运用协方差分析方法.以棉田的盐碱度为协变量,分析了不同种类的棉田和不同的土壤质地对棉花单产的影响.结果表明,不同种类的棉田棉花单产差异较大,不同的土壤质地棉花单产的差异也较大,但在实测的数据范围内,特碱度对棉花单产几乎没有影响.

Design of motion control system of pipeline detection AUV

A great number of pipelines in China are in unsatisfactory condition and faced with problems of corrosion and cracking,but there are very few approaches for underwater pipeline detection.Pipeline detection autonomous underwater vehicle(PDAUV) is hereby designed to solve these problems when working with advanced optical,acoustical and electrical sensors for underwater pipeline detection.PDAUV is a test bed that not only examines the logical rationality of the program,effectiveness of the hardware architecture,accuracy of the software interface protocol as well as the reliability and stability of the control system but also verifies the effectiveness of the control system in tank experiments and sea trials.The motion control system of PDAUV,including both the hardware and software architectures,is introduced in this work.The software module and information flow of the motion control system of PDAUV and a novel neural network-based control(NNC) are also covered.Besides,a real-time identification method based on neural network is used to realize system identification.The tank experiments and sea trials are carried out to verify the feasibility and capability of PDAUV control system to complete underwater pipeline detection task.

Design and Analysis of Typical Buoyancy Tank Riser Tensioner Systems

The method for design and analysis of a buoyancy tank riser tensioner system （BTRTS） was put forward in this paper, taking the free standing hybrid riser＇s top buoyancy tank as an example. The design procedure was discussed and was also illustrated in a flowchart, after a short description of the global arrangement, structure configuration, and the function of different types of buoyancy tanks （BT）. The objective of this paper is to describe a way of developing a BT with minimal hydro force, maximal net lift, and no redundancy of compartments. The method of determining the main dimensions of the BT, namely the length and the outer diameter, was outlined. A series of investigations was conducted for a West Africa FSHR BT design, and the effect of the ratio of the length to the outer diameter （L/D） on the hydrodynamics and the weight of the BT was discussed. The methodology of designing the internal structure of the BT was presented. The effects of the number of compartments and the dimension of the inner stem on the BT weight and strength were compared. The relationship between inner structure and the number one index of the BT as well as the riser＇s top tension factor （TTF） were illustrated for normal operating conditions and conditions with one or more compartments （or inner stem） damaged. A design instance was given in this paper, when L/D is 4-6, the BT weight and the drag force are compromised. When the BT is divided into 10 compartments, the riser TTF will reach the maximum value, and the ratio of the stem OD to shell OD is about 0.3. A global strength analysis method of the BT and the main load case matrix was also included in the paper, together with the local strength analysis of the buoyancy tank＇s pad-eye assembly.

According to our country＇ s tourism status and characteristics, from the feasibility analysis, function analysis, performance analysis and service oriented thought, this paper analyzes the system architecture of and data flow diagrams, system flow chart, PAD chart analysis of the system＇ s business processes. And it was analyzed and discussed briefly from the aspects of adaptability, functions, implementation strategy.

The Effect of Executive Management Support and Cost Accountant Competency on CMS Design Effectiveness and Its Consequences： An Empirical Research of Manufacturing Business in Thailand＊

The objective of this research is to examine the antecedents and consequences of cost management systems （CMS） design effectiveness of manufacturing businesses in Thailand. The effect of CMS design effectiveness on cost information quality is investigated. Moreover, the effect of cost information quality on business success is investigated. Furthermore, executive management support and cost accountant competency are assumed to become the antecedents of CMS design effectiveness. Electronics manufacturing businesses in Thailand are samples of the research. A mail survey procedure via the questionnaire was used for data collection from accounting controllers. The results indicate that CMS design effectiveness has a positive significant effect on cost information quality. Moreover, cost information quality also has a positive significant effect on business success. Additionally, both executive management support and cost accountant competency have a positive significant effect on CMS design effectiveness.

A prototype of workflow management system for construction design projects

A great deal of benefits can be achieved if information and process are integrated within the building design project. This paper aims to establish a prototype of workflow management system for construction design project through the application of workflow technology. The composition and function of prototype is presented to satisfy the needs of information share and process integration. By integrating all subsystems and modules of the prototype, the whole system can deal with design information-flow modeling, emulating and optimizing, task planning and distributing, automatic tracking and monitoring, as well as network service, etc. In this way, the collaborative design environment of building design proiect is brought into being.

Design and implementation of the system of students information management based on WEB

This paper mainly design B/S system structure and small information management system that often appear some problems of college student information management, combines the actual situation of students and student instructor management work. In the process of the development of the whole system, the main use of Microsoft.NET technology as a whole system of compiler environment, SQL Server 2000 is used in the design of backstage supporter＇ s database, were developed and designed by Visual Studi02005 tool, in exchange for page dynamically selected by the ASP.NET database and system interface between Webpage generation. This system has high reliability, high security, low input, so that the efficiency of information management students to improve.

Design and Management of Building＇s Resources

The developed modem control systems and buildings management resource systems would be effective if they are based on previously established optimal conditions during the building design. This is one of the key issues for a responsible architecture. The focus of this paper is on sustainable design methods and techniques for saving resources and their management throughout the building lifecycle. The main subject of the present article is the characteristics of these methods and their fundamental role in sustainable resource management during the building operation. The results which are based on conducted case studies of European and international practice in the construction of sustainable buildings are implemented here. Key features of a comprehensive approach for design and construction are outlined via comparative analysis, as well as various systems for the evaluation of sustainability for already constructed buildings. The mostly used criteria and indicators for sustainability are systematized, including those related to resource consumption. By analyzing a specific example, the role of sustainable design methods is justified as an important prerequisite for effective management of building resources in the process building maintenance. According to the conducted studies, during the longest life cycle period of a building, by implementation of control systems and resource management of building, the costs are successfully optimized. Specific directions that prove the effectiveness of such systems are systematized in the paper. Innovative approaches, complex methods and measures for design and management of buildings resources are presented as results of this study.

Design of PLC Centralized Meter Reading System

With the increasing development of urban housing construction and the rapid expansion of the number of inhabitants and independent electric energy meter, a variety of tariff systems are launched, meter reading metering becomes increasingly complex, and the traditional manual meter reading is already hard to adapt to new changes. This thesis studies the design of a centralized meter reading system. This program applies PLC technology for information transfer, which guarantees the stability of system carrier communication. This system is composed of electric energy meter, collector, concentrator and other hardware, as well as communication and management software of collection copies system. It is characterized by functions of power data collection, centralization, remote transmission, distance control, electricity analysis, line loss calculation, integrated query, and time-sharing billing. Its promotion and application will necessarily provide important technical means for power supply, property and urban utilities to improve their modernized and automatic management level.

Internet Regulation, a New Approach： Outline of a System Formed to Be Controlled by the Internet Users

This paper describes an outline for the proper design of a Fair Internet Regulation System （FIRS）, i.e., a system that will be implemented in a national level and encourage the participation of Internet users in enriching and correcting its ＂behavior＂. Authors aim to design a system that will be operated in some extent by the Internet users, and so it will be easier to be accepted by Western democracies willing to implement a fair Internet regulation policy. Last, the authors state the importance of using well-designed surveys prior to the implementation of FIRS, announce the launch of an online tool （WebObserver.net） and invite researchers to be part of this international effort.

Design and Implementation of English Teaching Management System Based on Web

In order to improve the intelligence of the English teaching management, so as to improve the English teaching resource scheduling and sharing ability, a design method of teaching management system is proposed based on Web. The system adopts Web network architecture design, mainly it is divided into MUC main control module, database module, data management module and man-machine interaction module, Network management and online scheduling of English teaching resources are obtained based on C/S framework, data exchange of English teaching resources is realized on client side and server side, the control component of the English teaching resource distribution database uses MBM29LV400BC as the logic decoding controller. The intelligent algorithm is used to analyze the big data to realize the scheduling and access control of the English teaching management system resources. The test results show that the design of the English teaching management system has good resource scheduling and database construction ability, and the overall intelligence of the system is better.
