China has set the goal for its CO2 emissions to peak around 2030, which is not only a strategic decision coordinating domestic sustainable development and global climate change mitigation but also an overarching targe...China has set the goal for its CO2 emissions to peak around 2030, which is not only a strategic decision coordinating domestic sustainable development and global climate change mitigation but also an overarching target and a key point of action for China's resource conservation, environmental protection, shift in economic development patterns, and CO2 emission reduction to avoid climate change. The development stage where China maps out the CO2 emission peak target is earlier than that of the developed countries. It is a necessity that the non-fossil energy supplies be able to meet all the increased energy demand for achieving CO2 emission peaking. Given that China's potential GDP annual increasing rate will be more than 4%, and China's total energy demand will continue to increase by approximately 1.0%--1.5% annually around 2030, new and renewable energies will need to increase by 6%-8% annually to meet the desired CO2 emission peak. The share of new and renewable energies in China's total primary energy supply will be approximately 20% by 2030. At that time, the energy consumption elasticity will decrease to around 0.3, and the annual decrease in the rate of CO2 intensity will also be higher than 4% to ensure the sustained growth of GDE To achieve the CO2 emission peaking target and substantially promote the low-carbon deve!opment transformation, China needs to actively promote an energy production and consumption revolution, the innovation of advanced energy technologies, the reform of the energy regulatory system and pricing mechanism, and especially the construction of a national carbon emission cap and trade system.展开更多

This paper,taking 37 coal-resource-based counties in China as objects,evaluates the economic transformation capacities of the counties by principal component analysis (PCA). Based on the comprehensive principal component values of >1,0–1 and <0,the economic transformation capacities of the counties are classified into strong,common and weak grades. Then,the paper proposes the developmental countermeasures according to different transformation capacities. The paper takes Shandong Province, one of the most energy consuming provinces in China, as an example, uses quantity methods such as SPSS (Stastics Package for Social Science) cluster sampling and regression analysis, and applies quantity analysis, to analyze the situation of energy issues in Shandong province. The conflicts between the quick industrialization and increasing extensive economic development, between urban population and energy consuming per head, between the infinite energy consuming desire and the low level of managing system, and between the unstable world energy supply and the limited energy storage in China are the main factors of energy crisis in Shandong, which not only results in energy shortage, but also becomes the barrier of economic and social development. In order to ensure sufficient energy supply for Shandong province in the 21st century, we should take countermeasures, such as changing the economic development model, pursuing a multiple and high quality energy strategy, improving the intensive urbanization strategy, and building a scientific energy system.展开更多

There are obvious vertical spatial differenti...Mountain regions play an increasingly essential role in global sustainable development, and the related sustainable development issues have attracted increasing attention. There are obvious vertical spatial differentiation phenomena in both natural and socio-eeonomic fields with altitude being a key factor affecting the economic development of mountain regions. However, the exact influence of altitude is still unknown. Based on the county scale, this paper used the gravitational potential energy model to evaluate the effects of altitude on economic development in China. The results indicate that the high-altitude areas were the depression areas of county economic development, and county economic density showed a decreasing trend with the increase of altitude. County economic density respectively decreased by 0.10%, 0.04% and 0.02% with every 1% increase in altitude in 2000, 2005 and 2010. Here we demonstrate that high altitude has negative effect on county economy, although the negative effect presented a downward trend. The results also showed that increasing capital and labor investments could reduce the negative effect of high altitude on county economy. In 2010, with every 1% increase in capital and labor density, county economic density increased by 0.62% and 0.83%, respectively. The effects of altitude were the results of multidimensional factors. The fundamental approach to reduce the negative effects of high altitude is to combine the ecological environment and resources to develop characteristic industries. The construction of infrastructure should be strengthened, which can promote the occurrence of the contra-flow of people, logistics and capital, and promote the balanced development of county economy.展开更多

This paper presents an evaluation index system for resources and environment carrying capacity based on four aspects of carrying capacity(i.e., water resources, land resources, the environment, and ecosystems) by using a square deviation decision-making method, and on the basis of above effort evaluates the resources and environment carrying capacity across 31 provincial regions in China(not including Hong Kong, Macao and Taiwan regions of China). In addition, this paper evaluates the current state of socio-economic development, and analyzes the spatial distribution of resources and environment pressure. The results showed that distinct spatial differences in resources and environment carrying capacity and pressure across provincial regions. Resources and environment pressure is affected by both comprehensive resources and environment carrying capacity and socio-economic development. Regions subjected to lower degrees of resources and environment pressure will be restricted by resources and environmental problems through future courses of development owing to excessively low carrying capacities. By contrast, regions with higher comprehensive resources and environment carrying capacity will be subjected to excessively high levels of resources and environment pressure because of rapid socio-economic development. Both of resources and environment carrying capacity and pressure must therefore be considered in the allocation of country-binding targets to provincial regions.展开更多

Access to modern energy is essential for the supply of clean water, hygiene and health, and for the provision of reliable and efficient lighting, heating, cooking, and mechanical power. It seems clear, therefore, that the energy factor and its availability, the demand for which is growing, must be ensured over time. Moreover, considering that the world population will significantly increase in coming decades and, legitimately, all of these individuals want access to sources of energy for a better quality of life. The patterns of consumption most commonly used nowadays are expensive and highly polluting, but, most importantly, now they are almost completely exhausted. Therefore, research has to find sources of "alternative" and renewable energy in order to sustain the continuously growing global demand for energy. It is necessary, therefore, to develop and improve policies in order to change current consumption patterns, while strengthening approaches and strategies for sustainable models, applying incentives for good behavior and penalizing waste, and promoting the empowerment of producers. The main achievements in the development of hardly-recoverable resources are currently associated with shale oil and gas. The result of the "shale revolution" was billions of dollars in losses for oil exporters. The question is how this situation w'ill be long-lasting or "shale bubble" will burst. The success of the shale revolution can be not only an economic win or economic defeat of the United States, the question is about reputation as a global political leader and the country's ability to solve the most difficult technological problems. Everything at stake to extend the "shale gas revolution" as it is possible longer, in time to prepare the conditions and technologies for a new energy revolution and to maintain the usual high level of energy consumption. The situation is further complicated by the introduction in the game of OPEC (organization of petroleum exporting countries) causing oil prices dropped below the cost of shale oil.
