自治理雨水调蓄系统及其实施方案

为了提高雨水调蓄设施的利用效率,延长径流雨水的存储利用时间,提出了自治理雨水调蓄方案.进一步对调蓄池底淤泥排除、雨水管理利用、存水状况信息监测、系统运行控制方式进行了研究.研究结果表明:该系统可以适应连续雨水收集,并在蓄水状态下实现池底淤泥排除,保持上部雨水水质良好和长期储存利用.

内在化自治理的乡村逻辑——以江西L村修路为例

日本的农业用水管理研究

在查阅文献及实地调查的基础上 ,将日本农业用水管理分为三个阶段 :195 0年以前的历史阶段 ,195 0～ 1970年的高速成长期 ,1970年以后的稳定期 .运用水管理形态及水利用形态理论对日本的农业用水进行分析研究 ,结果表明 :日本历史上的水管理体制为自治共同型 ;战后至 1970年前后为自治协同型 ;1970年后为自治协同型与信托协同型两种管理体制并存 .认为 ,我国农村水利现代化的主要问题应该是水利配套设施建设 ,田间工程统一规划的土地改良 ,和有效的农业用水管理模式的探索 .

Nutrient Content in Soils and Adaptability of Corn in Yuanzhou District,Guyuan City

[Objective] The aim was to research rational fertilization of corn in Yuanzhou District, Guyuan, Ningxia Hui Autonomous Region. [Method] Nutrient con- tents in soils in Yuanzhou District were measured with conventional analysis method and the suitable fertilization scheme of corn growth was proposed based on fertiliz- er-application rule of corn growth and nutrient balance. [Result] Soil in farmlands in Yuanzhou District was of alkalinity; organic matter, N, P and Zn were shortage; S was extremely insufficient; Fe and Mn were moderate; K was abundant; Cu would satisfy crop growth, [Conclusion] The research provides references for yield increase, reduction of chemical fertilizer and related pollution for corn growth.

Budesonide induces complete remission in autoimmune hepatitis

AIM： Prednisone and azathioprine represent the standard treatment for autoimmune hepatitis （AIH）. However, only 65% of the patients enter complete histological remission. Recently, budesonide （BUD） was reported to be a promising alternative. In this study we assessed the efficacy and safety of BUD in AIH. METHODS： Eighteen patients （12 women, 6 men; mean age 45.4±21 years） with AIH were treated with BUD （Budenofalk） 3 mg thrice daily and followed up for at least 24 wk. Seven patients also had features of primary biliary cirrhosis （n = 5） or primary sclerosing cholangitis （n = 2）. Advanced liver fibrosis or cirrhosis was present in RESULTS： Fifteen （83%） patients had a complete clinical and biochemical remission. Ten patients, including five with acute hepatitis, were given BUD as first-line therapy, of which seven enter remission. Three patients, two with liver cirrhosis, did not improve. All patients with second-line therapy experienced long-term remission. A histological remission was also seen in three patients. Clinically relevant BUD-induced side effects were recorded only in patients with liver cirrhosis （n = 4）. CONCLUSION： BUD is effective in remission induction in the majority of our patients with AIH. Side effects and treatment failure was mainly observed in patients with liver cirrhosis.

Positive Periodic Solutions for Nonautonomous Differential Equations with Delay

By utilizing a fixed point theorem on cone, some new results on the existence ofpositive periodic solutions for nonautonomous differential equations with delay are derived.

Diagnosis of autoimmune gastritis by high resolution magnification endoscopy

Endoscopic visualisation of gastric atrophy is usually not feasible with conven.tional endoscopy. Magnifying endoscopy is helpful to analyze the subepithelial microvascular architecture as well as the mucosal surface microstructure without tissue biopsy. Using this technique we were able to describe the normal gastric microvasculature pattern and we also identified characteristic patterns in two cases of autoimmune atrophic gastritis.

The Conflict between Patient Autonomy and the Dying Patient Law in Israel

The Dying Patient Law is very controversial in Israel; there are opinions that the reason for the Law was to prevent the court from making decisions on the subject of end of life according to democratic principles. I decided to do this study because I wanted to know if the legal principles of the Law are democratic as were the court rulings or they are only, or mostly, Jewish principles and meant to prevent a democratic ruling in the courts. The work is a review of the Law and the Dying Patient Committee discussions as well as the chairman＇s writings on the Law, critique articles, and a review of democratic and bioethical principles. In this project, I have seen that the underlying basis of the Dying Patient Law is Jewish principles and not democratic principles, although Israel is a declared democratic state. This law illustrates the problem in Israel being both a democratic and a Jewish state. It raises the question： What can be done to resolve the conflict between the Jewish principles and democratic and/or bioethical principles？

Performance and Solutions to the Administrative Issues of Community Autonomy in China

Administrative issues in community autonomy are a hot topic of all levels of government and grass-roots society in recent years. We summarized the main trend and performance of community autonomy administration, in terms of government functions, cadre staff work mode and operation mechanism. Then based on the analysis of its root cause, we proposed some strategies to solve the issues of community autonomy administration.

Addressing the trade-climate change-energy nexus: China's explorations in a global governance landscape

We have arrived at a critical juncture when it comes to understanding the numerous ways in which trade interacts with climate change and energy(trade-climate-energy nexus).Trade remains crucial for the sustainable development of the world's greatest trading nation:China.After clarifying the linkages within the trade,climate change and energy nexus,this article delves into China's specific needs and interests related to trade,climate change and energy.Then it explores the ways in which trade can contribute to China's needs,to sustainable energy development and to the goals of the global climate agreement that is under negotiation.One main findings are China is a key participant in negotiations on trade liberalization of environmental technologies and services.These negotiations are in China's interests in terms of innovative industries,technological upgrading,employment and public health.China could stand up for the interests of other emerging and developing countries and serve as an example in terms of transitioning to a low-carbon economy.Beyond trade barriers issues of domestic(energy)regulation such as fossil-fuel subsidies as well as investment,competition-policy,tradefacilitation and transit issues related to clean energy need to be addressed.Building trust between relevant actors across sectors and national borders will be of the essence in order to foster long-term cooperation on technological innovation.As a way forward,different approaches towards the governance of trade and climate change will be highlighted.Besides discussing the specific aspects of Chinese participation in global trade and climate change governance,this paper aims at offering broader insights into the nexus between trade,energy and climate governance in China.

Uveitis in autoimmune hepatitis:A case report

In this case report we describe for the first time an association between autoimmune hepatitis （AIH） and uveitis, without any doubts about other possible etiologies, such as HCV, since all the old reports describe the association of AIH with iridocyclitis before tests for HCV-related hepatitis could be available. A 38-year-old businessman with abnormal liver function tests and hyperemia of the bulbar conjunctiva was admitted to the hospital. Six years before admission, the patient presented with persistent fever, arthralgias, conjunctival hyperemia, leukocytosis and increased ESR, referred to acute rheumatic fever. The presence of systemic diseases, most commonly associated with uveitis, was investigated without results and the patient was then treated with topical corticosteroids. His symptoms resolved. A test for anti-nuclear antibodies was positive, at a titre of 1：320, with a speckled and nucleolar staining pattern. Liver ultrasound showed mild hepatomegaly with an increased echostructure of the liver. Percutaneous liver biopsy was performed under ultrasound assistance. Histological examination showed necroinflammation over the portal, periportal and Iobular areas, fibrotic portal tracts, with periportal fibrosis and occasional portal-to-portal bridgings, but intact hepatic architecture. Some hepatocytes showed barely discernible granules of hemosiderin in the Iobular area. Bile ductules had not any significant morphological alterations. METAVIR score was A2-F3, according to the modified HAI grading/fibrosis staging. The patient was diagnosed to have AIH with mild activity and fibrosis and was discharged on 25 mg prednisone, entering clinical and biochemical remission, further confirming diagnosis. After discharge the patient continued to have treatment with corticosteroids as an outpatient at a dose of 5 mg. On January 2002 the patient was readmitted to the hospital. A test for anti-nuclear antibodies was positive, at a titre of 1：320, with a speckled and nucleolar staining pattern. Anti-smooth muscle antibody test was also positive （1：160）, while anti-LKM antibodies were negative. Ophthalmologic examination revealed inflammatory cells and proteinaceous flare in the anterior chamber of the left eye, and a stromal lesion in the cornea. He was maintained on immunosuppressive therapy （5 mg prednisone plus topical antibiotic therapy for two weeks） and then discharged. A complete remission of the symptoms was registered on follow-up. At present （July 2005）, the patient is on prednisone （5 rag） and has no symptoms. Liver function tests are also within the normal range.

Soliton and Rogue Wave Solution of the New Nonautonomous Nonlinear Schrdinger Equation

In this paper, a new type （or the second type） of transformation which is used to map the variable coefficient nonlinear Schr6dinger （VCNLS） equation to the usual nonlinear Schrodinger （NLS） equation is given. As a special case, a new kind of nonautonomous NLS equation with a t-dependent potential is introduced. Further, by using the new transformation and making full use of the known soliton and rogue wave solutions of the usual NLS equation, the corresponding kinds of solutions of a special model of the new nonautonomous NLS equation are discussed respectively. Additionally, through using the new transformation, a new expression, i.e., the non-rational formula, of the rogue wave of a special VCNLS equation is given analytically. The main differences between the two types of transformation mentioned above are listed by three items.

RECENT PROGRESSES OF ACUPUNCTURE TREATMENT OF CEREBRAL HEMORRHAGE

In the present paper, the authors review recent progresses of acupuncture treatment of cerebral hemorrhage and theoretical research. Regarding the clinical application of acupuncture therapy, in the acute stage of the disease, many doctors adopt body acupuncture and scalp-acupuncture, fewer doctors applied eye acupuncture; while in the chronic stage of the disease, many medical workers employ body acupuncture, scalp-acupuncture, combined therapies of acupuncture, functional exercise, massage, acupoint injection, etc.. Concerning studies on the mechanisms of acupuncture in the treatment of cerebral hemorrhage, abundant experience evidence show that acupuncture can raise the activity of the plasma fibrinolytic system to promote the absorption of blood clots of the foci; improve microcirculation; reduce cerebral tissue edema; regulate some chemical substances’ levels to lessen harmful effects of oxygen free radicals; and enhance the patient’s immune function. However, some problems still exist in clinical researches at present and affect the reasonable evaluation on the clinical therapeutic effect of acupuncture.

Broaching Political and Theoretical Divides through Deliberation

Commitment to deliberative democracy as a tool for social and political ordering is shared by political philosophers from many traditions. This paper examines John Rawls and Iris Marion Young＇s respective commitments to deliberative democracy in hopes of finding a methodological proposal for peace between followers of Rawls, the greatest liberal political philosopher of the 20th century, and Young, the late anti-liberal and anti-oppression theorist. While there are important differences between their respective positions, this paper posits that deliberative democracy can appease adherents of both thinkers, providing a shared method for determining conflicts between them. Liberal democracy is preferable, partly since it creates a place for anti-liberal positions （viz., Young＇s position can exist within the larger Rawlsian framework）, but deliberative democracy can succeed even if one is not a liberal democrat.

Semi-physical simulation of AUV pipeline tracking

Before the task of autonomous underwater vehicle(AUV) was implemented actually,its semi-physical simulation system of pipeline tracking had been designed.This semi-physical simulation system was used to test the software logic,hardware architecture,data interface and reliability of the control system.To implement this system,the whole system plan,including interface computer and the methods of pipeline tracking,was described.Compared to numerical simulation,the semi-physical simulation was used to test the real software and hardware more veritably.In the semi-physical simulation system,tracking experiments of both straight lines and polygonal lines were carried out,considering the influence of ocean current and the situation of buried pipeline.The experimental results indicate that the AUV can do pipeline tracking task,when angles of pipeline are 15°,30°,45° and 60°.In the ocean current of 2 knots,AUV could track buried pipeline.

International Private Sector Participation in Water Governance in China under CEWP in the Future

Water utility is considered as unique among all the natural monopolies. Overseas private sector involvement in water utility operation has been always being a sensitive topic in China. Overseas investment and engagement has happened progressively in spite of implicit and explicit barriers within China. Reviewing past foreign investments in water supply and sanitation in China, experiences and lessons co-existed, based on the combined analysis both concerning the past practices and current new possibilities, the future cooperation on international private sector participation can be looked forward to.

The Local Process of Governance in Integrated Water Resource Management： An Example of the Wadi El K^bir Watershed （Northeast of Algeria）

Alternatives to the sectoral and public policies and regulations of environmental and water resources＇ protection, and the experiments of integrated management have been rapidly multiplied since the year 1990. Water constitutes a principal stake of these environmental policies in the majority of the countries and especially in the countries of North Africa as Algeria, where this resource is threatened by repeated dryness and by the impact of the climate change. The integrated water resource management reflects today the world tendency of the governments to exploit and preserve this resource by a way based on a process of governance, which passes by the dialog of diversified actors （various sectors）. According to this policy and to the promulgation of the Algerian National Report on State effective implementation and coordination mechanisms are required. How this principle of integrated water management will be executed with various scenarios in Algeria and what are the main difficulties that can be met？ Or, more exactly, what are the variables that can influence the operation of the local water process governorship？ This analysis will be carried out through the example of the Wadi El K6bir watershed located in the northeast of Algeria, which is real natural area of water supply that feeds the communities, the natural and artificial basins, and preserves the perenniality of the existing natural ecosystems especially the one of the natural park classified by the United Nations Educational Scientific and Cultural Organization （U.N.E.S.C.O） in 1989 as the inheritance of humanity and six other sites classified according to the Ramsar convention as wetlands of international importance to be preserved.
