The role of these new centres in transforming the inner cities of some of the UK's larger conurbations is examined and the key planning issues are discussed. UK researchers and universities enjoy relatively high degree of independence of their research from the government due to it...This study focuses on the role of researcher/academia in making low carbon policy in the UK. UK researchers and universities enjoy relatively high degree of independence of their research from the government due to its statute that guarantees its independence ("The Haldene Principle"). In addition, there was a recent movement for evidence-based policy in the UK, which requires more economic and scientific robustness, therefore role of engineers and social scientists are increasingly important. In particular, social science will have a greater role in changing people's behavior with high level of uncertainty. UK businesses have played a leading role to move forward the climate policy such as UKETS (United Kingdom Emissions Trading Scheme) as well as low carbon policy. The regular communication and consultation is a crucial basis for making integrated policy, which involves wide range of stakeholders. The legally binding targets set out by Climate Change Act 2008 required structural change of the government to implement the necessary policies and measures especially by integrating climate and energy policy.展开更多
Although in China, ordinary translation theories favor the foreignizing strategy in translating culture, and outside China, there are opposing strategies between the cultural studies school and deconstructionist schoo...Although in China, ordinary translation theories favor the foreignizing strategy in translating culture, and outside China, there are opposing strategies between the cultural studies school and deconstructionist school, translation teachers should be fully aware of their respective revelations and limitations to translation teaching. This paper holds that in undergraduate C-E (Chinese-English~ translation teaching, the linguistic strategy is assimilation rather than alienation, thus, idiomaticness and preciseness should be emphasized. In teaching cultural translation strategy, first, we should promote students' cultural competence, which includes culture perceptive competence, culture comparison competence, culture evaluation competence, and culture mediation competence. Second, we need differentiate cultural strategies to translate literary and practical materials. In translating practical materials, functionality determines adaptation or exoticization; in translating literary materials, when cultural factor is the topic of writing, exoticization is employed for the main except that part of politeness system in institutional culture, abstract concrete conversion and description affection model in spiritual culture are adapted. When cultural factor is the background of writing, it is the target text aestheticality and readership intertextuality that determine adaptation or exoticization.展开更多

But it is low, and has therefore been difficult to measure. In the past, scientists could only estimate it approximately, either by observing how often mutant phenotypes appeared, or by comparison of humans and closely related species, such as chimpanzee, where many mutations could accumulate but the time period was uncertain. Now, a new study supported by the NSFC in China and The Royal Society in the UK reports the first direct measurement of the human mutation rate at the individual letters ( nucleotides or bases) of DNA. This was possible because new ( next )-generation sequencing technology is much more powerful than the methods available previously. The work was published in the lead- ing journal Currerzt Biology on 15th September 2009. The results were reported in the news by Nature, Science and the BBC , as well as in more than 20 Chinese newspapers and radio stations after the work first appeared online on 27th August. It was also one of the research highlights in Nature on 3rd September, which commented " This direct measurement of the human mutation rate should help researchers to refine evolutionary dating and better understand the source of genetic disease'. From the work, researchers could estimate that everyone has around 200 new mutations in their genome ; as the authors said, "we are all mutants".
