争论中的村两委“一肩挑”模式与乡村治理的发展

推进乡村治理现代化是推进我国国家治理体系和治理能力现代化的重要举措,村两委“一肩挑”模式是乡村治理领域正大力推广的治理模式。但是,这一模式在现实和学理上仍然存在许多争论,这体现在村民选举的“程序问题”“一肩挑”人员的“权力问题”以及“一肩挑”人员的“职责问题”三个方面。纵观这些争论,不难发现背后映射的是乡村治理究竟是要以自治为导向还是以行政为导向推进其发展。其实,自治与行政并非二元对立、敌退我进的关系。推进乡村治理的发展应该打破这一思维,集中精力聚焦在使乡村治理得以在法治、德治与自治三者融合的背景下运行,而村两委“一肩挑”模式或许提供了一种探索路径。

Performance and Solutions to the Administrative Issues of Community Autonomy in China

Administrative issues in community autonomy are a hot topic of all levels of government and grass-roots society in recent years. We summarized the main trend and performance of community autonomy administration, in terms of government functions, cadre staff work mode and operation mechanism. Then based on the analysis of its root cause, we proposed some strategies to solve the issues of community autonomy administration.
