An Overview of Coilia ectenes in Jiangsu Section of the Yangtze River

Anchovies are migratory fish and adult individuals migrate in group from the sea into the river every year because of reproductive needs. TheYangtze River is the largest river in China, with rich food and fish species, hence, the Yangtze River would be an ideal habitat for growth and reproduction of anchovy. In this pa- per, based on fishing log data of anchovy in Jiangsu section of the Yangtze River, realted analysis was conducted in digital map using statistical software and GIS. From 2008 to 2011, the number of anchovy fishing vessels and fishing days in Jiangsu section remained stable, but the fishing volume and economic profit of single-vessel fluctuated constantly. This study provides references and advices for plan and management of anchovy fishery resource to administrative department.

Evolutionary Pattern and Effect of Administrative Division Adjustment During Urbanization of China:Empirical Analysis on Multiple Scales

The adjustment of administrative divisions is one of the important factors guiding China's urbanization, which has profound economic and social effects for regional development. In this paper, we comprehensively describe the process of the adjustment of administrative divisions at provincial and municipal levels in China and summarize the effects on the basic structure and patterns of the spatial development. We quantitatively assess the effects on fields such as urbanization and social economy through the use of multidimensional scaling. The results show that: 1) Upgrading county to municipality(or city-governed district) is the main way of adjusting the administrative divisions. It is also an important factor in the spatial differentiation of interprovincial urbanization. China's population urbanization can be divided into four patterns including interprovincial migration, provincial migration, natural growth, and growth caused by the adjustment of administrative divisions, which is also the main reason for the increased Chinese urbanization rate at the provincial level. 2) Taking the city of Beijing as an example, we generalize five adjustment patterns made to administrative divisions: the set-up of sub-districts, the set-up of regional offices, the upgrading of townships to sub-districts, the upgrading of townships to towns, and the set-up of towns and the addition of new regional offices. We summarize the municipal urban spatial structure, including the sub-district office area in the central urban area, the regional office area in the new urban area, the mixed area of villages, towns, and sub-district offices in the suburb area, and the township area in the outer suburb area. 3) The adjustment of administrative divisions triggers a significant circulative accumulation effect, resulting in the spatial locking of population and industrial agglomeration. It affects the evolution of the urban spatial form and plays an important role in shaping the urban spatial structure to move to the characteristic of multicenter. In general, the adjustment of administrative divisions was an important factor affecting the inflated statistical level of urbanization and also an important driving force for the evolution of Chinese urban spatial organization structure.

Causes and Solutions of Administrative Departments＇ Economic Policy Ineffectiveness

Administrative department, as the focus of national political system reform, is associated with optimization and adjustment of state institutions and plays a macro-control role in socialist economic development. Administrative departments, just the ＂government＂, conduct economic control function to promote the sustainable development of social economic causes. The thesis firstly introduces administrative departments＇ era effect and causes of administrative departments＇ economic policy ineffectiveness. And on the basis of these, the thesis comes up with some solutions to solve economic ineffectiveness, hoping that it would be helpful to relevant researches.

Public Communication in the Processes of Transparency and Accountability in the Era of Open Data

In recent years, transparency and accountability seem to find new impulse, with the development of ICT （information and communication technology） and the prospective of open data that invest the public system at a national and supranational level. Public institutions tend to make available to the public, more data and information concerning the administration, the manner of use of public goods and resources. At the same time, each institution is called upon to deal with the demand of transparency and participation by citizens who increasingly use Internet 2.0 and social media. After a reflection on how public administrations acted in the phase of Web 1.0 to practice transparency and accountability in terms of communication, this paper considers the elements of continuity and the new opportunities linked to the advent of Web 2.0 and open data. At the end of this analysis, the focus is on the strengths and weaknesses of this process, with a particular attention to the role of the public communication.

Mass Media and Urban Tribes, Analysis of Their Relations by Stafford Beer＇s Viable System Model

This paper discusses the relations between mass media and urban tribes, by Stafford Beer＇s viable system model （VSM）. During 1950-2010, the influence of media and advertising over individual decision-making processes has deepened of age range to which have targeted advertising and expanded for Western world, leading the culture diversity, naturally given, toward only one standardized culture prevailing nowadays. In the 1960s they were the women, then the young people during 1970s, and then children in the 1980s and during the 1990s over early childhood, when we learnt to speak （3 years old）, achieving brand loyalty among very young children and the brands of products for this age group. From this perspective, urban tribes have taken control of the lives of young people, offering a false freedom, at the moment of choosing ＂How to be yourself＂ from options given in the market as a ＂catalogue of predesigned identities＂. A phenomenon is so complex, so it requires a holistic framework able to make explicit its components and relations between them and the relationship with internal and external environment. In particular, the VSM provides a way to analyze communication＇s problems thus clarifying： how, when and where, repair and controlling into the organization, identifying strategies to improve decision-making. Given the recursive nature of the VSM, it is possible to navigate within the phenomenon, through different recursions＇ levels. It will help to define more assertive and effective policies by health authorities, education and government in general, and also help someone among young people to see themselves inside of a dynamic consumption and thus can leave the domain and enter into a recta-domain, with more wisdom and consciousness.

In Colombia We Are All Poor

For many, poverty is one of the fundamental problems of Colombia, despite the fact that the economy of the country has been growing and there are efforts of the national government, business, academia, and civil society to contribute to the improvement of this condition. In March 2015, the National Administrative Department of Statistics （DANE, for its Spanish acronym） indicated that in 2014 there was a reduction in the monetary and multidimensional poverty in Colombia. But the truth is that in Colombia we are all poor. We have not been able to take advantage of the visible and invisible wealth we possess. In this sense, this paper provides reflective elements about the fundamental role of three key players in reducing this condition, such as the social sciences from community psychology; the State, with the strengthening of cultural policies; and higher education, viewed from the paradigm of university social responsibility. These reflections are the results of the first phase of a research that is being carried out in an area of the city of Bogota, in which the Catholic University of Colombia, since 2 011, has been developing a process of community intervention to contribute to overcoming poverty. This research is a partnership with universities of Brazil and Mexico, with the purpose to develop knowledge and have an impact on public policy in the respective countries.

Public Accounting and IPSAS in Portugal： The Accounting Standardization System for Public Administrations

The Accounting Standardization System for Public Administrations （SNC-AP） was approved by Decree-Law No. 192/2015, of September 11 and constituted the new accounting system for public administrations in Portugal, which will take effect from January 1, 2017, although there were pilot entities that are already applying it in the year 2016. The reasons for the approval of these accounting regulations are presented in the approval diploma itself, the existence of a strong fragmentation and outdated accounting standardization for the public sector. This paper intends to analyze the public accounting reform in Portugal based on the SNC-AP and the impacts that it will determine in public institutions in terms of accounting in relation to the previous POC-P regime and sectoral plans as well as the resources involved in the Implementation. Likewise, it is intended to assess whether all public bodies subject to its adoption will proceed to its implementation on January 1, 2017, as planned. For this purpose, the data available on this subject will be used, in particular those of the Directorate-General for the Budget of the Ministry of Finance.

From Home Food to Macanese Cuisine？ Historical Development, Tourist Branding and Cultural Identity

Food, cooking, and food-making places play a primordial role in the formation of cultural identity and community building. Using the example of Macanese food in Macao Special Administrative Region, this article discusses the transformation of Macanese food from everyday home food to the current status of cuisine in present-day Macanese society through the analysis of the perception of consumers and producers of Macanese food. The findings demonstrate the friction between Macanese food crafted by Macanese as part of an emergent ＂authentic＂ marker of Macanese identity and the commercial branding of Macanese food for tourist purposes.
