However, along with the dramatically economic growth, there constantly emerges environmental and social constraints which may be great challenges of China's future sustainable development. In order to optimize the developmental mode, the latest national plan, "The 12th National Economic and Social Development Plan (2011-2015)", is establishing the "Main Function Zoning Strategy", which could be considered as a new prototype of national spatial plan and may cover all Chinese territories. Based on the latest "Main Function Zoning Strategy" stipulated in "The 12th National Economic and Social Development Plan (2011-2015)", the article builds main interlinks between the spatial development strategy and urban regulatory planning. Secondly, regulation factors in Chinese regulatory planning, which may implement the task of main function zoning, have been clarified and categorized. For each regulation factor, its regulation capability is defined by applying a coding method developed by the author. Finally, according to the output of the study, the spatial regulation approaches to implementing the "Main Function Zoning Strategy" in Chinese regulatory planning are analyzed.展开更多

The low water level of the extreme period caused considerable problems in ...The present research is based upon a comprehensive survey which discusses the slightly tolerable water level of Balaton between 2000 and 2003. The low water level of the extreme period caused considerable problems in recreation. Our goal was to investigate the possible water transfer policies and the water level regulation policy of Lake Balaton by applying the dynamic programming of Markov chains. This iteration supports the cost-benefit analysis of different scenarios and also provides information about the best water governing policy. As a basis of our scientific analysis, Markov chains were created by ARMA (autoregressive moving average) synthetic data generator. Profit was joined to each transition-probability for the economic analysis. In our case the profit was negative, because the harmful effects of the low water level should be estimated, which is based on the calculated willingness-to-pay for improving the water quality of Lake Balaton. In addition, the profit includes the cost of different water supplement scenarios. After computer programming, the method proved to be an efficient tool to buttress the cost-benefit analysis of water supplement scenarios. The result highlights the importance of further climate change monitoring. Calculation confirmed water transfer to be cost-effective, yet scenarios with less ecological risk are also effective, thus preferable.展开更多

As the first governmental stakeholders involved in the implementation of energy saving initiatives, municipalities play a strategic role in the energy planning process. This paper focuses on establishment of an energy planning methodology for small municipalities with numbers of inhabitants in range of 1,000-10,000 which often face common problems associated with low efficient district heat supply systems and decreasing energy consumption in buildings. Particular attention is paid to DSM (demand side management) activities. DSM scheme includes legislative and financial flows with small investments from municipality side. Based on increased information and motivation it promotes reduction of energy consumption in all kinds of buildings. Practical experience has shown that application of DSM measures allows achieving 20% energy savings in municipal buildings during the first year.展开更多
