由中华资信评估联席会主办,杭州资信评估公司承办的中华资信评估联席会第十五次会议于2005年5月10日～12日在杭州新侨饭店召开.本次会议得到了中国人民银行征信管理局、人民银行各大区行和杭州中心支行征信管理处的关心和支持,联席会全体会员机构的密切配合,会议热烈而祥和,充满智慧和创新.本次会议的召开,昭示着中国民族评信业的全面启动已整装待发,展现出我国评信业的光辉前景,透露出民族评信业兴旺发达的强烈愿望,增强了会员机构继续谋求我国评信业振兴的责任心和信心.同时,本次会议也客观、全面地剖析了全面启航我国民族评信业应突破的瓶颈.

Trust assessment of business service workflow based on complex trust network

For business service workflow,QoS-based services selection can't guarantee whether the composite service satisfies user' s requirement after delivery,because once any service interrupts or quality of service(QoS) maliciously reduces,the quality of workflow will be reduced.Trustworthy services can provide reliable QoS,so trustworthiness research could improve the efficiency of services selection.This paper investigates trust assessment in the perspective of workflow.Firstly,trust network of business service workflow(TN-BSW) is proposed to analyze trust attributes;then,the trust measurement system of TN-BSW is investigated to assess the trust value quantitatively;and then,a trust-aware service recommendation model(TaSRM) is proposed to enhance the efficiency of QoS-basedservices selection;finally,experiment shows the feasibility of TN-BSWand the performance of TaSRM.

An Appraisal of Segment Reporting Practices of Indian IT Industry

Segment disclosures have become an integral part of overall corporate disclosures aiming at improving the quantum and quality of financial information available in the hands of various stakeholders of firms. The disclosures leave more valuable information in the hands of investors to be used in appraising the performance of firm as a whole and its constituents. In view of changing customer and geographic profile of software industry situated in India, the present paper evaluates the segment reporting practices of listed IT firms which are required to comply with the mandatory Indian Accounting Standard No. 17 on Segment Reporting. The analysis finds a yawning gap between the prescriptions of the standard and actual reporting practices. Firms fail miserably in providing voluntary segment information which could be of shareholders value. With the ushering in of International Financial Reporting Standard ｜IFRS] regime in India in 2011, a qualitative improvement may be seen in the days ahead.

Research on Value Assessment-Based Accurate Identification of Government and Corporate Customers of Telecom Operators

Aiming at discovering target customers,this article establishes the value assessment system for government& corporate customers according to the level,stability and accessibility of customer value.With 137 customers as samples,it builds the government & corporate customer value assessment system through analytic hierarchy process(AHP) and identifies target government &corpora te customers by indicator optimization,model fitting and cluster analysis.All these achievements help accurate identification of high-value government and corporate customers and optimization of resource allocation for customer service.

Assessment of Electric Power Generation via Water Hyacinths and Agricultural Waste

The importance and the necessary of researches on renewable energy have become a hot topic in recent years due to climate change and global warming. In addition, the fossil fuel reserves is facing rapid depletion on the earth. Currently, most researches have concentrated on producing biogas for heating, lighting, drying, cooking but lack in researching on electricity production because the possibility of producing biogas at households are common at small scale. Studying on alternative energy sources to replace traditional fuel for electric power generation brings new chances and great opportunities for development. This study presents an assessment electric power generation via water hyacinths and agricultural waste. In this paper, the evaluation electric power is generated by operating internal combustion engines which use biogas fuel to replace traditional fuel （diesel, gasoline）. The results of the studies were demonstrated by experiments on the renewable energy production system at Hoa An Biotechnology Research and Experimental Center of Cantho University.

Application of the Quantitative Descriptive Analysis in Cosmetics Sensory Evaluation

The sensory evaluation method was introduced so late in China, and a complete system of this method has not built yet in cosmetics industry. In this article, the application of the Quantitative Descriptive Analysis method in the evaluation of the sensory assessment items are studied. With the SPSS reliability analysis, it was found that the Quantitative Descriptive Analysis method is not suitable for some sensory assessment items.

A Kind of Information Processing Method in Linguistic-Value Appraisement of Enterprise Human Resource

Linguistic-value appraisement extensively exists in artificial intelligence and social system. In the appraisement of enterprise human resource, there is a great amount of linguistic-value information. In order to improve the reasonability of the result of appraisement of enterprise human resource, we need to study the methods for processing the linguistic-value information. In this paper, a 2-stages method is proposed for processing the linguistic-value appraisement of enterprise human resource. At the first stage, we choose the experts familiar with the related field according to the appraisement goal and problem. At the second stage, we combine the appraisement results by D-S evidence theory or LOWA operator according to the nature of linguistic variable.

Advantages and Disadvantages of Quantitative and Qualitative Information Risk Approaches

Due to rapidly development of information systems, risk and security issues have increased and became a phenomenon that concerns every organization, without considering the size of it. To achieve desired results, managers have to implement methods of evaluating and mitigating risk as part of a process well elaborated. Security risk management helps managers to better control the business practices and improve the business process. An effective risk management process is based on a successful IT security program. This doesn＇t mean that the main goal of an organization＇s risk management process is to protect its IT assets, but to protect the organization and its ability to perform their missions. During this process, managers have to take into consideration risks that can affect the organization and apply the most suitable measures to minimize their impact. The most important task is choosing the best suited method for analyzing the existing risk properly. Several methods have been developed, being classified in quantitative and qualitative approaches of evaluating risk. The purpose of this paper is to present the advantages and disadvantages of each approach taking current needs and opportunities into consideration.

Analysis and evaluation of structural complexity of circular economy system＇s industrial chain

This paper examined the method to evaluate structural complexity of circular economy system＇s industrial chain, which applied entropy information and hierarchical metrics to produce complexity degrees according to the theory of complex system. We developed an evaluation model to make a general metrics for circular economy system of industrial chains. The development of the evaluation tree drew upon five factors to identify the structural complexity. The evaluation model generated unitive entropy information from six data definition （node, level of community, metabolic span, degree of node, number of relation and connectivity of node） according to the evaluation tree. The industrial chains of Tashan circular economy park of Datong Coal Mine Group and Gujiao circular economy park of Xishan Coal-Electricity Group were evaluated by the proposed method. The key factors stunted by the decline of structural complexity were identified and the unitive metrics of entropy information of the industrial chain was shown for realigning the circular economy systems.

Research on Financial Quality Evaluation of Listed Companies on GEM

As an important component of the multi-level capital market, the growth enterprise market plays an important role in improving China＇s capital market. The GEM listed companies in information technology industry as an example, from the four aspects of the profit quality of listed companies, asset quality, growth quality, solvency, calculation of 83 listed companies of the weighted rate of return on net assets, net operating rate of 12 financial indicators, and through the SPSS21.0 analysis results of factor analysis, comprehensive evaluation the formation of the information technology industry, the financial quality of the gem, to provide a scientific basis for the decision to GEM listed companies healthy development.

RATER PERCEPTIONS OF FACTORS THAT AFFECT THE RATING OF TEM-4 ORAL TEST

A survey was carried out in this study to find out the factors that the raters perceived as affecting the rating of TEM-4 Oral Test, a large-scale tape-mediated oral English testing system in China. The findings show that what the raters perceived as affecting the rating included training, raters' interaction with the rating criteria, raters' physical and emotional conditions, raters' attitudes towards the rating work, raters' oral English proficiency level, and the recording quality. Raters' educational and research background were perceived not to affect the rating.
