In recent decades, there is an increasing understanding that ecological poverty alleviation can meet the dual goals of environmental protection and rural poverty reduction. China is pivoting towards forestry-based poverty reduction in the severely poverty-stricken areas. However, several key factors remain elusive, including the extent to which the poor people benefit from forestry programs, whether they are satisfied with the policies and whether the policies are effective for poverty alleviation. Based on data collected through a questionnaire survey of 79 households in the prefectures of Nujiang and Aba, southwestern China, the analytic hierarchy process(AHP) approach was used to examine the effectiveness of the forestry-based poverty alleviation policy. The results showed that four poverty alleviation pathways, including industry, employment, micro-finance and pairing assistance in villages, had obviously increased the incomes of the filing poor households and solved the problem of "Two Worries-free and Three Guarantees". The poor were satisfied with the forestry-based ecological poverty alleviation policies and these policies had good effects in fighting against poverty. However, there are still some shortcomings, such as a lack of active participation, imperfect targeted identification, lack of funds and limited sources of funds during the policy implementation. Our results highlight the importance of the forestry industry and the public welfare position in the alleviation of poverty in the poverty-stricken areas. Synergies between ecological protection and poverty reduction are possible through sound forestry-based policies. This article recommends five policies to simultaneously realize the potential of poverty alleviation and environment protection through forestry development.展开更多

Economic and social problems turned into political crises in North Africa. In Europe and America, dissatisfaction over such problems caused social unrest but did not imperil the political order. In East Asia, where competitive party politics have just emerged, the financial crisis sparked a correlative political and economic reaction model involving economic recession--growing wealth gap--public policy transition in electoral politics. Major electoral campaigns over the past five years in China's Taiwan, the Republic of Korea and other economies in East Asia indicate thatprlorltizing economic growth and equitable distribution are emerging to be common core issues in different parties' electoral competition despite remnant historical questions and highly politicized issues. The new electoral politics based on public policy competition has gained greater space for development against the background of an economic recession and a growing wealth gap, and is exerting a profound influence on the political and economic development process in East Asia.展开更多

Meanwhile, the rapid development of Chinese economy is still confronted withconstraints from deteriorating environment and rural poverty issues. It has become a significant policyoption in maintaining high speed, efficiency and sound development of Chinese economy to rehabilitateforest resources, improve ecological conditions, increase farmers income and get on a sustainable roadfeaturing coordinated development of population, resources and environment. The Grain for Green Program,as a CDM activity of Chinese style, launched on trial in 1999 and implemented in 2002 across the country,is the biggest land use transition, watershed management and poverty alleviation program involving thelargest population in Chinese history and across the globe. It covers 25 provinces/regions/cities and gets over1 600 counties, 15 million households and 60 million farmers were involved. Hence the Grain for Tree policyhas a significant bearing on ecological protection and farmers poverty alleviation in the soil and watererosion-prone region. A review and assessment of the background, essentials, effects, problems and trend ofthe Grain for Tree policy is of great significance for both China and the other developing countries in theworld in their efforts to combat the deteriorating environment and alleviate poverty.展开更多
