小企业贷款难的原因及其对策——从交易费用视角分析

小企业数量众多,融资资信分散,有些小企业缺少贷款信用记录,这些都使得银行对小企业贷款的前期交易费用过高;而放弃融资资信搜寻或可导致更高的后期交易费用。因此,银行对小企业"惜贷"。本文认为,实现资信信息加工产业化,可降低信息搜寻成本,使银行的前期交易费用降低;鼓励和促进小型金融机构发展,可为小企业初期贷款铺设平台。若从制度安排上落实两项措施,可使整个社会的融资交易费用降低,使有限的金融资源得到合理的配置。

A new fusion approach based on distance of evidences

Based on the framework of evidence theory, data fusion aims at obtaining a single Basic Probability Assignment (BPA) function by combining several belief functions from distinct information sources. Dempster’s rule of combination is the most popular rule of combinations, but it is a poor solution for the management of the conflict between various information sources at the normalization step. Even when it faces high conflict information, the classical Dempster-Shafer’s (D-S) evidence theory can involve counter-intuitive results. This paper presents a modified averaging method to combine conflicting evidence based on the distance of evidences; and also gives the weighted average of the evidence in the system. Numerical examples showed that the proposed method can realize the modification ideas and also will provide reasonable results with good convergence efficiency.

Information resources reorganization and sharing platform of national scientific＆technical document service in China

Reorganization of network information resources for scientific and technical （scitech for abbreviation） documents and development of information infrastructure have brought a great change in China＇s scitech documentation information sharing. It integrated not only information resources, but also systems, technologies and funds. High quality services and effective resources sharing are the main goals of the platform construction. The paper describes briefly the principles and aims of the integration of the scitech information resources and networks. The services of the sharing platforms have been also introduced.

Relationship between IoT and Economic Growth:From an Investment Perspective

As a representative of the development and application of information and communication technob ogy （ICr）, the Internet of Things （loT） has attracted world attention. However, the effect of loT on economic growth has not been fully explored. This paper analyzes this issue from the perspective of ICT investment. After analyzing the data of eight representative provinces from 1996 to 2008, we f＇md out that the effect of ICT investment on e- conomic growth is limited and the levels of telecom- munications infrastructure and education are key factors influencing the effect. Thus it＇s necessary to further improve the telecommunications infrastructure and enhance related education and training to promote the effect of loT on economic growth.

Personalized Metaheuristic Clustering Onto Web Documents

Optimal clustering for the web documents is known to complicated cornbinatorial Optimization problem and it is hard to develop a generally applicable oplimal algorithm. An accelerated simuIated arlneaIing aIgorithm is developed for automatic web document classification. The web document classification problem is addressed as the problem of best describing a match between a web query and a hypothesized web object. The normalized term frequency and inverse document frequency coefficient is used as a measure of the match. Test beds are generated on - line during the search by transforming model web sites. As a result, web sites can be clustered optimally in terms of keyword vectofs of corresponding web documents.

Resource Allocation for Physical Layer Security in Heterogeneous Network with Hidden Eavesdropper

The tremendous performance gain of heterogeneous networks(Het Nets) is at the cost of complicated resource allocation. Considering information security, the resource allocation for Het Nets becomes much more challenging and this is the focus of this paper. In this paper, the eavesdropper is hidden from the macro base stations. To relax the unpractical assumption on the channel state information on eavesdropper, a localization based algorithm is first given. Then a joint resource allocation algorithm is proposed in our work, which simultaneously considers physical layer security, cross-tier interference and joint optimization of power and subcarriers under fairness requirements. It is revealed in our work that the considered optimization problem can be efficiently solved relying on convex optimization theory and the Lagrangian dual decomposition method is exploited to solve the considered problem effectively. Moreover, in each iteration the closed-form optimal resource allocation solutions can be obtained based on the Karush-Kuhn-Tucker(KKT) conditions. Finally, the simulation results are given to show the performance advantages of the proposed algorithm.

Information Security Service Support-Helping End-Users Cope with Security

Organizations implement an information security program for the protection of their information assets. The success of such a program depends primarily on the effective implementation and execution of associated information security policies and controls. These policies and controls depend directly upon the resultant behavior and actions of end-users. Hence, end-users play a critical role in the effective implementation and running of an information security program in any organization. However, end-users are often unable to navigate and comprehend the various policies, controls and associated issues. Support to end-users is therefore a vital element, but is often neglected by present information security management systems. In the service industry, support to customers is established as an important determinant of customer perceived service quality. This paper applies the same philosophy to provide support to end-users, who are the customers of the Information Security Service.

Fairness Aware Rate Adaptation and Proportional Scheduling for IEEE 802.11 WLANs Using FSE

With its rapid development in the wireless markets, IEEE 802.11 WLAN is experiencing a huge popularity. However, due to the limitation of frequency bandwidth of WLANs, it is essential that the available radio resource should be fully utilized to offer different services to multiple users. In order to maximize system throughput while still guaranteeing the fairness among users, a proportional fairness based algorithm is proposed in this work. Since most of the previous resource allocation algorithms were simply based on the channel conditions without taking into account user's demand, in this paper, we introduce the theory of fuzzy synthetic evaluation(FSE) which also allows us to consider user's demand as an important factor. As such, the fairness among users can be improved based on different users' requirements for services. In addition, a channel state information based rate adaptation scheme is also proposed. Through simulation studies, the results clearly validate that our proposed scheme shows advantages on providing user fairness while still improving the system throughput.
