劳资关系对当代中国社会的影响

改革开放以来对社会触动最大的变革莫过于企业劳动关系的变动。劳资关系从无到有并成为劳动关系的主体对中国社会的影响有积极和消极两个方面。积极影响主要表现在牵引和带动了公有制企业市场化改革、缓解了中国工业化进程中的人口难题和广泛吸纳投资推进了中国工业化进程;消极方面主要表现为带来了利益大分化的劳动关系、天生不平等的社会关系、倾斜性的初次分配关系。从总的来看,其积极影响大于消极影响。但是,目前积极影响下降而消极影响上升,因此,构建劳资关系的制衡机制是一项十分紧要的工作。

论资管产品“资产分隔保护”之实现

信托财产的所有权权属问题一直是学界争议的焦点。《中华人民共和国信托法》关于信托财产的所有权是否由委托人转移给受托人使用了“委托给”一词,《关于规范金融机构资产管理业务的指导意见》沿用了“委托”这一表述,但依然没有给信托、委托之争一个明确的答案。在目前资管行业尚没有一部统一的上位法作为支撑且资管财产所有权规定不明晰的情况下,以一种功能主义的立场跳出“信托”和“委托”之争,明确“资产分隔保护”才是资管业务的核心所在。目前的监管要求或资管业务实践实际上已经或者着力打造了一种与受托金融机构、融资方均能实现破产隔离的载体,该载体持有特定现金流资产,并专属满足对投资者(受益人)的偿付,从而较为充分地实现了投资者(受益人)利益的保护。

ISSR Analysis of Genetic Relationship of Germplasm Resource in Prunus mume Sibe. et Zucc

Using ISSR technique to analyze the diversity and genetic relationship of germplasm resources in 39 Prunus mume Sibe. et Zucc., the result showed that 10 primers were screened with high resolution from 51 primers, 120 fragments were amplified, of which 98 were polymorphic loci, accounting for 81.67% of total. Tested materials were divided into 3 classes, as was fundamentally accorded with the traditional classification base on horticulture. There was no obvious difference in geographic relationship among the clustering results.

长江三峡库区水文观测吴淞高程系统的确定

利用三峡库区平水区对似大地水准面高度"贴合"的特点,探索性地建立了库区水文基本点吴淞高程系统与1985国家高程基准的转换关系;基于大量水位观测数据,采用线性拟合的方法,对吴淞高程系统归化进行了探求与分析,并对库区上游平水区水文基本点吴淞高程数据进行精化,得到了一些有益的结论。

Applicability analysis of the sea surface pressure and wind speed of ERA5 reanalysis data in the Bohai Sea and the Northern Huanghai Seas

A preliminarily assessment of the applicability of the sea surface pressure and wind speed of ERA5 reanalysis data is carried out using the observation data at 10 m height observation data of 9 buoys in the Bohai Sea and the Northern Huanghai Sea.The results show that:the sea surface pressure and wind speed of ERA5 reanalysis data has high correlation coefficients with the observation data,the correlation between sea surface pressure and wind speed is different in different time scales.The correlation of monthly average is better than that of daily average and daily extreme value,and the correlation coefficient is the lowest in extreme weather.In generally,the deviation between statistical products of the ERA5 and the observed products is negative.It means that the high pressure is weaker than the observed data,and the low pressure is stronger than the observed data,and there is some systematic deviation between ERA5 reanalysis data and the observed data.The deviation varies with the different wind speed level,when the wind is high,the reanalysis wind speed is generally less than the measured.By analyzing the monthly average data,the reanalysis data reveal the seasonal variation of sea surface pressure in the study area,and the deviation from the observed data also show seasonal variation characteristics,the applicability in winter is better than in summer.The error of reanalysis data of sea surface pressure and wind speed is large under extreme weather conditions,especially the typhoon process,further evaluation and revision of the data are needed.

Energy Abundance and China's Economic Growth: 2000–2014

Based on the interprovincial panel data of 2000–2014, this paper carries out an empirical analysis on the relationship between energy abundance and economic growth to test the theoretical hypothesis of ‘resource curse' and explore its transmission mechanism for China and its three regions. The results show that, at the national level, positive correlation is present between energy abundance and economic growth, proving that the ‘resource curse' phenomenon does not exist in China as a whole. Moreover, material capital input, human capital input and the level of opening to the outside world could promote economic growth, while technology innovation input may hinder economic growth. As seen by region, a positive correlation also exists between the energy abundance and economic growth in the eastern and western regions, and there is no ‘resource curse' phenomenon either. In all three regions, the human capital input could promote economic growth. Material capital input could promote economic growth in the eastern but hinder economic growth in the western region; the level of opening to the outside world could promote economic growth in the eastern region. It is known through further survey and analysis on the transmission mechanism of resource curse that, at the national level, material capital input, human capital input, and the level of opening to the outside world present positive correlation with energy abundance, indicating that energy development becomes an important transmission factor by strengthening material capital input and human capital input and raising the level of opening to the outside world. However, technology innovation input presents negative correlation with energy development. As seen by region, both the material capital input and human capital input present positive correlation with energy development strength in the three regions. Similar as the eastern region, the level of opening to the outside world presents positive correlation with energy industry development in the middle and western regions; however, the energy development presents negative correlation with technology input level in the western region.

Identification and recognition of intangible capital

In this article, intangible capital has been identified efficiently from three dimensions of excess earnings, contracts and assets specificity. On the basis of identification, we confirm intangible capital as the core level, the close level and the loose level with the ＂colorful mode＂ of accounting recognition. The core level includes land tenure right capital, franchise right capital, intellectual property right capital and operation capacity capital. The close level includes brand capital and relationship capital. The loose level includes moral capital and basic structure capital.

Ordinary Workers and Industrial Relations in a New World Order

Taking its point of departure from a NATO （North Atlantic Treaty Organization） conference held in Copenhagen in 1953, this papers begins by tracing the foundation of the powerful political role that labor organizations held during a significant part of the twentieth century. At the conference, ＂labor＂ was emphasized as occupying a ＂key role＂ in the struggle of Western societies to withstand the challenge of communism--military alone could not achieve this objective. Since around 1990, this has fundamentally changed and the paper explores the contemporary situation through an ethnographic study--involving fieldwork at both workplaces and private homes--of Polish migrant laborers participating in the Danish labor market. Firstly, it is shown how the Polish laborers, due to the lower costs they represent, benefit from the new opportunities. Secondly, the paper illustrates how the trade union, though uneasy with the downward pressure on wage and working conditions that the Polish represent, prioritizes the organization of workers in order to maintain some degree of control over the labor market. Finally, the question is raised how the EU （European Union） is able to navigate two contrasting concerns： the urge both to create more cross-border competition and to uphold an image of a ＂social Europe＂ which might be key to maintain cohesion and legitimacy.

This paper gave an overview introduction about umbrella partnership real estate investment trust (UPREIT) to the readers who are not related to real estate and accounting major. To show how UPREIT defer capital gain taxes,makes good cash flow and maximize profit in real estate finance,the paper included the theory and structure of UPREIT(real estate investment trust),partnership issues,advantage and disadvantage,and created a proforma to demonstrate how UPREIT works.

General elections held in October 1951 can be considered as a milestone in British political history, and from an international point of view, the return to power of Conservatives after the defeats of 1945 and 1950 represents an event of considerable relevance. Based on Italian archival sources, this paper analyses Tommaso Gallarati Scotti＇s （Italian ambassador to the UK） view during the electoral campaign, as a part of a diplomatic action aimed at resuming the traditional Anglo-Italian friendship brutally interrupted on June 10, 1940, at the time of fascist ＂stab in the back＂： a hard task to accomplish, even after the resumption of full diplomatic relations between Rome and London, in 1947.

The simultaneity in human capital estimations： The case of China

Existing papers on human capital and growth in China has been using single equation estimations. This might cause a simultaneity bias if a two-way causality between the two variables exists. In this paper, the author performs vector autoregressive estimations using panel data on the number of graduates at each level of education as a proxy for human capital in China during 1991-2005. The results show that investment in human capital increases output per worker at all three levels of education. Regarding the effects of output per worker on the accumulation of human capital, the author finds mixed results with the primary-school graduates＇ benefits the most from increases in per capita output.

Evaluation and Projection of Temperature Extremes over China Based on CMIP5 Model

Evaluation and projection of temperature extremes over China are carried out with 8 model datasets from CMIF5. Compared with the NCEP reanalysis data, multi-model weighted ensemble is capable of reproducing the 8 temperature extreme indices and 20-yeax return values of annual maximum/minimum temperatures. The time correlation coefficients of all the 8 indices between multi-model ensemble and the reanalysis can reach a significance level of 0.10. The spatial correlation coefficient of 20-year return level of annual maximum/minimum temperatures is greater than 0.98. Under the RCP4.5 scenario, more extreme warm events and less cold events are expected over China in multi-model ensemble. By the middle of the 21st century, the heat wave duration index will be multiplied 2.6 times. At the end of the 21st century, the cold wave duration index will decrease 71%, and the 20-year return value will increase 4℃ in parts of China for the maximum/minimum temperatures.

Tradeoff between the number of firefighting resources and the level of fire ignition prevention efforts in the Republic of Korea

This study explores the tradeoff relationship between the number of initial attack firefighting resources and the level of fire ignition prevention efforts mitigating the probability of human-made fires in the Republic of Korea,where most fires are caused by human activities.To examine this tradeoff relationship,we develop a hybrid model that combines a robust optimization model with a stochastic simulation model.The robust optimization minimizes the expected number of fires not receiving a pre-defined response,such as the number of firefighting resources that must arrive at the fire within half an hour,subject to budget constraints and uncertainty about the daily number and location of fires.The simulation model produces a set of fire scenarios in which a combination of number,location,ignition time,and intensity of fires occur.Results show that fire ignition prevention is as cost-effective as initial attack firefighting resources given the current budget in the Republic of Korea for reducing the expected number of fires not covered by the predefined response.The mixed policy of fire suppression and fire prevention may produce some gains in efficiency relative to the dominant policy of strong fire suppression strategies.

The Impact of Debt Financing on Corporate R ＆ D Investment Behavior in China ——Based on the Empirical Evidence of Listed Companies from 2004 to 2011

Base on panel data of manufacturing and high-tech industry companies which discoursed R ＆ D expenditure in financial statements from 2004 to 2011, this paper studies the relationship between debt financing and corporate R ＆ D expenditure under different grow opportunities by using the robust fixed effects that Daniel Hoechle proposed m 2007. The results show that there is not a ＂increasing first, decreasing later＂ non-linear relationship but a ＂double negative＂ relationship between debt level and corporate R ＆ D expenditure. And the ＂double negative＂ relationship has a different mechanism in different growth companies.

Mountain Commons: Changing Space and Status at Community Levels in the Himalayas

This paper deals with the imperatives of nature-society interaction in the Himalayas as seen through CPR (Common Property Resources). It specifically looks at the process and factors that characterize the dynamics of the above interactions, with particular reference to the changing status and governance of CPRs at community levels. The paper puts together the synthesis of observations and inferences of different studies by ICIMOD and others in mountain regions, particularly in different parts of Nepal, India, Bhutan, Bangladesh, China and Pakistan. Rural CPRs (providing sustenance supplies and services) as an important component of a community’s natural resource base, manifest the institutional arrangements evolved by the communities to facilitate their adaptations to nature. The above process can be more clearly illustrated with reference to specific characteristics of mountain areas, called mountain specificities. However, over time, the situation of CPRs in terms of their extent and status, governance and management as well as contributions to community sustenance, has changed. The paper attempts toindicate potential lead lines for searching options for rehabilitation of CPRs, based on a closer under- standing of the factors contributing to their decline.

Analysis on Capital Structure Theory and Enterprise Capital Structure Optimization

Enterprise capital structure means the various resources, combination and relationships of enterprise raising capital as well as means the short or long debts, shareholders＇ rights and interest, and the proportional relationships among constituting items. Capitals raised by enterprise from different ways constitute the capital sum. Because of changing enterprise operation, the capital structure is also various and it cannot be in a fixed proportion. Therefore, we need to optimize the capital structure of state-owned enterprises so as to reach the rational resources allocation and make the national economy develop soundly and rapidly. How to optimize it？ This is a big problem that we have to face. Debt-to-equity swap at the moment is only the transition for correcting capital structure of state-owned enterprises. Decreasing stocks owned by state is the inevitable choice for optimizing enterprise stock right.

Research on the key technology of mobile ERP

A new business management mode-agile & convenient management mode (ACM) was proposed because of large scale mobile computing and mobile business. As an efficient approach to ACM, Mobile ERP (MERP), including its concept and four-tier architecture was introduced firstly. Then, the two key technologies of implementing MERP about message service and wireless WAP service were developed. Meanwhile, an official MERP system was also implemented based on our CERP software system by aglets. And it was applied by Henan Tongli Cement Group in China. In comparison with the traditional ERP system, the new system could improve the efficiency and level of management, and reduce the management cost of enterprise.

Sublimated Colonialism： The Persistence of Actually Existing Settler-Colonialism

In my paper, “Sublimated Colonialism： The Persistence of Actually Existing Settler-Colonialism,” I interrogate the remaining settler-colonialisms that refused to disappear during the epoch of decolonization. I am most concerned with those settler-colonialisms that persist at the centers of world capitalism, and examine bow this social context often produces an ideology that relegates the concrete reality of settler-colonialism to the past, pushing its existence under supposedly “modem” social relations. Since Frantz Fanon＇s analysis of settler-colonialism, and the class contradiction between colonizer and colonized, was developed in an era where settler-colonialism was partially defined by the relationship between motherland and colony, some often imagine that the era of settler-colonialism is over. Clearly settler-colonialism did not vanish along with this distinction; internal colonies are retained in North America, for example, and the state of Israel is perhaps the most recent historical of this type of colonialism since it was settled and established in the 20th century. Moreover, there is often talk of a “world-wide indigenous movement” which claims to represent a global anti-colonialist front. The point of my paper, therefore, is to examine how settler-colonialism functions and persists when the settler-colony has become synonymous with the motherland. In this social context, colonizers often imagine themselves as the native inhabitants, while those who remain colonized are pushed even further out of history than they were during the previous era of settler-colonialism.

A Study of Space in the Novel Ragtime

The novel Ragtime, written by the contemporary American writer Edgar Lawrence Doctorow, imaginatively reconstructs the urban space in the Progressive Era. In the period of social transformation and change, all kinds of contradictions in New York City are becoming increasingly acute. The division of space reflects the power discourse of different classes, races, and genders. The connection, extension and expansion of space promote the features of urban modernity and open up new patterns of social behavior and opportunities for survival, but cannot fundamentally alleviate the capitalist crisis. Spatial layout and distribution of the city are not only the reflection of social relations, but also the ＂time capsule＂, bearing the history of the city, and the writing of space offers a mirror for the author＇s emotion and value judgment.
