[Objective] This study was to establish an optimized model for the allocation of agricultural fertilizer resources in Southern Xinjiang from the perspective of sustainable development.[Method] An optimized model for t...[Objective] This study was to establish an optimized model for the allocation of agricultural fertilizer resources in Southern Xinjiang from the perspective of sustainable development.[Method] An optimized model for the allocation of agricultural fertilizer resources was established based on their allocation structure.Combined with the actual agricultural production in Aksu areas of Southern Xinjiang,by establishing a rational evaluation index system,under the premise of considering the planting area constraints,the total water resources constraints and the security constraints of food production,we established the empirical optimal allocation model of the regional agricultural fertilizer resources in Aksu area of Southern Xinjiang.Moreover,we solved the model by using the search algorithm of computer and lingo programming.[Result] The increased economic benefit was near to 1.8 billion Yuan by adopting the optimal allocation methods,with a relative increment of about 34.4%.[Conclusion] Our results provided theoretical basis for achieving the sustainable development of agricultural economy in Southern Xinjiang.展开更多

Countless research studies have demonstrated the detrimental effects of incivility and bullying in healthcare.Despite the abundance of proposed solutions to this issue,many healthcare leaders continue to fail in mitig...Countless research studies have demonstrated the detrimental effects of incivility and bullying in healthcare.Despite the abundance of proposed solutions to this issue,many healthcare leaders continue to fail in mitigating the existence of such negative behaviors in the workplace.Personality attributes of perpetrators and victims have received attention,but much less research has examined the organizational and neoliberal causations of incivility and bullying in healthcare.Being the largest occupational group in the health sector,nursing professionals have the greatest influence and are crucial in ending these behaviors.This discussion paper outlines the effects of incivility and bullying in healthcare and provides a critical analysis on how organizational culture and neoliberal ideology influence the pervasiveness and persistence of these negative behaviors.The analysis reveals that organizational cultures that misuse power,disregard equality,and facilitate oppression,foster the existence of incivility and bullying in the workplace.Such cultures permit perpetrators to misuse their authority to control resource allocation,ignorance to social inequalities,and the silence of victims.Furthermore,the neoliberal concept of deregulation,austerity,and individualism further these behaviors.The neoliberal reforms have led to underfunding of anti-bullying programs and policies,use of bullying behaviours as management strategies,and victim-blaming for profit maximization.Financial cutbacks have resulted in denial and acceptance of uncivil and bullying behaviours in healthcare institutions,which endangers the rights of healthcare providers to a safe workplace environment.To curtail these negative behaviors,robust anti-bullying policies and programs must be strictly enforced and sustained in practice.Further exploration on the association of organizational culture and neoliberal principles to incivility and bullying in healthcare is greatly warranted.展开更多

The combined surface and groundwater allocation practice by wells and canals had contributed to the safety of groundwater environment and agriculture sustainable production. The typical area in the People's Victory C...The combined surface and groundwater allocation practice by wells and canals had contributed to the safety of groundwater environment and agriculture sustainable production. The typical area in the People's Victory Canal irrigation district was taken as a case, drawing together the irrigation district agriculture water consumption and precipitation from 1954 to 2014 in the People's Victory Canal irrigation district, ratios of surface to groundwater irrigation amount, dynamic of groundwater depth and hydrochemical characteristic of groundwater from 2008 to 2014 in the research area, the relationship between groundwater depth and ratio of surface to groundwater irrigation amount was analyzed, in order to ascertain the influence of precipitation on ratios of surface to groundwater irrigation amount and its effect on soil and groundwater environment. The results indicated that positive correlation between the ratios of surface to groundwater irrigation amount and annual precipitation was appeared, affected by climate change, average irrigation amount from surface in the recent 5 years was 2.90 x 108 cubic meters, accounted for 75.52% of total irrigation amount, on the other hand, decreasing tendency of precipitation was obvious, and groundwater depth dynamic in upstream of the branch canals was more dramatic than downstream because of surface water irrigation infiltration, under the unified condition of water use efficiency, ratio of surface to groundwater irrigation amount was negative correlation with area of the groundwater depth beyond 11 m, meanwhile, groundwater depth demonstrated negative correlation with the ratio of surface to groundwater irrigation amount, moreover, alkaline trend of groundwater hydrochemistry during the normal season in the research area was obvious because of phreatic evaporation and the agricultural irrigation from wells, along with irrigation from surface inflow of Yellow River, quality of groundwater hydrochemistry during the dry season was ameliorative greatly. Consequently, it was very important to the agriculture sustainable production that well-canal combined irrigation patterns alleviated extremely alkaline trend of the groundwater hydrochemistry and played a positive role of root layer soil salinity leaching.展开更多

Water resource allocation (WRA) is a useful but complicated topic in water resource management. With the targets set out in the Plan of Newly Increasing Yield (NIY) of 10×1011 Jin (1 kg=2 Jin) from 2009 to ...Water resource allocation (WRA) is a useful but complicated topic in water resource management. With the targets set out in the Plan of Newly Increasing Yield (NIY) of 10×1011 Jin (1 kg=2 Jin) from 2009 to 2020, the immediate question for the Songhua River Region (SHRR) is whether water is sufficient to support the required yield increase. Very few studies have considered to what degree this plan influences the solution of WRA and how to adapt. This paper used a multi-objective programming model for WRA across the Harbin region located in the SHRR in 2020 and 2030 (p=75%). The Harbin region can be classified into four types of sub-regions according to WRA: Type I is Harbin city zone. With rapid urbanization, Harbin city zone has the highest risk of agricultural water shortage. Considering the severe situation, there is little space for Harbin city zone to reach the NIY goal. Type II is sub-regions including Wuchang, Shangzhi and Binxian. There are some agricultural water shortage risks in this type region. Because the water shortage is relatively small, it is possible to increase agricultural production through strengthening agricultural water-saving countermeasures and constructing water conservation facilities. Type III is sub-regions including Acheng, Hulan, Mulan and Fangzheng. In this type region, there may be a water shortage if the rate of urbanization accelerates. According to local conditions, it is needed to enhance water-saving countermeasures to increase agricultural production to a certain degree. Type IV is sub-regions including Shuangcheng, Bayan, Yilan, Yanshou and Tonghe. There are good water conditions for the extensive development of agriculture. Nevertheless, in order to ensure an increase in agricultural production, it is necessary to enhance the way in which water is utilized and consider soil resources. These results will help decision makers make a scientific NIY plan for the Harbin region for sustainable utilization of regional water resources and an increase in agricultural production.展开更多

In the field of law, particularly in the area of legal proceedings and other types of dispute settlement, judicial organs can achieve the best allocation of judicial resources by summary handling of the simple cases, ...In the field of law, particularly in the area of legal proceedings and other types of dispute settlement, judicial organs can achieve the best allocation of judicial resources by summary handling of the simple cases, which are in the majority, and optimizing the complex ones, which are in the minority. Summary handling of the simple majority means reducing the marginal cost of judicial activities in accord with the principle of simplifying procedures but not rights while improving judicial effectiveness and promoting judicial justice in a way predicated on protecting the fundamental rights of legal actors. According to quantitative analysis based on trials in which the defendant entered a plea of guilty, there is still plenty of room to optimize the resource allocation mechanism in the field of criminal justice. Implementing the summary procedure confirmed in the 2012 Criminal Procedure Law requires that the judicial organs guarantee defendants who have pleaded guilty the right to a lawyer. It also requires the improvement of judicial efficiency at the stages of investigation, bringing a case, and trial. Only by doing so can we scientifically allocate criminal justice resources overall and effectively promote judicial justice.展开更多
