This is why China is so keen on circular economy and economical use of resources. Focused on this issue, this paper summarizes the theoretical elements of the development under the scarcity of natural capital, points out that Plan C is the strategic choice for China’s future development, emphasizes that China needs to enhance the new industrialization, new urbanization and new modernization based on the restriction of natural capital, and discusses the technological and mechanistic support required to realize the development under the scarcity of natural capital.展开更多

A spatial autocorrelation model, the center of gravity model, and index system of the regional central city are used to probe the evolution laws of spatial structure of oasis economy. The study finds that: 1) The economic centre of gravity, whose variation track during this period follows linear rate law, was moving from headstream to middle reaches of the Tarim River. 2) Positive spatial autocorrelation which showed a waving and ascending trend of regional economy was significant and the neighbor effect of regional economic growth was strengthened continuously. 3) The regional economic centre was located in Hotan City before 1980, moved to Aksu City during the 1980s and to Korla City after 1990. We conclude that above all, during the recent four decades the evolution of the oasis economy in this region has gone through three stages: a traditional agriculture stage (before 1980), oasis agriculture and agricultural product processing stage (1980–1990) and oasis energy industry stage (after 1990). Furthermore, the dependence degree of the oasis economy on natural resources in different stages are studied by using dominance index, regression model, and grey relation method, which shows that an oasis econ- omy highly depends on water resources in the oasis agriculture and agricultural product processing stage while it de- pends more on mineral resources such as oil and natural gas during the oasis energy industry stage.展开更多

Nineteen resource-based cities in Northeast China were analyzed using the indicator system. The results showed that Liaoning and Jilin provinces had higher economic resilience than Heilongjiang Province. Panjin, Benxi, and Anshan in Liaoning Province were the top three cities, while Shuangyashan and other coal-based cities in Heilongjiang Province ranked last. Metals-and petroleum-based cities had significantly higher resilience than coal-based cities. The differences in persistence, adaptability, transformation, and resilience among resource-based cities decreased since the introduction of the Northeast Revitalization Strategy in 2003. Forestry-based cities improved the most in terms of resilience, followed by metals-based and multiple-resource cities; however, resilience dropped for coal-based cities, and petroleum-based cities falling the most. The findings illustrate the importance and the way to develop a differentiated approach to improve resilience among resource-based cities.展开更多

In addition, it is the life line of agriculture even the national economy. However, water resources face very serious situation in our country. It is shown that wafer resources are in short and the water pollution is benumbing more and more serious day by day. The reason for the problem of water resources is the management problem of water resources. Besides. the per capita water resource is low because the population is increasingly serious. The industrialization of water resources is a new conception presented due to the deepening of the social labor division and the demands of the mitigating contradiction of water resources. This paper analyzes the present situation of water resources in our country and the reasons for the problems, It expounds the important significance of the industrialization of management of water resources. This is because resource-based cities' economic development has fallen below general levels due to resource exhaustion and an unbalanced industrial structure, among other factors. Further, an economic gap has long existed between Northeast China's large number of resource-based cities and non-resource-based cities. This article comprehensively studies the economic convergence of Northeast China's resource-based cities and non-resource-based cities from 1996 to 2015 by using a dynamic panel to analyze not only the economic development of different industries and types of cities, but also the main factors that influence economic development. The empirical results demonstrate that economic convergence exists in both resource-based and non-resource-based cities, but the economic gap between them has clearly narrowed since the implementation of a strategy to revitalize the Northeast's old industrial base. Shrinking cities are the fastest to converge, as mature cities are slower and regenerating cities are the slowest; regarding industry structure, the secondary industry dominates the economy in mature and shrinking cities, and the tertiary industry in regenerating cities. The primary stimulus in resource-based cities' economic development involves upgrading the industrial structure and investing in human capital. As China faces a ‘new normal' economy, resource-based cities in Northeast China should restructure the economy and perfect their market system to avoid again widening the economic gap.展开更多

Due to its unique physical and chemical properties, graphite is quickly becoming an increasingly important economic resource. Graphite occurs over much of the area, and is hosted predominantly by quartz-graphitic schist, quartz-feldspar-mica schist and quartzite. The quartz-graphitic schist covers an area of 37 km2, forming steep valleys and ridges across a 190 km long belt. Graphite is texturally-variable within and across units. Crystal habit varies from highly crystalline to irregular flakes. Flake sizes range from amorphous and crystalline small flake to coarse large flake (〉 150 p.m), with beneficiation of- 70% and yield potential of 〉 95% (froth flotation methods). The license area is already a well-known gold-hosting area, and potentially economic gold deposits occur within the graphite-bearing units. Overall, the site shows excellent geochemical indicators, field observations and historical accounts of high gold content. It is suggested that textural variations may be the product of (1) early in-situ formation during (early- to late-Proterozoic) prograde metamorphism and (2) later vein-type mineralization during retrograde metamorphism. The discovery of graphite in western Ethiopia is the first documented and preliminary studies suggest a high economic potential for the deposits.展开更多

From one side, there is the urge to comprehensively preserve cultural resources. At the same time, opportunities of economic growth should be made available and needs of contemporary living maintained and nourished. The main aim of this paper is to reconcile probable incompatibilities between such missions through promoting "sensitive" redevelopment approaches in historic cities. The paper focuses on the city of Luxor, Egypt with its immensely capturing yet quite undermined legend: the Avenue of Sphinxes. In Luxor, the injection of nonintrusive interventions presents itself as a highly potential candidate in protecting and enhancing the experience of the avenue while meeting contemporary needs of living. Adopting less sensitive development approaches can lead the quality of experiencing the whole city to be worsened for the increasing numbers of tourists and locals.展开更多

At the start, in the 1980s, the USA and the USSR ruled, in a bipolar context. But, after the fall of the Communist regimes, in the 1990s, a different form of world power sharing emerged, in which the USA, the European Union and Japan were the major players. That change was evident from the documents that were made by those political powers (i.e. the Lisbon agenda on human resource development (HRD)), which in itself contained a forecast of the world situation in 2010. However, life is by nature unpredictable, and the unforeseeable changes happen all the time. And, in the last decade, several main players emerged in the world scene, namely Brazil, Russia, India, China, the Arab World and Africa. In consequence, at the present moment, the world economy exists around at least 9 main players, 3 old and foreseen and 6 new and not foreseen. It is the author's opinion that this societal transformation should be addressed by the HRD community, because HRD scholars must study the more national relevant cases in a world that is changing very fast. Accordingly, in this paper, the author tries to make a rather introductory study in which he/she tries to define the basic economic variables for the HRD markets, namely demand, supply, need, equilibrium, investment, stock, flow, and return, for the USA, Japan, Brazil, Russia, India and China. The author uses the last available data, even if we tried to put the analysis in a historical perspective. The author concludes that several very different forms of situations exist in the HRD markets of those very important political entities.展开更多
