21世纪初,越南启动了第一轮大学质量评估。对相关政策文献的梳理与分析表明,越南的大学质量评估以"合目标"的质量观为指导,融合了教育质量改进与学校绩效衡量的双重意图。评估程序包含自我评估、外部评估与国家审定三个阶段... 21世纪初,越南启动了第一轮大学质量评估。对相关政策文献的梳理与分析表明,越南的大学质量评估以"合目标"的质量观为指导,融合了教育质量改进与学校绩效衡量的双重意图。评估程序包含自我评估、外部评估与国家审定三个阶段。从评估指标的价值取向来看,越南大学质量评估的重心在于评估大学人才培养功能,以输入和过程作为评估的基本向度,其评估的方法倾向于质性。归纳起来,越南大学质量评估制度的建设有以下中长期目标:一是提高评估指标的适切性与增加产出指标。二是增强外部评估的严密性与公平公正性。三是提升学校在评估中的自主性与主体性。四是评估权力下放与建立评估双轨制。 展开更多

本文以70名越南大学与美国大学一年级汉语学习者为研究对象,通过五项与汉字读写能力相关的书面测试,分别考察两国学习者汉语字词各分技能的发展情况及异同。统计结果显示,越南学生的汉字读写能力整体上要显著优于美国学生,特别是汉字知... 本文以70名越南大学与美国大学一年级汉语学习者为研究对象,通过五项与汉字读写能力相关的书面测试,分别考察两国学习者汉语字词各分技能的发展情况及异同。统计结果显示,越南学生的汉字读写能力整体上要显著优于美国学生,特别是汉字知识和汉语词汇水平。而他们在形旁识别、字义猜测方面并没有表现出相应的优势。两国学生在使用部件组合汉字时使用的策略也有所不同。越南学生和美国学生在汉字能力上均存在有待提高的方面,可通过增强部件意识的培养和训练、增加学习时间等手段来加以改善。 展开更多

For many years, Vietnam has improved features in administrative works as well as in different areas, such as public administration, finance, and accounting In the accounting content, budget accounting is an important thing which is worth noting. However, along with the achievements, Vietnam is also facing a number of limitations to be overcome for ensuring transparency in the state budget. Since then, the main purpose of the article is to provide a general picture of budget accounting in Vietnam and what has not been done through finding the relationships with budget regulations and international public sector accounting. The results showed that Vietnam will transform and issue the new law on budget and build up a new model for controlling information published by data accounting system in the future. 展开更多

Analysis of Energy-saving Behavior among University Students in Vietnam

Currently, in the course of serious environmental problems where the cause is anthropogenic, such as global wanning, not only the technology and policies but also the promotions of pro-environmental behavior are required. However, previous studies reported a gap between high environmental awareness and behavior. So to promote this practice, it is necessary to clarify the determinants that lead to practice. Because of the rapid economic growth in developing countries, including Vietnam, pollution problems and energy consumption are of major importance. This study aims to propose methods to promote pro-environmental practices based on a questionnaire and statistical analysis that investigated university students in Vietnam's Ho Chi Minh city. From the factor analysis, in actions to do with the power-saving behavior of standby power and home electronics, and the use of air conditioning, four evaluation criteria including effectiveness, cost feasibility, convenience, and social norms are extracted. The covariance structure analysis showed that the evaluation of convenience represented the strongest causal relation to a given power-saving action, and the action, in turn, can lead to improvements in most practical activities so as to enhance their convenience. Finally, several methods to save energy are proposed based on the results of the questionnaire. 展开更多

In the context of Vietnamese sustained economic growth and social development, university education in Vietnam falls behind those from regional countries, partly because the influences of' information and communication technologies to the society as well as the education system at the paradigm levels have not been properly understood. In order to reverse this trend, a comprehensive renovation in university education must be carried out, and one of the first issues to be addressed is to reach a national consensus on the traditional and emerging social and educational values in Vietnam. 展开更多
