自办展拓市场的经验与思考——以“浙江出口商品(越南)展”为例

东盟作为浙江省重要的贸易市场,加强与东盟各国的经贸合作对浙江企业拓展海外市场具有重要的现实意义。为抓住中国-东盟自贸区全面建成的历史机遇,更好地拓展东盟市场,浙江省已于2011年和2012年连续两年在越南河内举办浙江出口商品交易会,并取得了较好的成果。本文通过对参展企业的问卷调查及实证分析,对继续办好进入东盟市场桥头堡的越南展,探索扩大越南展的辐射面进行了思考探索。

The best way of bilateral special economic zone to Sino-Vietnam economic cooperation

The Bilateral Special Economic Zones is a new idea about economic co-operation ways. It is going to be set by both countries with a common boundary for promoting the economic co-operation between two sides. It can be firstly set along the boundary between China and Vietnam. It will promote the economic co-operation between them, but China and ASEAN. It can be set along the Chinese boundary with the neighboring countries and will promote the economic co-operation between the both sides for setting up a better environment around China.

The Making of Water-Floating Seasonal Cuisine and Its Association to Tourism Development in An Giang Province

Floods have been popularly understood as the nightmares of human beings for their devastation causes. Floods in traditional Vietnamese minds are of the same type since ancient Vietnamese used a metaphor to address the floods in Red River Delta （Hanoi area） as un-auspicious marine spirit Thuy Tinh being defeated by the inland spirit Son Tinh in the legendary battle of life. Therefore, as being expressed in many cultures, floods are symbol of death and loss, and human beings have always attempted to get rich of or overcome the floods. However, the floods, under the awareness and pragmatic life of the people of An Giang Province as well as the whole Mekong River Delta （in Southern Vietnam）, the floods are considered as the sign of wealth and happiness. What makes the floods to be so auspiciously acknowledged, and how do people manage to ~exploit＂ the floods to enrich their life？ This paper is to investigate and generalize the approaches of utilizing the floods＇ resources to diversify their life, especially in cuisine culture. The research learns that the regularly stable floods in the Mekong River system strongly and positively affects the life of the local residents, and the community is further wise to exploit and transform the natural resources into their cultural world, mentally and materially, among which, ecotourism is a potentially prospective field

State Policy on the Environment in Vietnamese Handicraft Villages

Handicraft villages play an important role in promoting social and economic development in rural areas as well as Vietnam＇s economy. Nowadays, Vietnam＇s handicrafts have a foothold in the world market, and are exported over 163 countries and territories （Tuan, 2010）. However, the production activities of the handicraft village have a lot of shortcomings, especially the problem of environmental pollution （Chi, 2010）. Therefore, government policy plays a very important role to minimize environmental pollution villages, contributing to improving environmental quality and public health. This paper focuses on： 1）. Current status of state policy environment in handicraft villages shows the achievements and limitations of the policy, from which reviews state policy in environments in handicraft villages （through fieldwork in the handicraft villages）; and 2）. Solution to improve state policy on environmental protection in handicraft villages in Vietnam.

Marxism and the Subsidy Period in Vietnam （1975-1986）

Marxism was spread into Vietnam by patriotic intellectuals from the 20s of the 20th century and still exists until today. The presence of Marxism in Vietnam through such a long history is enough to prove its importmlce and strong influence in the socio-political life of Vietnam. First of all, Marxism is closely related to the movement of national liberation revolutions in Vietnam from the 20s to the mid 70s of the 20th century： Marxism, with its outright revolutionary nature, had most adequately and effectively met the urgent needs of national liberation revolutions in Vietnam at that time, and at the same time evoked the fierce belief of patriotic revolutionists in a noble ideal--tJle ideal of communist society, and encouraged them to devote themselves to national liberation revolutions. It can be said that Marxism has become the soul of national liberation revolutions in Vietnam; hence, the victory of such revolutions in the mid 70s of the 20th century is also the victory of Marxism in an Eastern country that was very obsolete then. Furthermore, Marxism is also associated with the reforming of old society and building of new society--the socialist society in Vietnam： after winning national independence and unification for the country in the mid-70s of the 20th century, Vietnamese patriotic revolutionists posed the question of＂What new model of society should be built in Vietnam to match the country＇s history context？＂ This question is not only related to the fate of of everyone, but also related to the fate of Vietnamese people as a whole. Marxism had brought to patriotic revolutionists and all Vietnamese people a very clear answer： the socialist society （the first phase of communist society）, where there will no longer be capitalist ownership, no people exploiting people, no rich and poor, from each according to his ability, to each according to his needs, all resources are of common ownership, etc Thus, from 1975 to 1986 （the subsidy period in Vietnam）, the Communist Party of Vietnam had led the people to begin reforming the old society and building new one nationwide with a very happy attitude and a strong belief in the future of socialist society. However, only when embarking on the construction of a new society did our party notice that the realization of an ideal model of society according to Marxism in an obsolete country which had just been out of wax like Vietnam （without any initial material premises, except a political party of the working class and labor population--the Communist Party of Vietnam） is a very difficult job. Therefore, the construction of socialist society in Vietnam in the early stage, from 1975 to 1986, ended in a severe social-economic crisis. Thus, Marxism had capitalized on its strengths in national liberation revolutions in Vietnam, helping Vietnamese people to be free from the domination of colonial counties and empires, but it also had adverse impacts on the reforming of old society and building of new society, which was reflected in the socioeconomic crisis in Vietnam during the 1975-1986 period. Here, the questions to be posed are,＂Has Marxism ended its historic mission for Vietnamese people？＂, or ＂How should Marxism be adjusted to be appropriate to the new historical context of Vietnam？＂ and ＂If such adjustments are needed, what will the prospects of Marxism in Vietnam be like？＂ This article will focus on answering those questions

New Information and Communication Technologies and University Education Renovation in Vietnam

The introduction of new information and communication technologies in Vietnam has had significant impacts on every sector, and changed the face of the whole Vietnamese society. New cultures, customs, and norms have been introduced to compete with the country＇s traditional values. In the context of Vietnamese sustained economic growth and social development, university education in Vietnam falls behind those from regional countries, partly because the influences of＇ information and communication technologies to the society as well as the education system at the paradigm levels have not been properly understood. In order to reverse this trend, a comprehensive renovation in university education must be carried out, and one of the first issues to be addressed is to reach a national consensus on the traditional and emerging social and educational values in Vietnam.

Sustainable development in tourism management of Danang, Vietnam

As the third largest city of Viemam, Danang is an economic, cultural, social and touristic center in the central region of Vietnam. The city is becoming increasingly popular among both domestic and international tourists. Its novelty natural landscapes, beautiful beach, central location and proximity to world cultural heritage sites are advantages to tourism development. Sustainable development is undoubtedly a significance objective for Danang by 2020. Accordingly, sustainable development concerns have been integrated in all economic policies, tourism management in general, and the environmental aspect in particular. The study reveals a collaboration between the city government and the accommodation businesses in dealing with environmental concems. Therefore, the purpose of the study is to provide a better understanding of the issue in Danang and then offer necessary recommendations for the city government to manage the tourism industry sustainably.

Compliance of Documentation Transfer Pricing Requirements in Foreign Direct Investment Enterprises in Vietnam

The increase of inter-boundary transactions brings a number of benefits for enterprises. However, even when benefits of transfer pricing are evident, multinational organizations still face legal challenges, including performing parts of transactions in another jurisdiction and motives of tax officials in investigating transfer pricing. This is especially true when countries do not want to lose benefits from tax collection. Therefore, many countries and organizations such as the Organization for Economic Cooperation and Development （OECD）, Pacific Association of Tax Administrators （PATA）, the European Union （EU）, and Vietnam have introduced requirements for transfer pricing documentation to prevent transfer pricing manipulation and maintain benefits from taxes. The aim of this research was to assess the compliance of those requirements of foreign direct investment （FDI） enterprises in Vietnam. This article which is a summary of our research includes the following sections： （1） OECD guidelines of transfer pricing documentation; （2） Vietnam regulations of transfer pricing documentation; （3） results of the research; and （4） discussion and conclusion.

Assessment of Groundwater Recharge from Rainfall in the Plain of Cai Phan Rang, Vietnam

This paper presents the quantitative assessment results of rainwater supply to groundwater in Cai Phan Rang River basin, Ninh Thuan province, Vietnam. In order to obtain the results, the authors developed two experimental areas with 10 wells which were monitored in one year to assess the infiltration supply of rainwater to groundwater. The results of this research assessed the amount of rainwater infiltrates into groundwater varies from 307.16-314.98 tam·year^-1, average is 311 mm·year^-1. The findings are significant in terms of science which identify sources of groundwater storage from the infiltration supply of rainwater. The findings are also practical in suggesting measures to reserve groundwater for the purpose of socio-economic development in the study area.

Small-Scale Household Biogas Digesters as a Viable Option for Energy Recovery and Global Warming Mitigation--Vietnam Case Study

Biogas from livestock waste is considered as clean and renewable energy in Vietnam. In the last 20 years, in rural and remote areas of Vietnam, there has been a significant increase of small-scale household biogas digesters. Biogas digesters create the benefits of replacing energy and mitigation of climate change caused by greenhouse gas （GHG） emission and deforestation for firewood and charcoal. Livestock waste produces approximately 85 million tonnes every year and continues to increase, meaning there are huge feedstocks for biogas digesters to meet the energy demands in households. However, there are also many constraints on the development programme for small-scale household biogas digester. In Vietnam, the socio-economic situation and the lack of a sustainable energy policy for biogas from livestock sector are hindering the growth of the biogas digester industry. Government subsidies are needed to encourage farmers to participate. This paper will be helpful not only for the sustainable development of household biogas in Vietnam, but also for the developing program of biogas generation in developing countries with similar agricultural economies to Vietnam.

Strategies to Promote Sustainable Development of Industrial Parks in Vietnam＇s Northern Key Economic Zone

Industrial Parks （IPs） in the Northern Key Economic Zone of Vietnam （NKEZ） have been making significant contributions to the development of the zone since the first two industrial parks--Noi Bai in Hanoi and Nomura in Hal Phong--were established 15 years ago. So far, there have been 51 IPs in the zone, covering a total area of 13,000 ha. Such IPs play a crucial role in mobilizing capital from domestic and international investors for investments in infrastructure enhancement, trade and production aimed at promoting the economic structure transition. However, besides the above benefits, there are a number of unstable factors preventing further development of the IPs. Thus, the objectives of this study are two-fold. The first is to analyze the unstable factors, and the second is to map out strategies to enhance sustainable development of industrial parks in Vietnam＇s northern key economic zone.
