This paper constructed a carbon emission identity based on five factors: industrial activity, industrial structure, energy inten- sity, energy mix and carbon emission parameter, and analyzed manufacturing carbon emis...This paper constructed a carbon emission identity based on five factors: industrial activity, industrial structure, energy inten- sity, energy mix and carbon emission parameter, and analyzed manufacturing carbon emission trends in Jilin Province at subdivided industrial level through Log-Mean Divisia Index (LMDI) method. Results showed that manufacturing carbon emissions of Jilin Province increased 1.304 ~ 107t by 66% between 2004 and 2010. However, 2012 was a remarkable year in which carbon emissions decreased compared with 2011, the first fall since 2004. Industrial activity was the most important factor for the increase of carbon emissions, while energy intensity had the greatest impact on inhibiting carbon emission growth. Despite the impact of industrial structure on carbon emissions fluctuated, its overall trend inhibited carbon emission growth. Further, influences of industrial structure became gradually stronger and surpassed energy intensity in the period 2009-2010. These results conclude that reducing energy intensity is still the main way for carbon emission reduction in Jilin Province, hut industrial structure can not be ignored and it has great potential. Based on the analyses, the way of manufacturing industrial structure adjustment for Jilin Province is put forward.展开更多
Objective The aim of the study was to analyze hospital costs for cancer inpatients availing different methods of payment and the influencing factors, to provide inputs to improve the medical insurance payment policy. ...Objective The aim of the study was to analyze hospital costs for cancer inpatients availing different methods of payment and the influencing factors, to provide inputs to improve the medical insurance payment policy. Methods We analyzed the information related to length of hospital stay, hospitalization cost, and self-pay cost, collected from one large-scale, Grade A, Class Three hospital in Shenyang, China, during 2004–2013.Results The number of cancer inpatients with different payment types(medical insurance group and non-medical insurance group) presented a rising trend. Further, the ratio of medical insurance inpatients increased rapidly(from 22.2% to 48.7%); however, this group was still a minority. The length of hospital stay became shorter(21 d vs. 17 d; P = 0.000) while the gap got narrower; the hospitalized expense showed an upward trend and the difference was remarkable($24048.6 ± $4376.28 vs. $20544.36 ± $4057.01; P = 0.000). Conclusion Along with normalization of cancer therapy, the influence of payment on treatment has been getting weak, the policy has impact on controlling hospitalization cost, lightening burden of cancer patient, as well as allocating medical resources in a reasonable way, becoming an important defray pattern of hospitalization cost.展开更多

Chinese government promulgated the Environmental Impact Assessment Law of China (hereinafter referred to as the EIA Law) in 2002. In this law, it is stipulated clearly that regional and sector plans should be assessed. Through investigating materials and analyzing literatures, this article analyses the practical and academic study achievements of SEA in China that have been achieved since the EIA Law was implemented, probes into the current situation of the main level of SEA in China-plan EIA, then summarizes the development characteristics, and eventually, puts forward the development trends of SEA in China. The research conclusions can offer the foundations for comprehending systematically the progress of SEA in China.展开更多

In 2006, China issued its National Plans for Medium and Long-term Development of Science and Technology (2006-2020) (NPMLDST). Since 2006, there has been a rapid increase in the number of citations of China's interna- tional papers in the field of communications. In accordance with the goals listed in the NPMLDST, China needs to over- take several competitors by 2020 to be among the top five countries in the field of natural science field. By comparing two Essential Science Indicators (ESI) (i.e., the total number of citations and the number of citations per paper) for China and other countries, China's annual growth rate is found to exceed that of other influential countries in the field of sci- ence and technology, and exhibits evident growth-type characteristics. Besides, our study also shows that the short- age of high-quality academic papers in China is the main obstacle to improving the impact of China's academic publications.展开更多
