The contract amount and the actual invested amount were 69% and 27.5% higher than those of the previous year within the same period (Jan. to Sept.). Although being affected by the financial crisis in Southeast Asia and restricted by many unfavorable factors, the open policy of Sichuan has met very good opportunities in 1998: First of all, the state has decided to move its key points of economic development to the west, thus directing the foreign investors to a new area and making Sichuan a base for developing the west Secondly, the return of Hong Kong has integrated its economy with the eastern coastal area’s, which has great effect on Sichuan’s transit trade and attraction of foreign capital. Finally, the market of Sichuan, its power resources and the improvement of the investment environment have made Sichuan the target area for the transnational corporations to invest. Therefore, Sichuan should take the strategy of attracting the capital, technoloty, management and thinking with its resources and markets.
