This paper examines the import trend of different wastes and finds out that the total import volume to China approved by the Chinese government keeps increasing and the illegal trade can not be banned despite repeated prohibitions; therefore, China is not only "a world factory", but actually "a global garbage dump". In order to well understand the implications of wastes import, this paper further analyzes the resource and environmental ef- fects and risks of different wastes imports as well as the strong driving force of wastes imports. Based on these detailed analysis and solid data, policy recommendations are put forward to reduce the demand for raw materials, to further strengthen the inspection of and supervision over the international trade of the wastes that can be used as raw materials by using the life cycle analysis and risk analysis, to improve the environmental standards and strengthen the disposal capacity, to re-export the raw materials produced from the imported wastes, to develop the long-term planning for the import of wastes and to promote international cooperation.展开更多

Policy banks, as an important financial instrument, have made great contributions to the development of China' s economy. But there isn' t an official law fbr policy banks for a long time. They just operate based on some relevant documents and regulations of their own. However these documents and regulations are always indistinct in law, which is not good for the further development of policy banks and the accomplishment of our country' s financial system. As a result, in order to standardize the operation of China' s policy banks, it' s essential to position policy banks in law accurately, which is also the only way to legalize policy banks. Aiming at finding out the problems existing in policy banks of China in present, this paper analyzes the general theory of policy banks, some relevant international experience and the current situation of law position of china' s policy banks. In addition, through the analyses of possible solutions, this paper wishes to reconstruct the legal location of China ' s policy banks.展开更多

In this system, por...Coal is a basic resource and its use guarantees the development of national economies and human society. Thus, coal transportation is an important part of China's overall transportation system. In this system, ports are the vital transit nodes. This study considered coastal ports in China and analysed the evolution of coal transportation from 1973 to 2013. We focused on the spatial pattern of coal loading and unloading, and summarized the main characteristics and development of the processes. Then, we examined the volumes of coal transported and regional changes in these amounts using mathematical models and indicators. Finally, we analysed the specialized function and spatial differentiation of the ports involved in coal transportation to reveal their spatial relationship and temporal evolution. We found that the spatial pattern of coal transportation changed from "south input and north output" to "all input and north output". However, the prominent ports used for coal unloading are still concentrated in areas south of the Yangtze River. Coal loading is concentrated on the west bank of Bohai Bay. In addition, some ports around Bohai Bay, such as Dandong, Dalian, Yantai, and Qingdao, changed from traditional coal loading ports to unloading ports. This study further developed the theory of transport geography, and improved our understanding of China's coal transportation system.展开更多

This paper focuses on the economic vulnerability to risk of energy import by employing ratio of net energy import to GDP as indica...Vulnerability means the degree to which that a system is susceptible to suffer damage. This paper focuses on the economic vulnerability to risk of energy import by employing ratio of net energy import to GDP as indicator, and decomposes the vulnerability change into effects of energy import, structure and intensity in order to find out key factors that influence economic security to energy import. Decomposition analysis on China indicates that effect of rising energy import takes more than 90 percent of total vulnerability change during the last 10 years, along with insignificant effect of structural change and intensity decline. International analysis on cross- section data of net energy importers also presents the positive relationship between external energy dependence and economic vulnerability. However, results of America show that long-term effect of energy intensity is much larger than China from 1954 to 2007, which is 70.8% of its total vulnerability change. Experience from developed countries confirms the necessary and validity of improving energy efficiency on depressing economic vulnerability to energy import, which provides lessons for the energy development of China.展开更多

Many scholars have ascribed this role to the Chinese state in...The East Asian development model ascribes an interventionist role to a state which uses regulations to govern the market in the early stages of devdopment. Many scholars have ascribed this role to the Chinese state in the post- planning era. However, a major difference between China and other East Asian economies is the massive size of China's population. In Japan, South Korea, Taiwan, and Singapore, the role of the state governing labor marl^ets and labor transfers from rural to urban areas has not been considered central to their development model. In China, the size of its rural population has led the Chinese state to take a more proactive approach to governing the labor market and the urbanization process by using the hukou system to institutionalize a temporary laboring class, to guide urbanization to low population density areas and to create competitive residency schemes in desirable urban areas. Such a developmental function differs considerably to the role of the state during the early development of East Asian economies and presents an additional barrier to the realization of a mature market economy and modern polity.展开更多
