Powership＇s Identity and MARPOL Convention Application

The concept, although it is not new, came to surface in the last ten years with significant technological improvement and became a temporary solution for the port cities where the supply of electricity is in need. A ship shaped floatable structure with a huge power generator on board becomes the temporary but effective solution. However, these converted ex-ships are still legally ships in order to admit them sufficiently within the scope of a leading convention, which applies to marine and air pollution from ships. This issue needs research on the legal definition of the ＂ship＂ to clarify if it is a ship and to determine whether that would also fall within the concept of MARPOL.

Investigation of the problems about Left behind Children in the New Rural Construction —— Henan Province as the example

Henan province is the province that promotes the progress of industrialization and urbanization faster. Along with the flow of rural surplus labor, on the one hand, it formed the large group of migrant children in cities and towns; on the other hand, the ideological and moral problem of the ＂Left-behind children＂ grows increasingly. It not only concerns the happiness of family and the social harmony and stability, but also concerns the quality level of new rural population and labor force in the future.

The Thinking about Prompting Gansu＇s New Urbanization

Gansu is occupying the crucial phase of prompting Gansu＇ s new urbanization. The economy continued to develop, the cities＇ function promotes fast, and the obviously superiority of policy superimposition all constitute the support condition of speeding up the new urbanization. Simultaneously, there also has the prominent questions on aspects as low quality of urbanization, the weak supporting ability of industries, ＂the population urbanization＂ falls into the difficult position, the urbanization and the uncoordinated development of agricultural countryside and so on. To speed up the new urbanization, we should handle the relations between speed and quality, cities and countryside, government guidance and participation of society properly. We should start from the most urgent problem, and make the thinking of long-term development clear. Then plan and prompt for it.

Development of Urban Agglomerations of the Republic of Kazakhstan in Conditions of the Formation of the New Silk Road

The paper deals with current issues of the regional spatial organization based on the identification and analysis of key factors and prerequisites for the formation of urban agglomerations as the most important growth centers, integrated with global and regional markets in the conditions of a qualitatively new stage in the history of the Great Silk Road. We assess promising directions and negative effects of development of agglomerated formations and zones of their influence in the Republic of Kazakhstan as a region having an advantageous geostrategic position in the Eurasian space. In Kazakhstan, the current process of urbanization has a multiple- vector nature, and the course of formation of urban agglomerations provides convincing evidence of an increase in their share in settlement and in the total population. It is agglomerated forms of urban development that are a kind of indicator of the onset of maturity in settlement, specifying key points of the socio-economic space, namely： cores of regions, nodes of foreign economic relations and contacts, main areas of new territories development, the most important links in the internal infrastructure, etc. It is urban agglomerations that should act as a kind of special platform of integration processes, on the basis of which the Republic of Kazakhstan should revive its historical role in the development of the global project ＂New Silk Road＂ and become a major trade and logistics, finance and business, innovation and technology, and tourism hub of the Central Asia region, a bridge between Europe and Asia.

Hukou, Labour Markets and the Chinese Developmental State

The East Asian development model ascribes an interventionist role to a state which uses regulations to govern the market in the early stages of devdopment. Many scholars have ascribed this role to the Chinese state in the post- planning era. However, a major difference between China and other East Asian economies is the massive size of China＇s population. In Japan, South Korea, Taiwan, and Singapore, the role of the state governing labor marl^ets and labor transfers from rural to urban areas has not been considered central to their development model. In China, the size of its rural population has led the Chinese state to take a more proactive approach to governing the labor market and the urbanization process by using the hukou system to institutionalize a temporary laboring class, to guide urbanization to low population density areas and to create competitive residency schemes in desirable urban areas. Such a developmental function differs considerably to the role of the state during the early development of East Asian economies and presents an additional barrier to the realization of a mature market economy and modern polity.

Shoring Up Urbanization With a Dose of Development

The State Council recently issued The National Territorial Plan（2016-30）,which states that at present,China focuses more on the speed of urbanization rather than its quality.As a case in point,the total area built for urbanization purposes increased by 113percent from 2000 to 2015—almost double the 59-percent growth rate seen in urban populations.
