It can help improve the traffic order and enhance the degree of safety at signalized intersections. To obtain the perception information, a questionaire survey on the Internet was conducted and 972 valid questionnaires were returned. It is found that academic degree contributes little to non-motorist violations, while electrical bicyclists have a relatively higher frequency of violations compared with bicyclists. The video data of 18 228 non-motorist behaviors indicate that the violation rate of all non-motorists is 26.5%; the number of conflicts reaches 1 938, among which violation conflicts account for 66.8%. The study shows that the violation rates and the violation behavior at three types of surveyed intersections are markedly different. It is also concluded that the conflict rates and the violation rates are positively correlated. Furthermore, signal violation, traveling in the wrong direction, and overspeeding to cross the intersection are the most dangerous among traffic violation behaviors.展开更多
To study the influencing factors of traffic violations,this study investigated the effects of vehicle attribution,day of week,time of day,location of traffic violations,and weather on traffic violations based on the e...To study the influencing factors of traffic violations,this study investigated the effects of vehicle attribution,day of week,time of day,location of traffic violations,and weather on traffic violations based on the electronic enforcement data and historical weather data obtained in Shangyu,China.Ten categories of traffic violations were determined from the raw data.Then,chi-square tests were used to analyze the relationship between traffic violations and the potential risk factors.Multinomial logistic regression analyses were conducted to further estimate the effects of different risk factors on the likelihood of the occurrence of traffic violations.By analyzing the results of chi-square tests via SPSS,the five factors above were all determined as significant factors associated with traffic violations.The results of the multinomial logistic regression revealed the significant effects of the five factors on the likelihood of the occurrence of corresponding traffic violations.The conclusions are of great significance for the development of effective traffic intervention measures to reduce traffic violations and the improvement of road traffic safety.展开更多

However, the question is how to ensure that these sources of funds are used most effectively in terms of limited resources. In this article, the author would like to emphasize the critical role of the state auditor which is not only in the transparency of information, in enhancing the trust of the citizens, but also in providing important and reliable information to the public sector agencies, units, investors, and people in the society. From that, it could help to serve the management and administration of revenues and expenditures of the state budget as well as reasonably and efficiently using financial resources and assets. In case of perfectly conducting those tasks, they will contribute the power to the economy, fight corruption as loss or waste, and detect and prevent violations of law; improve the efficient use of the budget, the money, and property of the state; and serve effectively for the operation of the National Assembly and People＇s Councils at all levels of the implementation and monitoring function to decide important issues of national and local governments. With the above information, these matters in Vietnam will be solved through this paper that consists of five parts： （1） the basics about the current public investment in Vietnam; （2） the role of state auditing in improving performance management and monitoring of investment; （3） the limitations of state auditing in public investment; （4） many solutions to promote the role of state auditing in improving the effective investment activities; and （5） conclusion.展开更多

Despite certain differences in various cultures throughout the world and social history regarding all matters of sexuality, many converging principles of mankind are also there to take notice. In this light, in this work, the dimension of criminality in sexuality is taken into consideration. Rape seems to be the most common type of violent sexual crime. The topic of sexual offences （milder crimes） in the legal framework is further developed and debated, with references to figures of authority. Sexual harassment seems to be the mildest form or degree of offence on a scale depicting the spectrum of sexual crimes. As a matter of fact, its mere definition emerged only in contemporary times, even though its presence had been a fact of social life, throughout the ages. In this paper, while a general survey is preferred, peculiarities due to Turkey as a separate country with its own cultural history, are also alluded to inappropriate places, along the course of debates.展开更多
