This has prompted drilling departments to continuously look for ways to reduce their drilling costs and be as efficient as possible. A system called the Drilling Comprehensive Information Management and Application System (DCIMAS) is developed and presented here, with an aim at collecting, storing and making full use of the valuable well data and information relating to all drilling activities and operations. The DCIMAS comprises three main parts, including a data collection and transmission system, a data warehouse (DW) management system, and an integrated platform of core applications. With the support of the application platform, the DW management system is introduced, whereby the operation data are captured at well sites and transmitted electronically to a data warehouse via transmission equipment and ETL (extract, transformation and load) tools. With the high quality of the data guaranteed, our central task is to make the best use of the operation data and information for drilling analysis and to provide further information to guide later production stages. Applications have been developed and integrated on a uniform platform to interface directly with different layers of the multi-tier DW. Now, engineers in every department spend less time on data handling and more time on applying technology in their real work with the system.展开更多

A strong partner to achieve these goals is the information technology (IT). IT has an important role in the performance of companies, providing a flow of information that makes the supply chain more robust and resilient, without compromising efficiency. To achieve the objective of this research, a survey of the literature on the four models was studied and then a field research with professionals was conducted in the areas of IT and supply chain management (SCM) of various companies of Sao Paulo. To collect the data needed for analysis, we used the exploratory research of a qualitative nature. Thus, we conclude that the use of IT impacts supply chain in five surveyed areas as planning, manufacturing, suppliers, customers, and delivery but does not impact the return area.展开更多
Recent research carried out in the public sector shows that outsourcing can indisputably bring many benefits to the organizations which master the art of devising, deploying and maintaining outsourcing relationships. ...Recent research carried out in the public sector shows that outsourcing can indisputably bring many benefits to the organizations which master the art of devising, deploying and maintaining outsourcing relationships. However, for many organizations, these benefits remain elusive, while outsourcing projects are usually accompanied by unexpected and often negative effects. The paper focuses on in-depth analysis of the current situation concerning outsourcing of information technology projects (IT-projects) in Slovenian public sector. Presented research initially analyses substantive, procedural and other relevant aspects of outsourcing and provides a set of applicable decision making criteria. Stemming from the analysis results, this paper eventually presents the development of a multi criteria decision-support model based on Analytic Hierarchy Process (AHP) which could facilitate enhanced evaluation, selection and implementation of IT outsourcing projects in the public sector.展开更多

Indeed, public sector has been playing a pivotal role in supporting the government's aspirations in the development in any countries. To conduct these responsibilities, public entities have to provide valuable financial information for making the decisions. These figures will be extracted from accounting documents and reports, because accounting is a financial resources measurement of any firms. As a result, public sector accounting, also known as budget accounting, is an important tool for reflecting the governmental transactions to general statements. However, there are some limitations or errors in the public sector accounting reports. Therefore, state audit is established for checking, monitoring, and inspecting figures made from pubic accounting. Moreover, from the past to the present, very little research has been conducted to define the usefulness of public auditing to general accounting. With causes necessary for examining economic activities of any organizations, the main purpose of this paper is to identify the theory of state budget accounting, the activities, characteristics, and tasks of state audit for improving the value of accounting data in the Vietnamese public sector. New information and communication technologies can decrease poverty by promotion rural people access to education, health, government and financial services; overall, they can improve livelihood. The purpose of this study was to identify potentials of new information and communications technologies (ICTs) in agricultural and rural sector. Documentary research and literature review were used as research method. Findings revealed that the most applications for these ICTs in rural and agricultural sector were: E-trade of inputs and outputs, extension and training activities for rural dwellers, advertisement of rural tourism products, knowledge transfer from urban to rural and vice versa, official procedures and geographic information system (GIS) for management of natural resources.展开更多

This aggregate view is only a part of the...Consolidated Financial Statements (CFSs) in the public sector represent useful financial tools to improve transparency and accountability toward internal and external users. This aggregate view is only a part of the information needed in order to give politicians, managers, employees, financial institutions, rating agencies, and citizens a whole view of a local government's financial performance. It emerges the need to have segment information, covering specific policy areas for which it is appropriate to separately report financial and non-financial information. This paper, after having discussed the need for accountability and decision-making in a theoretical framework, gives account of a pilot project realized by the municipality of Reggio Emilia, which introduced CFSs and segment reporting. The empirical study is based on an action research as a methodological approach to solving practical problems. Finally, the paper also offers some practical suggestions to contribute to the applicability of the segment reporting in the public sector.展开更多

The VMS route recommendation provided by the traffic management authority is directly considered as the control variable, and the routing control model is established, in which a multi-dimensional control vector is introduced to describe the influence of route recommendations on flow distribution. In the MPC framework, a system optimum routing strategy with the constraints regarding drivers' acceptability with recommended routes is designed, which can not only meet the traffic management authority's control requirement but also improve drivers' satisfaction with the route guidance system. The simulation carried out shows that the proposed routing control can effectively mitigate traffic congestion, reduces followers' time delay, and improves drivers' satisfaction with routing control in road networks.展开更多

Tariff billing and collection has been a big problem in some community in Nigeria even with the introduction of prepaid meters. The process of payment is cumbersome and stressful as consumers have to go and pay in banks and then take tellers to power utility office to confirm their power bills payment before they can recharge their cards. The major purpose of this work is to design and implement a convenient, cashless, automated and transparent electricity metering, billing and payment system. This project combines the power electronic meter with a communications network which in this case is a GSM (global system for mobile) network. Remote electricity billing is a unique concept, in which the electricity board can collect the consumed units' data from consumer on mobile phone using GSM network. A unique property of this system is that, the electricity board can disconnect or reconnect consumers from remote location through the mobile phone. As this project works on GSM network, the system can be controlled from any part of the country.展开更多

They have shown good results when noise signals on two sensors are uncorrelated, but their per-formance decreases with correlated noises. Coherence based methods can be improved when the cross power spectral density (CPSD) of correlated noise signals is available. In this paper, we propose a new method for estimation of the CPSD of the noise, which is based on the minimum tracking technique. Despite the fact that the proposed estimator does not need to implement a voice activity detector (VAD), its performance is comparable to a CPSD estimator that uses an ideal VAD.展开更多
