In order to solve some of these problems, stakeholders need to observe and talk about the river. Also recently, the "MIZBERING Project" has been opening up possibilities for renewing riverside uses of lost activities from the old days in Japan. This project is being conducted by citizens, companies and government administrations with an interest in waterside areas. The First MIZBER1NG Zuibaiji River Conference was held to discuss the issues of the Zuibaiji Basin. Its purpose was to visit and search out the nature and history of the entire Zuibaiji Basin from its mountains to the sea and to rediscover the Zuibaiji Basin, and finally to discuss future plans for the Zuibaiji Basin and Imazu Tidal Flat at its outlet. After visiting the Zuibaiji Basin, we discovered a problem that the Zubaiji Dam is holding not only water but also sand, and this problem affects the environment of the Zuibaiji Basin, such as its ecosystem and topography. Finally, we provided a venue for the local people to discuss problems and future plans for the Zuibaiji Basin.展开更多

These attitudes led to the enactment of Fiscal Responsibil...Infrastructure development in Nigeria has attracted the attention of researchers in view of the attitudes of contractors and government lead-lag role playing. These attitudes led to the enactment of Fiscal Responsibility Act 2007 and Public Procurement Act 2007 to reduce internal control system deficiencies and budget indiscipline in the Nigerian public sector fiscal matters and procurement process. Ironically, despite these efforts, infrastructure development is still a problem affecting the lives of Nigerians as their poverty level is on the increase. This paper tests the effects of internal control system deficiency on contractors' capability in infrastructure development in the Nigerian public sector. Data drawn from a sample of 228 infrastructures were used for analysis. Two research questions on contractors' fiduciary obligation to government and capacity were analysed. Kendall's Tau-br correlation of coefficient and Chi-square X^2 statistics were employed for data analysis. Findings show that deficient internal control system strongly and directly breeds deficiency in the contractors' capability for infrastructure development. The paper recommends that oath of bribery should complement oath of secrecy to ensure that contractors and government agencies that are responsible for execution of infrastructure play to the rules of the "games", especially the provisions of Public Procurement Act 2007 and Fiscal Responsibility Act 2007. Public-private-partnership-initiative, such as build-operate and transfer method of contracting, should be encouraged to improve on contractors' capability and stewardship.展开更多

Depending on the business sector, the implementation of new processes and systems as well as their continuous improvement can be easy to very complex and of course very costly. Responding to those challenges, there are several methodologies and approaches like Continuous Improvement Process, Lean Management and Kaizen etc. On the other hand, the application of these methodologies to other industries like service and technology companies is not always successful since their conditions and requirements are different than those of manufacturing organizations. Because of these reasons, the management needs to find out (new) ways of working and to implement new solutions in order to master those challenges and problems. Tariff billing and collection has been a big problem in some community in Nigeria even with the introduction of prepaid meters. The process of payment is cumbersome and stressful as consumers have to go and pay in banks and then take tellers to power utility office to confirm their power bills payment before they can recharge their cards. The major purpose of this work is to design and implement a convenient, cashless, automated and transparent electricity metering, billing and payment system. This project combines the power electronic meter with a communications network which in this case is a GSM (global system for mobile) network. Remote electricity billing is a unique concept, in which the electricity board can collect the consumed units' data from consumer on mobile phone using GSM network. A unique property of this system is that, the electricity board can disconnect or reconnect consumers from remote location through the mobile phone. As this project works on GSM network, the system can be controlled from any part of the country.展开更多

The change of era produces new "global systemic interrelation" in which financial globalization, governance and regulation will give place to new, largely unknown complexities. In general, the different interests and immediate priorities of euro and non-euro countries, coupled with a need for prompt and, at times, politically sensitive action, have had the result of a greater fragmentation or a differentiated integration in EU governance in the financial sector. On this assumption, we may say that the post-Brexit scenario is in some way preceded by a series of "fractures" in European governance. The direct effect of the post-Brexit era is that UK regulated financial entities will still need "passporting" across the EU single market: UK is going to vest the role of third party country, which will require an "equivalence regime" similar to the "substituted compliance" used in the same direction by US regulators. At the same time, while an equivalence regime may work in principle to deal cross-border issues at the global level, in the long term, it may be an instrument for a "battle of ideas" in the new political arena of global financial governance.展开更多

The research was conducted ...The purpose of this study is to investigate the characteristics of organizational leaders in the health system and the factors that motivate health workers, in order to improve health care. The research was conducted in the public health institutions in Montenegro. The objectives of the research were to investigate whether leaders affect the motivation of employees in order to implement changes in the health system. The study was implemented through the interview method on the representative sample of 603 employees in public health institutions. The factor analysis revealed the latent characteristics of the organizational leader and the factors that motivate employees in public health institutions. The result of study indicates that employees in public health perceive organizational leadership to have a good quality. Result also exposes that the strongest motivation factor is a financial incentive. Financial incentive is the main motivator for employees in the public health sector, while the participation in decision-making was the least important motivational factor. The results obtained indicate that employees are primarily focused on individual goals, which influence the acceptance of change within the health system. The role of organizational leaders in motivating is poor because obtained factor scores are not correlated. The research has shown that organizational leaders do not have a great impact on the motivation of employees in the public health sector. This has effect on the process of accepting changes, where the roles of leaders are very important, especially in providing support to employees.展开更多

In Libya, bribery is most noticeable in administrative contexts where other practices such as favouritism, fraud and forgery are also found. The paper aims to make an original contribution to knowledge in a little-researched area by examining social dimensions and cultural practices. The paper is based on the basic assumption that there is a relationship between accepting bribes and social dimensions surrounding the family in Libya and will thus also examine bribery as a social culture, by means of a set of variables such as gifts, promises, assistance and loans. The study took place in Benghazi, Libya, where the number of employees exceeded 200. The study was conducted using an interpretative epistemology and a quantitative method. Data were collected using quantitative research instruments and the Statistical Package for the Social Sciences (SPSS) was used to analyse the data. The findings of the study suggest that there is a relationship between family relationships, social status and the commission of the crime of bribery except for variables of social status and cultural background, in addition to the social relationship's effect on administration.展开更多

In contrast to conventional methods for measuring productivity, this paper employs a non-radial, non-angular SBM directional distance function to estimate new industrialization productivity of industrial sectors across 30 Chinese provinces, municipalities and autonomous regions between 1998 and 2008. Our research shows that conventional measurements of productivity overestimate industrial growth in China's central and western regions. On the whole, prospects for growth performance of China's industrial sectors are not optimistic. The degree of new industrialization is higher in eastern region than in central and western regions, where balancing industrial growth with resources and the environment is a daunting task. This paper's conclusions support "environmental Kuznets curve" and "Porter hypothesis" but reject "pollution asylum hypothesis ".展开更多

The use of more realistic and case sp...The aim of this paper is to propose a flexible and accurate methodology for the evaluation of the BIPV (building integrated photovoltaic) potential on industrial building roofs. The use of more realistic and case specific data obtained by accurate technical on-site audits is proved to be of significant importance in the reliability of the proposed methodology results. Moreover, the most recent PV market information is used, considering however that this factor is rapidly changing during the last years, owed to the vast growth of the PV sector. To this end, emphasis is given on the country of Greece, where besides the fact that there is an increase of PV installations; no progress has been met in the use of BIPV systems in the industrial sector, opposite to the situation met in other EU countries. Acknowledging the above, the proposed methodology is currently applied so as to evaluate the BIPV potential of a large industrial zone close to the Greek capital, Athens. The results of this study can be used by both other researchers, for similar evaluations, and energy policy makers, to support the clean energy production concept on the basis of BIPV systems in industrial areas.展开更多

Documentary research and literature review were used as research method. Findings revealed that the most applications for these ICTs in rural and agricultural sector were: E-trade of inputs and outputs, extension and training activities for rural dwellers, advertisement of rural tourism products, knowledge transfer from urban to rural and vice versa, official procedures and geographic information system (GIS) for management of natural resources.展开更多

文摘A warming climate may affect the well-being through impacts on health and sustainability of its natural resources. Climate change, population growth, and agricultural and industrial development are increasing demand and pressure on Alberta's water supplies, and the risk to the health and well-being of Albertanso its economy and its aquatic ecosystems. An analytic framework was developed to help determine the adaptive capacity of the public health sector and its ability to cope with changes in climate and water quality and quantity. The framework includes possibilities for changes in public health processes, management, inputs, outputs, structure, financing, institutions, and policies. Research gaps and priorities related to impacts on the health sector from changed conditions of climate and water supply are offered.
文摘The purpose of this study is to investigate the characteristics of organizational leaders in the health system and the factors that motivate health workers, in order to improve health care. The research was conducted in the public health institutions in Montenegro. The objectives of the research were to investigate whether leaders affect the motivation of employees in order to implement changes in the health system. The study was implemented through the interview method on the representative sample of 603 employees in public health institutions. The factor analysis revealed the latent characteristics of the organizational leader and the factors that motivate employees in public health institutions. The result of study indicates that employees in public health perceive organizational leadership to have a good quality. Result also exposes that the strongest motivation factor is a financial incentive. Financial incentive is the main motivator for employees in the public health sector, while the participation in decision-making was the least important motivational factor. The results obtained indicate that employees are primarily focused on individual goals, which influence the acceptance of change within the health system. The role of organizational leaders in motivating is poor because obtained factor scores are not correlated. The research has shown that organizational leaders do not have a great impact on the motivation of employees in the public health sector. This has effect on the process of accepting changes, where the roles of leaders are very important, especially in providing support to employees.
文摘This paper investigates social dimensions in the Libyan family and their relationship to the common practice of bribery. In Libya, bribery is most noticeable in administrative contexts where other practices such as favouritism, fraud and forgery are also found. The paper aims to make an original contribution to knowledge in a little-researched area by examining social dimensions and cultural practices. The paper is based on the basic assumption that there is a relationship between accepting bribes and social dimensions surrounding the family in Libya and will thus also examine bribery as a social culture, by means of a set of variables such as gifts, promises, assistance and loans. The study took place in Benghazi, Libya, where the number of employees exceeded 200. The study was conducted using an interpretative epistemology and a quantitative method. Data were collected using quantitative research instruments and the Statistical Package for the Social Sciences (SPSS) was used to analyse the data. The findings of the study suggest that there is a relationship between family relationships, social status and the commission of the crime of bribery except for variables of social status and cultural background, in addition to the social relationship's effect on administration.
文摘This paper identifies low-carbon, energy-efficient, and green economic growth as the primary goals of China's new industrialization and defines productivity under new industrialization which; unlike conventional productivity, simultaneously satisfies these goals. In contrast to conventional methods for measuring productivity, this paper employs a non-radial, non-angular SBM directional distance function to estimate new industrialization productivity of industrial sectors across 30 Chinese provinces, municipalities and autonomous regions between 1998 and 2008. Our research shows that conventional measurements of productivity overestimate industrial growth in China's central and western regions. On the whole, prospects for growth performance of China's industrial sectors are not optimistic. The degree of new industrialization is higher in eastern region than in central and western regions, where balancing industrial growth with resources and the environment is a daunting task. This paper's conclusions support "environmental Kuznets curve" and "Porter hypothesis" but reject "pollution asylum hypothesis ".
文摘The aim of this paper is to propose a flexible and accurate methodology for the evaluation of the BIPV (building integrated photovoltaic) potential on industrial building roofs. The use of more realistic and case specific data obtained by accurate technical on-site audits is proved to be of significant importance in the reliability of the proposed methodology results. Moreover, the most recent PV market information is used, considering however that this factor is rapidly changing during the last years, owed to the vast growth of the PV sector. To this end, emphasis is given on the country of Greece, where besides the fact that there is an increase of PV installations; no progress has been met in the use of BIPV systems in the industrial sector, opposite to the situation met in other EU countries. Acknowledging the above, the proposed methodology is currently applied so as to evaluate the BIPV potential of a large industrial zone close to the Greek capital, Athens. The results of this study can be used by both other researchers, for similar evaluations, and energy policy makers, to support the clean energy production concept on the basis of BIPV systems in industrial areas.
文摘There is a widespread belief that information and knowledge are vital for rural and agricultural development. Today, generation of new and various information and knowledge sources need new information and communication channels. New information and communication technologies can decrease poverty by promotion rural people access to education, health, government and financial services; overall, they can improve livelihood. The purpose of this study was to identify potentials of new information and communications technologies (ICTs) in agricultural and rural sector. Documentary research and literature review were used as research method. Findings revealed that the most applications for these ICTs in rural and agricultural sector were: E-trade of inputs and outputs, extension and training activities for rural dwellers, advertisement of rural tourism products, knowledge transfer from urban to rural and vice versa, official procedures and geographic information system (GIS) for management of natural resources.
文摘A lot of individual electricity sources of small power common (called distributed generation) occurred in Polish power sector during the last period. Gradual increases of distributed generation will cover current and future demand of consumers as well as allow to keep essential reserves in distribution and transmission grids. Emphasizing on this problem can upgrade economic efficiency and grid significance of distributed generation for investors and distribution utilities in Poland.
