The Wenchuan Earthquake 2008 caused huge casualties and property damages in the earthquake-stricken area,which also generated large quantities of loose solid materials and increased occurrence probabilities of debris flows. There is an urgent need to quantify the critical rainfall distribution in the area so that better hazard management could be planned and if real time rainfall forecast is available,torrent and debris flow early-warning could be issued in advance. This study is based on 49-year observations (1954-2003) of up to 678 torrent and debris flow events. Detailed contour maps of 1 hour and 24 hour critical rainfalls have been generated (Due to the data limitation,there was insufficient 10 minute critical rainfall to make its contour map). Generally,the contour maps from 1 hour and 24 hours have similar patterns. Three zones with low,medium and high critical rainfalls have been identified. The characteristics of the critical rainfall zones are linked with the local vegetation cover and land forms. Further studies and observations are needed to validate the finding and improve the contour maps.展开更多

The nation's policy and management mechanism greatly influence the competition structure of tobbacco industry. Due to the double character of tobacco, the country generally imposes a high tax and limits total product output in order to control the tobacco market. Therefore, the price signal of tobacco market is distorted and to a large extent the competition of the industry is far from a free one. The cigarette production is in a multi element competition style within the nation's planning system. In other words, administrative monopoly and over competition exist simultaneously in China's tobacco industry. The country predetermines the output quota of each cigarette manufacturing enterprise and the actual production outputs of these enterprises could be adjusted through the quota trades among them. The competition in tobacco industry is mainly represented in 3 modes, i.e.production output competition based on quota trades, value added competition in producing and marketing, and the niche market competition based on product classification.展开更多

The times call for advanced and reasonable ethics of science-technology. Basic concepts and characteristics of ethics and morals are distinguished and defined in this paper. Three ethic essences of science-technology are abstracted from scientific-technological generation, application, and development. The three-dimension system of basic principles for scientific-technologic ethics is created, as illustrated by the portions given in this paper. The evolution formula of value system is derived, and used for appraising whether the science-technology activity is in all reason. Furthermore, it provides the theory base for quantified management. A significant feature of these new standards is their focus on fair value (FV) and fair value measurement (FVM). Company interviews and training sessions designed to promote understanding of the new accounting regime have revealed a number of problems relating to both theoretical understanding and practical application. This paper proceeds as follows. It commences with a discussion of the development of FV and FVM concepts by examining IAS 39, FAS 157, FAS 159 and CAS. There follows an analysis of the current status of FV and FVM theory and application. The paper concludes with an exploration of some related problems arising within the FV theoretical framework and its practical application.展开更多

This approach gives a way to many organizations to question the extent to which the quality management contributes for the overall business success and to pin point the areas where particularly a high value or performance can be created in order to attain the maximum possible economic benefits out of quality management systems. Without including the answer of this question in the decision making process, the resources can not be allocated optimally for the quality purpose. Quality management activities create variety of effects that indirectly contributes towards the economic success and thus increase the company and stakeholder value. A closer look at the quality management philosophy reveals eight major principles namely: customer focus, leadership, involvement of people, process approach, system approach to management, continual improvement, factual approach to decision making, mutually beneficial supplier relationships. These eight principles lead the efforts in the domain of quality management to project a positive impact on the company. For an understanding of response relationships, it is necessary to consider in detail the indicators along the response relationships. They provide helpful clues and give an insight into the complex mechanisms of action of the quality approaches on the path to the company's success. This equation is further transformed equivalently to an analytically tractable one.
