The urgencies and realistic significance were analyzed to carry out earthquake disaster reduction planning for districts or countries in the northwest. With Hongsibao District in Wuzhong City, Ningxia Province as an example, this article analyzed in detail the present situation and the special problems of earthquake disaster reduction planning in Northwest China. The relevant solving measures were put forward in order to offer a reference for the scientific establishment and effective implementation of earth- quake disaster reduction planning in Northwest China. The foundation of earthquake disaster reduction in the Hongsibao District is still very weak, there is a single earthquake monitoring means, the emergency rescue system is not complete, the working mechanism is not perfect, and the lack of funding for the work of earthquake disaster reduction.展开更多

By means of detailed arrangement of sample design, sample making, testing and analyzing, it shows that fiber materials, fabric compactness, fabric weave and yarn type are the four important factors influencing anti-UV performance of woven fabric, but with different effects. Among them fiber material is the most important factor. For the common fiber materials used, it shows that the anti-UV performance of polyester is comparatively better than others. Once fiber material is determined, fabric with medium float weave and high compactness can offer a good anti-UV performance. The anti-UV performance of fabric with "anti-UV" filament yarn is better than that with "anti-UV" staple yarn. The anti-UV property of fabrics with untwisted filament yams is better than that with twist counterparts.展开更多

The paper researches the social and economic backgrounds of DDT booster antifouling paint production and usage, analyzes the social and economic impact assessment of the alternatives to DDT usage for antifouling paint. The implementation of the project of alternatives will completely eliminate the adverse impact of DDT booster antifouling paint on terrestrial, marine ecosystem and human health. The broad use of alkali silicate and pepper alkali as substitutes will be feasible if appropriate measures will be taken to encourage their development, and the social and economic risk will be reduced to accepted levels.展开更多

Specifical y, it is recommended to make ful use of agricultural climate re-sources in a rational way and select suitable crop varieties according to climate and disaster characters, fol owed by timely sowing and scientific crop arrangement. What's more, ploughing should proceed in deeper soil layers and management measures should be optimized to reduce the effects of disasters on crops. Recently, the ICNIRP (International Commission on Non-Ionizing Rad...There is increasing public concern about biological interactions with and the potential health effects of low frequency electric and magnetic fields. Recently, the ICNIRP (International Commission on Non-Ionizing Radiation Protection) has published new exposure guidelines with regard to these fields. The aim of this paper is to demonstrate the calculation of the currents and electric fields induced in the human body by external electric fields at 60 Hz, using numerical human models of anatomically-realistic human bodies, and to compare those results with the basic restrictions proposed by the new guidelines. As a result, in the case that a human is exposed to an electric field of 1 kV/m at 60 Hz the short-circuit current of 18 μA flows though the ankles. Furthermore, the electric field of 40 mV/m in the nervous tissue of the adult model is induced by exposure to external electric fields at the reference level, which is enough smaller than the basic restrictions established in the ICNIRP guidelines for occupational exposure.展开更多

The formulas to calculate added mass and new conversion relation of the unit rota- tional stiffness coefficient are put forward according to the characteristic of the circular caisson breakwater. The comparative efficacy of Bacillus thuringiensis (Berliner) traits Bollgard, Bollgard II, WideStrike, and non-Bt expressing cotton, Gossypium hirsutum L., for control of the noctuid complex of bollworm, Helicoverpa zea (Boddie); fall armyworm, Spodopterafrugiperda (J.E. Smith); beet armyworm, Spodoptera exigua (Htibner); and cabbage looper, Trichoplusia ni (Hiibner), were evaluated in the Lower Rio Grande Valley of Texas during 2005-2009. Noctuid larval survival and damage to leaves on non-Bt cotton were 3.6-fold greater than on Bollgard II or WideStrike cotton and 1.5-fold greater than on cotton varieties with the Bollgard trait. Transgenic cotton has reduced the need for conventional insecticides with benefits to human health and the environment. The revenue differences between Bt and conventional cotton for last four years in LRGV of Texas was 214.35/ha and profit about 94.95/ha. We also analyzed cotton noctuid losses between Bt and conventionally grown cotton in the USA summary of all states and Texas summary of all regions.展开更多

The issue is not whether governments will be required to respond to emergencies but rather when and how frequently. The time to think about emergencies is before they happen. Despite some significant weakness in the overall approach, political implications offer many benefits and provide various options for CDCs (community development corporations) to get involved in disaster recovery and emergency management. Based upon a generally positive evaluation, the paper concludes that emergency management must become a central activity, whether at the federal, state, or local or as an intergovernmental activity. Hopefully for the future the government does not have to wait for a disaster to strike for one to put a policy into place, since they have had several to occur over decades. The government should be ready to take on any disaster if it occurs with the following policies and procedures that are in place.展开更多

To minimize this risk, IPM tools can be applied to reduce the use of chemicals. A cost-effective application of IPM depends on the number of insects at the time of application. Several conditions and factors influence the lifecycle and numbers of generations within a year. In order to perform ex-ante evaluations of the cost-effectiveness of IPM measures against pest insects, the generic PREMISE insect model has been developed, which integrates insect's population dynamics, the climate and other conditions, applied measures, economics, environment and human health (residues). This paper describes these components of the PREMISE insect model, and how these components interact to assess the cost-effectiveness of IPM measures and the effects on the environment and human health. Lawyers are well equipped to be engaged in public affairs, and should play a significant role in dispute resolution that goes beyond their role in dealing with individual cases. The legal profession functions in a variety of ways: participating in legislation and promoting legal progress; assuming responsibilities in government departments; influencing the formulation and implementation of just policies; acting as a bridge between the government and the public; responding to the claims of different interest groups; etc. At the same time, the legal profession has some negative impacts on the rule of law, as evidenced in the infiltration of commercialism into the profession, giving absolute priority to clients' interests, and excessive litigation. To keep these downsides under control, we need a legal culture and institutional basis that are a good fit with the rule of law. It is also necessary to update traditional mindsets, adopt rights-based standards, uphold the supremacy of the law, and promote the formation of a legal community.展开更多
