Born in Tianjin in 1955, Song only received a junior school educational background, but rose to prominence in the China Communist Youth League （CCYL） after her family moved to Qinghai, where she became a senior official at age 28. However, not everything has been smooth sailing： following a failed bid to become secretary of the CCYL in Qinghai, she was sent to remote Haidong county to work as a vice secretary general.
