广州地区公共图书馆视障服务体系建设的思考

近年来广州市公共图书馆事业在政策制度、设施设备、管理体制和服务效能等方面均取得显著的发展。但视障群体的服务保障制度、保障措施以及借阅服务覆盖率发展迟缓的问题。如何依托广州市“图书馆之城”建设的力量为广州地区的视障人群提供便捷到位的知识服务,成为了值得研究和探索的问题。通过依托物流系统建立视障文献资源总书库和广州地区阅读推广服务合作联盟,有助于弥补体系中视障文献资源的不足的问题,实现视障资源的全市借阅,为视障人士提供丰富多元的阅读推广服务的目的。

京津冀地区资源开发利用与环境保护研究

本文在梳理京津冀地区资源环境本底特征、发展现状、主要问题的基础上,提出京津冀地区资源开发利用与环境保护的发展思路:(1)开源与节流并重,走资源环境的集约发展之路;(2)综合利用行政、立法、市场等多种手段,走资源环境的高效发展之路;(3)统筹规划、管理、整治,走资源环境的协调发展之路。文章认为,京津冀地区资源开发利用与环境保护的重点任务是:在节约集约利用资源方面,一是节约利用水资源,二是合理利用土地资源,三是推进矿产资源节约,提高开发利用效率,四是合理利用海洋资源;在联防联控环境污染方面,一是全面实行清洁空气行动,二是加大水体污染防治力度,三是矿山环境保护与治理,四是海洋环境保护与治理;在构筑人口—资源—环境(PRE)生态保障体系方面,一是构筑以水为核心的蓝色生态保障,二是构筑以林木为核心的绿色生态保障,三是完善生态环境补偿的红色生命线。文章最后就京津冀地区资源开发利用与环境保护提出对策建议以下:(1)建立统一协调的资源开发与环境治理工作机制;(2)充分拓宽渠道实现生态环境的高效保护治理;(3)加快资源环境管理的科技信息水平建设;(4)实施最严格的资源管理制度;(5)健全资源环境开发保护公众参与机制。

Construction of Land Resource Security System for Core Grain Production Region in Henan Province

To solve the contradiction between supply and demand of land, the con- struction of land resource security guarantee system is an important part to coordi- nate the economic development and cultivated land protection in the core grain pro- duction region. Based on the deep analysis on the land resources characteristics and problems using the combined method of literature review method with qualita- tive and quantitative analysis, we constructed the land resource security system for different categories according to the land use principles of optimization, intensivism, improvement, and overall planning, and proposed the corresponding supporting mea- sures. The results showed that controlling the new increase, promoting the reclama- tion and improvement of land are the basis for land resource security, clearing the idle, improving the utilization rate of stock are the core of the efficient use of land resources, and establishing a unified urban and rural construction land market is the key to promoting the economical and intensive utilization of land resources, provid- ing scientific basis for the sustainable utilization of land resources in the core grain production regions.

Multi-sensor systems and information processing of mobile robot in uncertain environments

The PBJ- 01 robot is a kind of mobile robot featuring six wheels and two swing arms which can help it to fit many terrains. The robot has a sophisticated sensor system, which includes ultrasonic sensors, tentacle sensors and a vision sensor. The PBJ- 01 adopts behavior-based reactive control architecture in which the key part is an object recognition system based on a fuzzy neural network. Simulation validates that this system can conclude the obstacle type from the sensor data, and help the robot decide whether to negotiate or to avoid obstacles.

Optimization for Planning Programs of Fire Stations in Main Districts of Hangzhou Based on GIS Analysis

As an important part of the city＇s compfehensive disaster prevention and alleviation security system, dty fite control system has diawn increasing attention 〇￡ the community. The planning of dty fife stations is an important safeguard to improve the city fire security. Whetiief the planning is scientific and rational will affect the fire security of the entire dty directly. In this papei; road networks were built based on GIS, the service range of fire stations was calculated based on time cost, and the planning of fire stations in main districts of Hangzhou was evaluated in terms of security, efficiency,and balance The results showed that this planning made significant improvements in security and balance of fke fighting service provided by the main districts of Hangzhou, but few improvements were high in efficiency. On. tiie whole, Xiacheng District did the best job in fire control, and Xihu District was expected to make efforts to improve its fire security.

The seasonal ＂return of migrant workers＂ and the ＂labor shortage＂ which appears around China＇s Spring Festival each year have grown into a unique b,t effective collective bargaining mechanism that helps increase migrant workers＇ wages. Facing labor shortages, governments should regulate the labor market pricing and orientate labor-intensive enterprises towards transition, continue to enhance the social security system for migrant workers and those in rural areas, and make an accurate forecast of the population trend and adjust population policies.
