However, the exist...Under the special background of China, the cooperative innovation between different government-industry-university-research institutes plays an increasingly important role in the agricultural field. However, the existing literature has paid little attention to it. Considering the cooperation patents, published in the agriculture field stemming from the Full-text Database of China Patents as the study object, the spatial and institutional attribute of the authors as the data source, and by combining the social network and spatial econometrics analysis, this paper analyzes the structure evolution characteristics of cooperative innovation networks of agricultural government-industry-university-research institute in the city level of China in 1985–2014, based on the triple helix theory, with the influence factors discussed. This shows that, 1) since 1985, China's agricultural innovation level has been substantially increased, but the development degree of the cooperative innovation network is low, and the patent cooperation mainly relies on authors in the same unit; 2) enterprises play a leading role in the agricultural cooperative innovation. The effect of the government and hybrid organizations driven by the government is not obvious; 3) the cooperative innovation in the province and city dominates, and a multi-pole pattern has been formed. The cooperative innovation network structure evolves from a single helix empty core and double helix multi core to a double helix hierarchical network; 4) the city's science, education funding and personnel investment are key factors determining the agricultural cooperative innovation, while the agricultural development of the city presents slight negative impacts on it. The spatial mismatch of supply and demand is present in the technical cooperative innovation of China's agriculture. Therefore, the science enhancement and education investment to big agricultural provinces should be promptly implemented.展开更多

Housing marketization provides an opportunity for households to choose their re...Since market-oriented economy reform, China has experienced significant changes in urban landscapes and the internal structure of cities. Housing marketization provides an opportunity for households to choose their residences. However, not all households benefit equally from residential relocation. Residential relocation in urban China has relatively strong association with the household’s position within the spectrum from state redistribution to market reward than with life cycles and consequent adjustment of housing demand, which are the primary reasons for residential mobility in a mature market. In this research we focused on social aspects, mainly relating to the impact of urban redevelopment in inner city of Ningbo and the resultant potential housing problem. This research is based on a questionnaire survey that was conducted in three neighborhoods redeveloped at different time periods in the past fifteen years. The findings suggest that new strategy of redevelopment of the integrated envi-ronment of the old city while still improving the living condition for its residents can be heard due to the efforts of many people at various positions. Yet, many things need to be done to change people’s ideas: information and education through newspapers, academic discussions through academic journals, conferences, and reports to decision makers.展开更多

With a per capita possession of about 0.08 ha of cro...Rapid economic growth in China has brought about great economic-social changes in rural areas, having considerable impact on the society in economy and environment. With a per capita possession of about 0.08 ha of cropland, Chinese farmers in rural areas adopt various ways in response to these changes in a bit to maintain their livelihood, wherein the agricultural system is facing one more options possible. To understand how rural communities have used different mechanisms to adapt to the economic and natural changes, we joined a survey in dry valleys of the Min upriver area under Maoxian county of western Sichuan province, southwestern China and visited the local people. Changes in the main crop cultivation have shown up an important means to keep up their household income. Farm households start seeking economic growth through diversified cultivating of cereal and economic crops in five lines, namely cereal, apple monoculture, apple and vegetables, plum and vegetables, mixed fruits and vegetables. These new lines mirror farmers' flexibility to cope with today's economic-social and climatic changes. The farming operation has changed all the more from a subsistence on grain to special agricultural products. Economic reforms in the early 1980 s motivated theprogress first in conversion of production from grain to fruits, and the desire to increase family income turned out to be an impetus for the subsequent events. At present, more farmers moving out of the rural areas, uneasy availability of labor force, increased opportunity cost of labors and their wages, increased farm size, and the urgent demand for the agricultural labor force, all these combine into the trend of the agricultural system of China on facing further economic-social reforms and reconstruction of the countryside across China.展开更多

Historical and social transformations have seriously determined economic views, so, economic movements have been the indicators of economic wars of social classes. But no concept can describe sharp contrast in economics better than the two opponent concepts in economics: "orthodox" and "heterodox" economics. In this article, the reason why neo-classic economics, also called as orthodox economics, has a serious place in economic literature while the opponent's economic movements, named heterodox economics, do not defend only one "truth" and are not as important as orthodox economics will be examined. While doing this examination, Louis Althusser's "ideology" and Antonio Gramsci's "hegemony" will help us as these two concepts are quite instructive in understanding the irreplaceable significance of orthodox economics. As a result, by discussing alternative point of views about economics, positive emphasis of multivocality in economics literature will be revealed. On the other hand, every heterodox economics cannot criticize orthodox economics in the same way. In this study, institutional economics, which is accepted to be part of heterodox economics, will be discussed thoroughly. Institutional economics had a serious attitude against orthodox economics. In this study, generally the points in orthodox economics that institutional economics opposes will be emphasized, and although both economics approaches' ideological attitude will be attempted to be discussed generally, it will become easy to discuss the reason why heterodox economics developed an opposing ideology against the ideology of orthodox economics.展开更多

Throughout this time, distinct political regimes, increased land concentration, disordered urbanization and the development of a dynamic agribusiness sector inserted in global economy led to both the aggravation of social conflicts over land in Northern and Southern Brazil as well as new inquiries on the features necessary for an efficient Agrarian Reform Plan in the authors' country. Focused on the agrarian reform projects in the Brazilian Amazon, this work discusses on the political and methodological perspectives drawn in II PNRA (second National Plan of Agrarian Reform). The authors frame their account mostly along the theoretical scaffolding provided by the Bloomington School of Institutional Analysis. The authors analyze the multiple challenges facing the organization and the maintenance of the institutional structure designed to facilitate participatory planning and governance of collective resources in periurban settlements. The authors portrait these settlements as highly complex socio-ecological systems wherein socioeconomic asymmetries, cultural diversity and poor social capital and education promote political and ideological disputes that jeopardize safeguarding global commons.展开更多

This paper has investigated overall financial cost and capital cost ratio as two measurements of financing cost, compared financing costs of different channels, examined the relationship of risk premium, financial repression, interest rate liberalization, and resource occupation versus financing cost, and addressed the problem of high non-manufacturing cost. On such a basis, specific countermeasures have been proposed. The main conclusion of this paper is: The current high social financing costs primarily result from economic structural imbalance. The fundamental solution lies in continuing structural reform and credibility system development to eliminate barriers in the transmission of capital circulation policies such as expanding equity financing, relaxing market access formalities for small and micro financial institutions, and improving the bankruptcy system to give full play to the "survival of the fittest" mechanism of the market.展开更多

This frontier does not wait for...In the last few years, different sources pointed to a same message: industrial civilization had entered into an overshoot mode; the natural limits to growth had been already surpassed. This frontier does not wait for us in the future; it already belongs to our past. If population and the economy are truly beyond the limits, then current visions and theories of social change would be deeply perturbed. If the development era is approaching its end, then many sociological theories on current societies will share the same destiny: sustainable development doctrines between them. It is worth to examine theories that explicitly look at the social world which at least are not incompatible with it. Four different approaches are discussed in this context: governance of complexity, post-development and alternative local development, utopian sceneries of a prosperous waydown, visions of collapse and the die-off. As a conclusion, the paper accepts an evolutionary perspective supports that there are some potentials for conscious social change, but it does not justify the belief in a particular only line of history. This conclusion does not satisfy the desire of knowing the future; nevertheless it may be the only one possible. The future is not written. Neither in history nor in evolution; not even in the mixture of history and evolution that conforms us as inhabitants of the Earth.展开更多

After the victory of the Revolution in 1959, Cuba tackled this challenge in a very original way, prioritizing the development of scientific and technical know-how and of an advanced scientific system. Moreover, it pursued this goal with an extremely open attitude, using characteristic Cuban resourcefulness while at the same time taking advantage of every possible support and collaboration. While the country was increasingly integrated into the Soviet system and the Council for Mutual Economic Assistance (COMECON), and therefore benefited from a close collaboration with the Soviet Union and the Eastern European countries' higher education and scientific systems, nevertheless it constantly sought collaboration with scientists and institutions in other countries as well, in particular in the Western world. The most meaningful instance of this collaboration is the development since the 1980s of an advanced biotechnological and biomedical system, which was created independently by the Soviet Union. Quite remarkably, when the socialist system collapsed, though Cuba faced a critical situation, the strategic choice was made not to cut support to this scientific sector, but rather to reinforce it. This frontier does not wait for us in the future; it already belongs to our past. If population and the economy are truly beyond the limits, then current visions and theories of social change would be deeply perturbed. If the development era is approaching its end, then many sociological theories on current societies will share the same destiny: sustainable development doctrines between them. It is worth to examine theories that explicitly look at the social world which at least are not incompatible with it. Four different approaches are discussed in this context: governance of complexity, post-development and alternative local development, utopian sceneries of a prosperous waydown, visions of collapse and the die-off. As a conclusion, the paper accepts an evolutionary perspective supports that there are some potentials for conscious social change, but it does not justify the belief in a particular only line of history. This conclusion does not satisfy the desire of knowing the future; nevertheless it may be the only one possible. The future is not written. Neither in history nor in evolution; not even in the mixture of history and evolution that conforms us as inhabitants of the Earth.

文摘Every developing country has to meet the challenge of overcoming a condition of subalterrnity. After the victory of the Revolution in 1959, Cuba tackled this challenge in a very original way, prioritizing the development of scientific and technical know-how and of an advanced scientific system. Moreover, it pursued this goal with an extremely open attitude, using characteristic Cuban resourcefulness while at the same time taking advantage of every possible support and collaboration. While the country was increasingly integrated into the Soviet system and the Council for Mutual Economic Assistance (COMECON), and therefore benefited from a close collaboration with the Soviet Union and the Eastern European countries' higher education and scientific systems, nevertheless it constantly sought collaboration with scientists and institutions in other countries as well, in particular in the Western world. The most meaningful instance of this collaboration is the development since the 1980s of an advanced biotechnological and biomedical system, which was created independently by the Soviet Union. Quite remarkably, when the socialist system collapsed, though Cuba faced a critical situation, the strategic choice was made not to cut support to this scientific sector, but rather to reinforce it. At present Cuba produces and exports advanced and in some cases unique vaccines and drugs, and this sector ranks as third in the country's source of current hard currency.

文摘China after the efforts of reform and opening up for 30 years, has established a relatively complete featuring system of sports administration, providing a system of protection for sports development in China. With the further improvement of the socialist market economy, the existing sports administrative functions are incompatible with the economic and social side of the market gradually. The current sports administrative functions can no longer adapt to the development and deeper reforms of sports system are imminent. Only by speeding up the reform of sports administration, can eliminate obstacles and promote rapid and healthy development of China's sports industry. In this paper, the object is the administrative functions of the sport in the social transformation period, through expert interviews, literature, and logical analysis, comparative study to discuss the problems of the administrative functions of sport in the social transformation period and propose appropriate countermeasures. Studies suggest that: sports administration departments should focus to implementing national policies, the development of the sports industry policy research and development planning, management and delivery of services. In accordance with the uniform principles of responsibility, rights and interests, to further clarify the responsibilities of all levels of sports administration, handling good working relationship between them. By Complete separation between rowing and steering, governance and administration, government and industry, to achieve "four transformations", and to break plan "all-round" type of government in the economic system, and establish "limited" government, effectively carry out the functions of guidance, policy regulation, market supervision, social management and public services.

文摘As the most influential representative of New England Transcendentalism, Ralph Waldo Emerson has been commonly known as a man of letters and a prophet of religion. Yet, at the same time, he was also questioned by some scholars who argued that Emerson remained aloof and indifferent to both politics and reforms. Scrutinizing the addresses, essays as well as other published writings of Emerson, we can have a better understanding of his deep thought and wisdom concerning reform, and fully realize his great influence. Based on analyzing two essential aspects of Emerson's views on reform, this paper points out that Emerson's views on reform are of historical importance; and his views can also provide realistic reference and guidance to the current social reform in China.

But now there are many difficulties: first, the top-design of China's social security system is not perfect; secondly, the current development model of pension finance in China is unclear, the return on investment mechanism is not perfect, the attractiveness of these projects needs to be improved; finally, under the background of Interact finance, mixed supervision is imminent. Therefore, under the new economic conditions must be structured from the supply side of the reform, the development of pension funds to seek the right ideas.
文摘This paper focuses on reviewing the factors that operate to reduce gender inequality in political representation among Arab women in Israel. A theoretical debate about the changes in the status of Arab women as they are reflected in political representation patterns is conducted in the context of the political reality in the last decade in Israel and the "Arab Spring" events. The paper also focuses on clarifying the significance of the changes in political representation patterns as future trends of reducing gender inequality, within the acknowledged social patterns, which do not subvert the gender order in Arab society in Israel or in the frame of fundamental social change.
