Th...Escalation of commitment has been linked to losses in information systems (IS) projects. Understanding the nature and the rationality of escalation allows the firm to promote optimal project management practices. This study takes an inter-disciplinary approach and draws on research from economics and management to create a model of irrational escalation and a model of rational escalation. The forces that contribute to irrational escalation include the responsibility of the same manager for both the project selection and project continuation decisions that create proneness to self-justification, the potential for negative framing of decision options due to large sunk costs, the proximity of project completion and the presence of organizational inertia. Identifying these irrational escalation factors helps design appropriate de-escalation techniques. The rational escalation model draws on the real option theory and the bandit process theory to identify conditions when project continuation is justified by the value of information and the value of flexibility that the firm receives from continuing the project.展开更多

The paper will define what argue to be a better relational model for project management constraints (time, cost and scope). This new model will increase the success factors of any complex program/project. This is a qualitative research adopting a new avenue of investigation by following different approach of attributing project activities with social phenomena, and supporting phenomenon with field of observations rather than mathematical method by emerging solution from human, and ants' colonies successful practices. The results will show the correct approach of relation between the triple constraints considering the relation as multi agents system having specified communication channels based on agents locations. Information will be transferred between agents, and action would be taken based on constraint agents locations in the project structure allowing immediate changes abilities in order to overcome issues of over budget, behind schedule and additional scope impact. This new system puts the previously constructed the Amalab-project planning navigation system (A-PPNS) to work throughout the entire organization. The A-IOMS has several key elements. Specifically, the authors have constructed: (1) a Hi-reliability estimation system diagnostic tool that pinpoints problems with software development estimates and offers a prescription for resolving them; (2) a QA table map that allows for an immediate, thorough, and consistent quality assurance process; (3) a system for sharing software development schedules throughout the organization; and (4) a technological asset completion reporting system for passing down and cultivating software development technologies and strategically expanding them. In order to highlight the relevance of such partnership, this article aims to analyze the potential of actions jointly developed by private organizations and Brazilian universities. The research problem is lined in the field of health, which hosted actions developed between the Federal University of Rio Grande do Norte (UFRN) and the Hospital Maternity Guiomar Fernandes (HMGF), located in the city of Alexandria, in Rio Grande do Norte. The study emphasizes the shortcomings of this organization, the resolving power of the university in this scenario, and performs the analysis of the effects of this cooperation. The methodology used in this research was the case study in HMGF. With emphasis on fundraising and improving the informational management system, funding sources for projects of restructuring and expansion of the hospital were sought, as well as initiatives for developing hospital management softwares for small- and medium-sized organizations. As a result, the articulation between the university and the hospital provided the elaboration of a project for software development and the production of a project for physical restructuring and technological investment, aiming to expand the supply and quality of the hospital's services. The implementation of information systems, associated with investments in hospital infrastructure, providing increased efficiency in public assistance to the population, bringing both local and regional benefits, besides, providing the authorities with relevant data on the development of public policies.展开更多

The first step is to carry out the quantity and quality analysis of the test items by using the Bloom's revised taxonomy and scale anchoring respectively to produce the characteristics for test items. A smoothing method of arbitrary anchoring revised from scale anchoring is first proposed to make tests more accurate in distinguishing test levels. In addition, raised three dimensional indicators based on the Bloom's revised taxonomy are adopted to validate test contents and therefore it concretely describes the examining function of items. The items obtained have the precise and concrete properties; an item knowledge library is therefore constructed combining teaching materials and items using the technologies of ontology and knowledge management. Although several studies have been focused on the various effects of risk in construction projects, limited efforts have been made to investigate the typical and the overall schedule delay risk. In this study, our aim is to detect the typical and overall schedule delay risk throughout the construction project lifecycle, which consists of the pre-construction, construction, and post-construction stages, and compare the stages with each other. Common criteria, sub-criteria, and attributes were developed for all alternatives for the purpose of making a risk decision. The methodology that was followed integrated the multiplecriteria decision-making(MCDM) model of fuzzy analytic hierarchy process comprehensive evaluation(FAHPCE)and the relative important index(RII). Data were collected from 77 participants, who were selected through purposive sampling from different contracting organizations in Ethiopian construction projects by means of questionnaires that were distributed to experienced experts. The findings showed that there is a typical delay risk either in the type or in the level of the different construction activities.Consequently, the most influenced alternative is the construction stage because of the high-risk responsibility,resource, and contract condition related criteria. The postconstruction stage was the second most influenced stage because of the high-risk responsibility-related criteria. The pre-constructed stage was the least influenced stage that consist high-risk criteria of responsibility, resource, and contract condition related. These differences provided noteworthy information about risk mitigation in construction projects by identifying the exact risk level on specific activity to make appropriate decision.展开更多

In ancient times this process seems to have been accomplished based on the scheme of arrangements being contained in the leader's mind and instructions communicated verbally. Modem approaches to solving the twin challenges of first thinking through the 'plan' and then communicating the plan to the people who need to do 'the right work, at the right time, in the right place' use sophisticated graphics, charts, diagrams, and computa- tions. This paper traces the development of the concepts most project managers take for granted including bar charts and critical path schedules from their origins (which are far earlier than most people think) through to the modem day. The first section of the paper looks at the development of concepts that allow the visualization of time and other data. The second looks at the shift from static representations to dynamic modeling through the emergence of computers, dynamic calculations and integrated data from the 1950s to the present time.展开更多
