Both discharges lasted more than 250 ms and were self-initiated from the towers in the form of upward positive leaders with a time difference of less than 4 ms. Abundant recoil leaders oc- curred transiently in the remnant channel sections during the development of the upward lightning. The number of recoil leaders over the lower tower was greater than over the higher tower. When the concurrent upward flashes occurred, the radar echo intensity in the area of the towers was no more than 45 dBZ and the towers were separately located beneath two echo centers with low altitudes of 2-3 kin.展开更多

Local minimum is a most intractable but is an encountered frequently problem in potential field based robot navigation.Through appointing appropriately some virtual local targets on the journey, it can be solved effectively. The key concept employed in this algorithm are the rules that govern when and how to appoint these virtual local targets. When the robot finds itself in danger of local minimum, a virtual local target is appointed to replace the global goal temporarily according to the rules. After the virtual target is reached, the robot continues on its journey by heading towards the global goal. The algorithm prevents the robot from running into local minima anymore. Simulation results showed that it is very effective in complex obstacle environments.展开更多

Leaders need to be masters of soft skills because leadership is determined by those who can demonstrate their ability to drive an organization toward excellence and results. The aim of this paper is to contribute to the body of knowledge and literature in leadership soft skills for educational leaders in higher education institutions. In addition, this paper also provides exposure to administrators to understand the importance of leadership soft skills besides highlighting the two relevant models. Furthermore, it also provides an advantage to administrators in developing high quality interpersonal relationships with the people who they associate with in promoting positive working environment. Leadership soft skills can be seen as providing a vital contribution for organizations and administrators in the process of developing of quality human resource.展开更多

It provides arguments for a more holistic approach towards leadership development in nuclear organization. It further provides leadership framework that can be used (adapted/adopted) by other regulatory bodies for developing leadership within the organization. It is expected that new countries embarking on nuclear power programme will especially find this interesting and useful as they will also face similar challenges as faced by Pakistan Nuclear Regulatory Authority during its formative year. Paper further provides insights into the process of leadership development in organization. It is suggested that an integrated approach is important to develop nuclear leadership within the organization. It was also found that an effective leadership development program is not only long process but requires commitment from top leadership. Different international actors have d...As global issues become more prominent and complex, various actors in the international community are strengthening global governance through systems of international cooperation. Different international actors have different identities, responsibilities and roles in international institutions due to their comprehensive strengths. They are roughly divided into three types: followers, supporters and leaders. Since the founding of the People's Republic of China in 1949, its process of participation in international institutions and global governance has been obviously staged.In recent years, China has actively participated in various major international activities and carried out a series of diplomatic activities at home, which further demonstrates its involvement from a single participant to both a leader and a participant. In the existing traditional, modified and innovative international institutions, China is essentially playing a dual role, namely the roles of participant and supporter, the supporter and reformer, and the supporter and leader.展开更多
