A decision support analysis considers fatality risks and cost-effectiveness of protective measures expressed in terms of expected cost spent on risk reduction per life saved for terrorist threats to infrastructure. The analysis is applicable to any item of infrastructure, but in this paper is applied to casualties arising from building facade glazing damage. Risks may be compared with risk acceptance criteria in the form of quantitative safety goals. The risk acceptability and cost-effectiveness of protective measures includes cost of the protective measures, attack probability,reduction in risk due to protective measures,probability of fatality conditional on successful terrorist attack and number of exposed individuals.展开更多
Recently introduced in the treatment algorithms and guidelines for the treatment of ulcerative colitis,biological therapy is an effective treatment option for patients with an acute severe flare not responsive to conv...Recently introduced in the treatment algorithms and guidelines for the treatment of ulcerative colitis,biological therapy is an effective treatment option for patients with an acute severe flare not responsive to conventional treatments and for patients with steroid dependent disease.The reduction in hospitalization and surgical intervention for patients affected by ulcerative colitis after the introduction of biologic treatment remains to be proven.Furthermore,these agents seem to be associated with increase in cost of treatment and risk for serious postoperative complications.Restorative proctocolectomy with ileal pouch-anal anastomosis is the surgical treatment of choice in ulcerative colitis patients.Surgery is traditionally recommended as salvage therapy when medical management fails,and,despite advances in medical therapy,colectomy rates remain unchanged between 20% and 30%.To overcome the reported increase in postoperative complications in patients on biologic therapies,several surgical strategies have been developed to maintain long-term pouch failure rate around 10%,as previously reported.Surgical staging along with the development of minimally invasive surgery are among the most promising advances in this field.展开更多
In the traditional power transmission network planning,deterministic analysis methods are widely used.In such methods,all contingencies are deemed to have the same occurrence probability,which is not reasonable.In thi...In the traditional power transmission network planning,deterministic analysis methods are widely used.In such methods,all contingencies are deemed to have the same occurrence probability,which is not reasonable.In this paper,risk assessment is introduced to the process of transmission network planning considering the probabilistic characteristics of contingencies.Risk indices are given to determine the weak points of the transmission network based on local information,such as bus risk,line overload risk,contingency severity.The indices are calculated by the optimal cost control method based on risk theory,which can help planners to quickly determine weak points in the planning and find solution to them.For simplification,only line overload violation is considered.Finally,the proposed method is validated by an IEEE-RTS test system and a real power system in China from two aspects.In the first case,the original system is evaluated by the proposed method to find the weak points,and then four planning schemes are established,among which the best scheme is selected.In the second case,four initial planning schemes are established by combining the experiences of planners,and after the evaluation by using the proposed method,the best planning scheme is improved based on the information of weak points in the initial schemes,and the risk of improved scheme is reduced from 42 531.86 MW·h per year to 4 431.26 MW·h per year.展开更多

Project cost risk analysis considers the different costs associated with a project and focuses on the uncertainties and risks that may affect these costs. An implementation of PRM (project risk management) process on regional construction project has been carried out to maximize the likelihood of project meeting its objectives within its constraints. Qualitative and quantitative risk analyses have been carried out. The qualitative analysis is presented in a table that shows top ranked risks in Libyan construction projects based on probability-impact grid technique. In quantitative risk analyses, Mont Carlo simulation technique has been conducted to quantify and evaluate the overall level of risk exposure associated with the project completion cost. A project simulation uses a model that translates cost uncertainties into their potential impact on project objectives. A frequency curve model that represents simulation results of project completion costs has been constructed. The frequency curve model shows all possible outcomes of expected project cost at different probabilities. Project manager or decision maker can select the appropriate project budget. If a probability of 0.95 confident project budget is selected that means cost overrun risk can be minimized to a probability of 0.05. It is very helpful for project manager to take decisions based on information that shows project completion cost and its associated probability rather than usin single information of estimated cost.展开更多

SVM, which is rooted in statistical learning theory and an approximate implementation of the method of structural risk minimization, can provide a good generalization performance in metamodeling the input-output relationship of real problems and consequently cuts down on high time cost in the analysis of real problems, such as FEM analysis. The GA, as a powerful optimization technique, possesses remarkable advantages for the problems that can hardly be optimized with common gradient-based optimization methods, which makes it suitable for optimizing models built by SVM. Based on the SVM-GA strategy, optimization of structural scantlings in the midship of a very large crude carrier (VLCC) ship was carried out according to the direct strength assessment method in common structural rules (CSR), which eventually demonstrates the high efficiency of SVM-GA in optimizing the ship structural scantlings under heavy computational complexity. The time cost of this optimization with SVM-GA has been sharply reduced, many more loops have been processed within a small amount of time and the design has been improved remarkably.展开更多

The goal of this procedure is to obtain cheaper costs both in the construction and in the maintenance of an homogeneous lot of buildings. The paper shows that, nevertheless an identical design being proposed in different towns, the final results are buildings with a different aspect. This is mainly due to the influence of building codes of the urban plan of the specific town, and to the site conditions, such as street orientation, ground inclination and so on. As a result the paper offers the ability to evaluate the role of the external factors on a standard design (with the afore said scale vantages) under the criminological point of view as well. Over the years, construction practitioners and researchers have used various methods, tools and techniques to ...The process of decision making and risk analysis are essential tasks along the construction project cycle. Over the years, construction practitioners and researchers have used various methods, tools and techniques to evaluate risk and assist in making more concise decisions. Most practitioners, however, rely on their expert judgment, past experience, intuition, acquired and accumulated knowledge and gut feelings to make decisions. Aleatory (natural, heterogeneity and stochasticity) and epistemic (subjective, ignorance) are the two major types of uncertainties observed in natural sciences. Practitioners traditionally deal with aleatory uncertainty through probabilistic analysis based on historical data (frequentist approach); and epistemic uncertainty, on the other hand, handled through the Bayesian approach which has limitations since it requires a priori assumption. This paper reports the application of the DST (Dempster Shafer Theory) of evidence to determine the most critical risk factors affecting project cost contingencies using their epistemic probabilities of occurrence. The paper further discuses how these factors can be managed to enhance successful delivery of infrastructural projects. It uses the mixed methodology, with data gathered through structured questionnaires distributed to construction clients, contractors, professionals and experts in the built environment. The research revealed that design risk, financial risk and economic risk were most important cost risk categorizations. In particular, scope changes, incomplete scope definition, incomplete design, changes in specification, micro and macroeconomic indicators and delayed payment problems were identified as the most important risk factors to be considered during the cost contingency estimation process, hence successful delivery of infrastructural projects. The paper concludes by recommending modalities for managing the contingency evolution process of risk estimation to enhance successful delivery and management of infrastructural projects.展开更多
