贸易技术壁垒与我国食品产业安全法律规制问题研究进展

本文从国际法和国内法食品安全法律制度解析出发,指出贸易技术壁垒(technical barrier to trade,TBT)/《实施卫生与植物卫生措施协议》(agreement on the application of sanitary and phytosanitary measures,SPS)与食品安全内在逻辑关系,辩证分析国际和国内食品法律制度特点,对我国法律制度的规制提出完善建议。我国只有客观对待国际贸易技术型壁垒,才能有效保护我国食品产业安全。

鲁西北林下产业发展策略探讨

在我国林业资源发展过程中,林业工程是重要内容之一。林业工程不仅包含造林种植,还包括林业产业发展。在我国目前林业产业发展中对林下资源的利用率极低,资源荒废严重,绿色养殖及种植行业拥有充沛的林下土地资源。乔木育林下层空间经济是在林业立体经营基础上发展起来的生态林业发展模式,可以拓宽林业生产领域,促进现代林业的生产集约化、多样化集束发展。本文分析了鲁西北局部区域的乔木育林下层空间经济发展的现状,指出了当前林下产业中存在的问题和隐患,并就林下产业中存在的客观情况提出了与之相适应的客观建议,并对未来高科技发展下的地方林下产业运行的适应性进行了相关探讨。

The Economic Rationality and Institutional Driving Force of Edible Agro-products Enterprises Adopting ISO9000 Standards

This paper analyzed the economic rationality and institutional driving force of edible agro-products enterprises adopting ISO9000 standards,and built the theoretical analysis framework of enterprises adopting ISO9000 standards.The results indicated that the enterprises adopted ISO9000 standards form a variety of promoting product quality and safety business strategy options based on the considerations that getting economic efficiency and the access to resources.Based on the results,some recommendations were given for stimulating enterprises to adopt ISO9000 standards.

Bio-control of Some Food-Borne Pathogenic Bacteria by Bacteriophage

In recent years, researchers tended to bring new alternative to biological protective systems used in conservation of food and production of safe food. Use of bacteriophage against to pathogen bacteria in food was the most hopeful system in these methods about bio-control. Controls of bacteriophage for each pathogen species and subspecies and determination of phage-host originality are important because efficient bio-control was achieved. Researches concentrated on some food-borne pathogen bacteria such as E. coli O157：H7, Campylobacter, Salmonella and Listeria. In a consequence of these studies made as in vitro and in vivo, first commercial production of phage which will be used in foods was made in Netherlands. Also, it has been informed that use of phage is cost-efficient alternative as compared with other preservatives. This review, discussed application of bacteriophages as bio-control agents in food and advantages and disadvantages about uses of bacteriophages by taking into account antimicrobial characteristics of them.

State Support of Russian Agro-industrial Complex at the Federal and Regional Levels on Entering the Global Market

The main subject of the report consists in showing positive course of Russian agriculture over the last years-entering the global market. That＇s why it is essential to make following steps to support manufactures aiming them more actively at export： to develop export operations; to develop actively agro-industrial complex perspectives for entering the WTO; to ensure the food safety of agro-industrial complex while exporting the products; in the context of globalization Russian regions are entering more actively the global market as the relatively independent subjects of international economical relationships. The food safety of Russia-such condition of the state economy, when food independence of the country is provided, provision; physical and economic utility of food products is guaranteed by the state and corresponds to requirements of the legislation of the Russian Federation in safety and quality. Participation in the WTO gives to the country set of advantages in the decision food independence. In the world, the country and in region management of efficiency agriculture with a view of advancement to food safety, should be coordinated necessarily with food independence. State support of the Russian agro-industrial complex on the federal and regional levels when entering into the world market-is a factor of the formation of a new geopolitical status of Russia in the world arena, it is the new selection mechanism of the development of globalization processes in favor of the active participation of the agro-industrial complex of Russia in the world economy.

Analysis and Countermeasures Research of Beijing Country Fair

Organic vegetables, does not use pesticides, synthetic fertilizers, herbicides, growth regulators in production process and refers to organisms and products got from genetic engineering. It follows the laws of nature and ecological principles, adopts a series of sustainable development of agricultural technology, to coordinate planting balanced, and stable agricultural ecosystems, and through the identification of organic certification, it will be recognized and awarded organic certification. Beijing Country Fair launched by a group of consumer volunteers concerned about ecological agriculture and rural issues, aiming to build a platform for farmers engaged in organic agriculture and consumers can communicate directly, exchange. It can help consumers find safe, assured products, but also help farmers to broaden market channels and encourage more farmers to engage in organic farming, thereby reducing environmental pollution produced by fertilizer and pesticide, safeguarding food security, and practicing fair trade.

The Effect of Weather and Agronomic Practice on Deoxynivalenol Mycotoxin in Durum Wheat

Deoxynivalenol （DON） produced by Fusarium graminearum and F. culmorum in durum wheat （Triticum turgidum L. var. durum） is an important food safety issue for the cereal chain. A number of agronomic practices are known to affect the infection and mycotoxin production by these Fusarium species in cereal grains. A field study was conducted to compare the natural occurrence of DON in durum wheat grown under conventional （n = 67 samples） and organic （n = 50） farming conditions during two consecutive crop years. DON mean levels were 95 and 194 μg/kg in conventional and organic durum wheat, respectively. The incidence and levels of DON were higher in the second crop year due to higher rainfall （〉 100 mm） during flowering. Overall, organically managed farming system may provide Lsome reduction in DON levels in durum wheat, which could be attributable to the lower intensity of cultivation in addition to the different system of cropping rotation. However, favourable weather conditions are likely to be more important for DON contamination than crop system.

Review of the “Law of the People's Republic of China on Quality and Safety of Agricultural Products”

One of the characteristics of food safety regulation in China is the separation of agricultural food products（agro-food） from other kinds of food. To this end, a Law on Quality and Safety of Agricultural Products（LQSAP） was enacted to provide for official control at the stage of primary agro-food production. With the enactment and revision of the Food Safety Law, one change in the legislative arrangement is the extension of the scope of this new law to cover the marketing of agro-food and the use of agricultural inputs. However, safety regulation at the stage of primary production of agro-food is still subject to the Law on Quality and Safety of Agricultural Products. It is also important to note that thee LQSAP refers both to agro-food and to agricultural products for non-human consumption; and that it provides rules both for safety assurance and for quality promotion. In the context of intensified official control to ensure food safety and diverse consumer needs for food of higher quality, a revision of the Law on Quality and Safety of Agricultural Products has been initiated. This article describes the goals of this legislation, its institutional arrangements and the directions the revisions are taking in order to provide a better understanding of food safety regulation in China in general and agro-food regulation in particular.
