新时代高等教育高质量发展:理念、内涵及路径

高等教育高质量发展是以人的全面发展为根本追求的新发展模式,是适应经济社会高质量发展的必然选择,也是高等教育自身发展不落窠臼的最好体现。高等教育高质量发展必须以新发展理念为行动纲领,顺应高等教育普及化潮流,着力破解中国社会新矛盾。高等教育高质量发展有三层含义:第一,高等教育高质量发展的首要目标就是创造高水准的优质高等教育体系;第二,高等教育高质量发展的本质含义就是通过内涵发展,形成高质量高等教育体系;第三,高等教育高质量发展的根本特性是打造发展性的特质高等教育体系。实现高等教育高质量发展,必须转变传统的发展路径,从谋求生存体面向捍卫优质水准转变,从简单追求生源向寻求全面发展转变,从恪守封闭精英向融合市场应用转变,从模仿借鉴他人向凝练自我特色转变。
