Small Town Construction in the 13th Five-Year Plan Period: A Case Study of Shangrao City

The 12 th Five-Year Plan period was unusual five years in the development of China. Under the dual pressure of complex international environment and arduous domestic reform task,China made outstanding achievements in economic development,which lays a solid foundation for building a moderately prosperous society in all respects in the 13 th Five-Year Plan period. The key and difficult points of building a moderately prosperous society in all respects lie in solving issues concerning agriculture,farmers,and rural areas. The 18 th National Congress of the CPC stated that integrated urban and rural development is the fundamental approach for solving issues concerning agriculture,farmers,and rural areas. As a transitional form from rural areas to urban areas,small town play an important role in integrated urban and rural development. In the 13 th Five-Year Plan period,China should take a new road of characteristic urbanization,energetically develop key towns,central towns,and characteristic towns,use points to drive areas,and promote coordinated progress of urbanization construction and new countryside construction. Focusing on the objective of building a moderately prosperous society in all respects and taking Shangrao City as an example,we analyzed construction of small town,in order to provide scientific theoretical reference for urbanization development,plan preparation,and policy formulation of Shangrao City.

Study on Objectives and Strategies for Energy Conservation and Emission Reduction in Transportation Industry during the 13th Five-Year Plan Period in Beijing

Facing increasing passenger and cargo transport demand and limited re-source in the 13th Five-Year period, how to make a breakthrough and substantial progress has become a key issue on planning and the Top-level Design. In this paper we judged and analyzed the current development and potential demand of the energy saving and emission reduction in Beijing traffic industry. Through application of energy and emission prediction model which based on the vehicle activity data, the development goals of “one drop, double control, and triple upgrade” have been put forward. In order to achieve the goal, “5 + 1” development strategies should be implemented, and we also proposed the thinking and recommendations on sustainable development of transportation.

Economists’Judgement on China’s Socio-Economic Development in the 14th Five-Year Plan Period

2020 is the final year of China’s 13th Five-Year Plan period and an intersection between the“two centennial goals.”It is also a vital year for drafting the 14th Five-year Plan and embarking on a new journey of socialist modernization.What socio-economic progress has China achieved during the 13th Five-Year Plan period and what are the opportunities,challenges and countermeasures for the 14th Five-Year Plan period?In May 2020,the China Economist conducted a questionnaire survey among economists.Results suggest that during the 13th Five-Year Plan period,China has achieved remarkable progress in the following areas:significant socio-economic development,deepening industry-ICT integration,and rapid growth of new economy;mass entrepreneurship and mass innovation,and enhanced R&D capabilities for cutting-edge technologies;green production and the abatement of air and water pollution;and poverty reduction.In the 14th Five-Year Plan period,opportunities co-exist with challenges for China’s socio-economic development,which brims with resiliency.Surveyed economists felt sanguine about China’s development outlook.Based on the results,surveyed economists believed that the Chinese government should focus on the following priorities during the 14th Five-Year Plan period:expediting industrial transition,strengthening the real economy,and exploring domestic consumption potentials;ramping up research in fundamental science,and accelerating the research of critical technologies;increasing equal access to basic public services;and promoting green development in all respects,including green consumption,production,distribution,innovation,and finance.

Chinese Economy in the “New Normal”: Realities and Prospects

Great achievements were made in the 12th Five-Year Plan period （2011-2015） in such areas as economic growth, living standards, industrial restructuring, innovation- driven growth, new-type urbanization and ecological civilization, trade and investment, and reform. These achievements have paved the way for China to enhance the quality and efficiency of growth in the new normal. China＇s future growth prospects are highly correlated with the 13th Five-Year Plan （2016-2020）. For the 13th Five-Year Plan period, China is committed to maintaining an annual growth rate of no less than 6.5%, which is both necessary for China to build an all-round, well-off society before 2020 and consistent with the characteristics of China＇s current economic development stage. Meanwhile, efforts must be made to give prominence to consumption, investment, and export as drivers of growth while continuing to improve labor and capital input and efficiency which is vital to mid- and long- term economic development.

炎陵县“十三五”期间地表水水质评价及变化趋势分析

炎陵县是洣水的发源地,对该县域内的地表水水质进行评价,并对其变化趋势进行分析,可为环境管理及河道治理提供有力的技术支撑。分析结果表明:炎陵县“十三五”期间,太和断面主要水质指标高锰酸盐指数、化学需氧量、生化需氧量、氨氮、总磷等均呈下降趋势,综合水质指数呈显著下降趋势,说明5年来太和断面水质呈显著好转趋势;晏公潭断面主要水质指标高锰酸盐指数、化学需氧量、氨氮、总磷等均呈下降趋势,综合水质指数呈不显著下降趋势,说明5年来晏公潭断面水质呈好转趋势,但不显著。

Rural Transformation and Planning Tactics in the 13^(th) Five-Year Plan Period

Rural development has long been the focus of China's central and local governments. Since the late 2000 s, rural areas have presented new transformation features and development trends. To stimulate rural transformation and development in the 13 th Five-Year Plan period, this paper reviews major ideas on rural development in related disciplines. This study also summarizes main rural transformation features, including the aging population, hollow villages, changes in the allocation of land resource, semi-urbanization, and regional differences in rural development. Finally, it also provides suggestions for planning tactics in the 13 th Five-Year Plan period, such as making differentiated rural development strategies, exploring new methods to stimulate rural stock land planning and use, and enforcing relevant policy and management reforms.

“十三五”我国番茄产业发展及其国际竞争力评价

我国是世界最大的番茄生产国。从番茄育种、种植生产、国际贸易等方面出发,对“十三五”时期我国番茄产业发展情况进行深入分析,并选取国际市场占有率、出口价格指数、贸易竞争力指数等评价指标,分别从出口竞争力、出口贸易质量、生产效率竞争优势等方面对我国番茄国际竞争力水平进行评价与分析。结果表明,“十三五”期间,我国番茄产业整体实现了长足发展,育种水平不断提高,生产规模持续扩大,出口贸易稳步增长。但与作为世界最大的番茄生产国的国际地位不相符的是,目前我国番茄国际竞争力水平还相对较弱,与墨西哥、西班牙等其他番茄主产国相比尚存在一定差距。最后,从加强良种选育创新研究、实施标准化高效种植模式、建立国内外市场监测预警体系等方面因地制宜地提出提升我国番茄国际竞争力的政策建议。

福建农业现代化水平测度与发展对策研究

【目的】评价福建农业现代化发展水平和制约因素,提出推进农业现代化的实施路径和发展策略,为新发展阶段福建加快推进农业现代化和全面推进乡村振兴提供决策参考。【方法】运用综合指数法、层次分析法和目标值法,从产业、生产、经营三大体系和高效、绿色、支撑三大目标,构建6个一级指标和24个二级指标的农业现代化发展评价指标体系,测度“十三五”时期福建和全国农业现代化实现程度。【结果】“十三五”期间,福建农业现代化平均综合得分为66.07分,高于全国平均水平(61.21分),已迈入转型跨越中期阶段(全国平均处于转型跨越初级阶段);农业现代化水平呈现稳步上升趋势,年均增长2.18%(略低于全国2.64%的增长率)。分指标水平测度显示,产业体系和质量效益实现程度为78.38%和71.16%,分别比全国高26.07%和52.90%。生产体系、经营体系、绿色发展和支持保护实现程度分别为70.22%、 46.53%、 67.92%和41.02%,分别比全国低0.73%、 11.33%、8.77%和38.43%。福建农业现代化发展优势主要体现在农业生产效率较高、农业产业结构较合理、农产品加工业较发达、资源集约化利用程度较高等方面;而土地规模化经营水平低、农业组织经营主体弱小、农产品安全还有待提高、财政金融支持力度有限等是主要制约因素。【建议】未来推进福建农业现代化均衡发展的重点方向是:加大高标准农田改造提升力度,提高特色经济作物种植能力,加强新型经营主体和社会化服务组织培育,强化绿色防控技术推广和完善农产品质量安全体系,提高财政支农力度和优化支农资金结构,提高农业保险补贴水平和扩大补贴范围。

“十三五”期间云南省结核病新型防治服务模式实施效果研究

[目的]对云南省结核病新型防治服务模式转型前后的实施效果进行对比,为结核病防治措施的合理制定提供依据。[方法]收集云南省2015-2020年实施并完成结核病新型防治服务模式转型的112个县(市、区)肺结核可疑者就诊情况以及登记治疗的肺结核患者病案信息,对比分析结核病新型防治服务模式转型前后患者来源、治疗转归、病原学检查结果等资料。[结果]结核病新型防治服务模式转型后与转型前相比,肺结核可疑症状者就诊率、在可疑症状者中开展影像学检查及病原学检查的比例均上升(χ2=48909.69,P<0.0001;χ2=2765.911,P<0.0001;χ2=11699.384,P<0.0001),男女患者构成比差异无统计学意义(χ2=1.528,P=0.21),年龄构成比0岁~组、65岁~组占比升高,15岁~组占比下降,学生占比上升(χ2=530.337,P<0.001);病原学阳性率呈现逐年升高趋势(χ2=5834.910,P<0.0001);成功治疗的患者占比下降(χ2=548.08,P<0.0001);患者就诊延迟中位数由34d下降至26d(Z=38.173,P<0.0001)。[结论]云南省在实施结核病新型防治服务模式后,在肺结核患者的发现及诊断方面都有极大提高。

2016-2020年我国城镇燃气爆炸事故统计与规律分析

为分析“十三五”期间(2016—2020年)我国城镇燃气爆炸事故的一般性规律,统计“十三五”期间燃气供气量、用气人口、事故起数及伤亡人数,利用数理统计方法对事故发生的年份、月份、时间段、气源、地点(场所和区域)、诱因(泄漏原因和引爆事件)6个维度8个方面进行研究。结果显示:“十三五”期间,燃气行业整体安全趋势向好,但重特大事故对事故伤亡和严重度会产生较大影响;7月份为事故高发期;7点为事故高发小时,早饭时段为事故高发时段;液化石油气的事故起数和供气量事故率最高,其中人工煤气用户事故率最高;民居发生的事故起数最多,民居和商铺事故总数占比超95%;江苏事故起数最多,广西用户事故率最高;胶管问题是燃气泄漏的首要原因;点火做饭/烧水是首要引爆事件。最后,针对我国城镇燃气爆炸事故发生规律提出了相应的建议和措施。
