Based on an analysis of the limitations of conventional production component methods for natural gas development planning,this study proposes a new one that uses life cycle models for the trend fitting and prediction ...Based on an analysis of the limitations of conventional production component methods for natural gas development planning,this study proposes a new one that uses life cycle models for the trend fitting and prediction of production.In this new method,the annual production of old and new wells is predicted by year first and then is summed up to yield the production for the planning period.It shows that the changes in the production of old wells in old blocks can be fitted and predicted using the vapor pressure model(VPM),with precision of 80%e95%,which is 6.6%e13.2%higher than that of other life cycle models.Furthermore,a new production prediction process and method for new wells have been established based on this life cycle model to predict the production of medium-to-shallow gas reservoirs in western Sichuan Basin,with predication error of production rate in 2021 and 2022 being 6%and 3%respectively.The new method can be used to guide the medium-and long-term planning or annual scheme preparation for gas development.It is also applicable to planning for large single gas blocks that require continuous infill drilling and adjustment to improve gas recovery.展开更多

With the rapid social and economic development of the Tibet Autonomous Region,the situation in regard to energy supply and demand is increasingly tense.Meanwhile,the development of renewable energy in Tibet has been g...With the rapid social and economic development of the Tibet Autonomous Region,the situation in regard to energy supply and demand is increasingly tense.Meanwhile,the development of renewable energy in Tibet has been given considerable practical significance by its peculiar ecological environment.Given the complementarity of renewable energies in Tibet,using the method of factor analysis,we derived four major factors:level of economic development,social development,industrial development,and energy endowment,which help to evaluate development conditions in different regions of Tibet.Treating these four factors equally,we used the hierarchical clustering method to determine the order of regional development.Thus we acquire a three-stage planning project for renewable energy.In the first stage,Lhasa plays a leading role in promoting the development of renewable energy,particularly that based on solar and wind energy.There are two phases in the second stage,the first being to simultaneously develop solar and wind energy in Xigaze and Nyingchi.The second is to develop solar and wind energy in accordance with the time of year in Qamdo,Nagqu,and Ali,with 1.145billion kWh electricity to be generated.The third stage is to develop energy production in Lhoka Prefecture,with 1.369billion kWh electricity to be generated.At the end of the three-stage project,consumption of available electricity will have reached 4.045 billion kwh,with major social and economic benefits.展开更多

In the pre-reform era, the city was defined as a productive space under the system of urban-rural segregation established for securing rapid industrialization. Urban planning was thus only concerned with the development of urban areas. In the 1980 s and 1990 s after the reform, institutional change and economic transformation mobilized the urban-rural linkages. The development of suburban areas was then considered by urban planning, but this consideration was a passive response to urban problems such as population explosion and water resources protection. Since the new millennium, the agenda for sustainable development and problems of uneven urban-rural development have called for the development of urban-rural integration. In this context, the city is conceptualized as a complex of mountain, city, river, farmland and sea, reconstructing the ideology of urban-rural division in defining urban development. Urban planning has therefore sought in an active way to develop a sustainable city embracing rural and natural elements, and to balance economic growth and environmental protection. It is argued that developing the concept of city as a complex of urban and rural elements contributes to the urban planning for sustainable urban development, while this conceptualization relies on the recognition of the integrated urban-rural relationship.展开更多

The Sustainable Development Goals(SDGs)of the United Nations 2030 Agenda are a key focus for implementing the Sustainable Development(SD)concept.But generally speaking,SD goals and targets are continuously evolving,co...The Sustainable Development Goals(SDGs)of the United Nations 2030 Agenda are a key focus for implementing the Sustainable Development(SD)concept.But generally speaking,SD goals and targets are continuously evolving,country specific,complex to implement,and are often given relatively short time horizons,such as the 15-year horizon for the SDGs.Many SD issues need a much longer time horizon as the policy interventions to deal with these issues can take decades before their effects become apparent,which is especially true for China.The T21 China 2050 is developed to study the long-term SD challenges and opportunities of the country.In its business-as-usual simulation to 2050,T21 China 2050 reveals some of the sustainability challenges facing China,including 1)aging population and labor force decline,2)huge food imports,3)land degradation and loss of arable land,4)water shortages,5)huge fossil fuel imports,and 6)carbon dioxide emissions.These SD issues are a subset of the SDGs specifically relevant to China over a time horizon well beyond 2030.The model is then used to test possible policy interventions in these six areas under two separate scenarios:Balanced and Narrowly Focused.The major results from these two scenarios are compared with those of the business-as-usual scenario.The simulations show that by adopting certain policy measures,China’s path towards SD can be further improved.It also shows that a variety of policy measures can be selected and tested with the T21 China 2050 model for exploring the future SD prospects of the country.Specific policies recommended include:extension of retirement age,adjustment of the current family planning policy,protection of agriculture land,promotion of agricultural R&D to raise yield,improvement of public transportation to slow private vehicle ownership,increased investment in renewable energy,and water conservation.展开更多

Based on the new round of resource evaluation and exploration and development research in the western South China Sea, the in-depth research on underground oil and gas resources, surface development facilities, external factors and economic indexes are carried out to clarify the industrial layout of oil and gas development. The potential and prospect of oil and gas exploration and development were implemented, and the main external factors and corresponding measures affecting the planning were clarified in this paper. The economic evaluation model suitable for the region is established based on the analysis of internal rate of return, comprehensive barrel oil cost, critical price, financial net present value and other important indicators, and a set of planning and research methods suitable for the integration of exploration and development in the western South China Sea is finally formed. This method has been applied to the replacement reserve study of Weizhou X and Weizhou Y oil fields. It is found that the planned reserves and production are consistent with the actual ones, and good practical results have been achieved.展开更多

Transportation planning is a critical component for creating an orderly,intensive,and sustainable pattern of land development.By comprehensively considering the potential and suitability of transport construction,a co...Transportation planning is a critical component for creating an orderly,intensive,and sustainable pattern of land development.By comprehensively considering the potential and suitability of transport construction,a comprehensive method combining resources and environmental carrying capacity(RECC)and land development suitability(LDS)was developed by using techniques of GIS,analytic hierarchy process(AHP)and threedimensional magic cube.Taking Aba prefecture in Sichuan Province of Southwest China as a case study,LDS for transportation was analyzed from three aspects,including overall planning layout,different transport modes,and transportation projects.The results showed that the transport planning scales of most counties in Aba were suitable,and the order of LDS of different transport modes was railway>highway=superhighway>tourism track,which already included 42 new transportation projects.We found that two counties(Maoxian County and Jiuzhaigou County)should improve the ecological protection level of transportation,in which the railway network construction should be encouraged,and some transportation projects with low LDS should be postponed or constructed harmlessly.We suggest the combination of RECC and LDS for transportation could enhance the territorial space optimization and sustainable transport construction.展开更多
Equipment development planning(EDP)is usually a long-term process often performed in an environment with high uncertainty.The traditional multi-stage dynamic programming cannot cope with this kind of uncertainty with ...Equipment development planning(EDP)is usually a long-term process often performed in an environment with high uncertainty.The traditional multi-stage dynamic programming cannot cope with this kind of uncertainty with unpredictable situations.To deal with this problem,a multi-stage EDP model based on a deep reinforcement learning(DRL)algorithm is proposed to respond quickly to any environmental changes within a reasonable range.Firstly,the basic problem of multi-stage EDP is described,and a mathematical planning model is constructed.Then,for two kinds of uncertainties(future capabi lity requirements and the amount of investment in each stage),a corresponding DRL framework is designed to define the environment,state,action,and reward function for multi-stage EDP.After that,the dueling deep Q-network(Dueling DQN)algorithm is used to solve the multi-stage EDP to generate an approximately optimal multi-stage equipment development scheme.Finally,a case of ten kinds of equipment in 100 possible environments,which are randomly generated,is used to test the feasibility and effectiveness of the proposed models.The results show that the algorithm can respond instantaneously in any state of the multistage EDP environment and unlike traditional algorithms,the algorithm does not need to re-optimize the problem for any change in the environment.In addition,the algorithm can flexibly adjust at subsequent planning stages in the event of a change to the equipment capability requirements to adapt to the new requirements.展开更多

Based on the new round of resource evaluation and exploration and development research in the western South China Sea, the in-depth research on underground oil and gas resources, surface development facilities, external factors and economic indexes are carried out to clarify the industrial layout of oil and gas development. The potential and prospect of oil and gas exploration and development were implemented, and the main external factors and corresponding measures affecting the planning were clarified in this paper. The economic evaluation model suitable for the region is established based on the analysis of internal rate of return, comprehensive barrel oil cost, critical price, financial net present value and other important indicators, and a set of planning and research methods suitable for the integration of exploration and development in the western South China Sea is finally formed. This method has been applied to the replacement reserve study of Weizhou X and Weizhou Y oil fields. It is found that the planned reserves and production are consistent with the actual ones, and good practical results have been achieved.

文摘Transportation planning is a critical component for creating an orderly,intensive,and sustainable pattern of land development.By comprehensively considering the potential and suitability of transport construction,a comprehensive method combining resources and environmental carrying capacity(RECC)and land development suitability(LDS)was developed by using techniques of GIS,analytic hierarchy process(AHP)and threedimensional magic cube.Taking Aba prefecture in Sichuan Province of Southwest China as a case study,LDS for transportation was analyzed from three aspects,including overall planning layout,different transport modes,and transportation projects.The results showed that the transport planning scales of most counties in Aba were suitable,and the order of LDS of different transport modes was railway>highway=superhighway>tourism track,which already included 42 new transportation projects.We found that two counties(Maoxian County and Jiuzhaigou County)should improve the ecological protection level of transportation,in which the railway network construction should be encouraged,and some transportation projects with low LDS should be postponed or constructed harmlessly.We suggest the combination of RECC and LDS for transportation could enhance the territorial space optimization and sustainable transport construction.

文摘Equipment development planning(EDP)is usually a long-term process often performed in an environment with high uncertainty.The traditional multi-stage dynamic programming cannot cope with this kind of uncertainty with unpredictable situations.To deal with this problem,a multi-stage EDP model based on a deep reinforcement learning(DRL)algorithm is proposed to respond quickly to any environmental changes within a reasonable range.Firstly,the basic problem of multi-stage EDP is described,and a mathematical planning model is constructed.Then,for two kinds of uncertainties(future capabi lity requirements and the amount of investment in each stage),a corresponding DRL framework is designed to define the environment,state,action,and reward function for multi-stage EDP.After that,the dueling deep Q-network(Dueling DQN)algorithm is used to solve the multi-stage EDP to generate an approximately optimal multi-stage equipment development scheme.Finally,a case of ten kinds of equipment in 100 possible environments,which are randomly generated,is used to test the feasibility and effectiveness of the proposed models.The results show that the algorithm can respond instantaneously in any state of the multistage EDP environment and unlike traditional algorithms,the algorithm does not need to re-optimize the problem for any change in the environment.In addition,the algorithm can flexibly adjust at subsequent planning stages in the event of a change to the equipment capability requirements to adapt to the new requirements.
文摘The results of analyzing the managerial characteristics and complexity of product cooperative development suggest that task planning is an important aspect for process management of product cooperative development and the method for planning tasks should be able to model the dependency between tasks and iterations during the development process. In this paper, a DSM-based method and its corresponding optimization algorithms are developed. At first the coupled task sets and uncoupled task sets are identified, and the tasks are then optimized by the corresponding algorithms. The optimal tasks plan will reduce the development time and cost. Considering the practical requirements in real world, a Multilayer DSM is proposed, and its information communication techniques between DSM and traversing principle are described in details.
文摘Strategic Environmental Assessment is a frontier subject in the field of Environmental Impact Assessment. In the past two decades, especially in recent years, much more importance has been attached to Strategic Environmental Assessment. The Environmental Impact Assessment Law of the P.R. China which was promulgated provides a great opportunity for the development of Planning Environmental Impact Assessment and brings great challenges for the development of traditional Project Environmental Impact Assessment and Planning Environmental Impact Assessment at the same time. In order to promote the implementation of "The EIA Law", the inherent limitations of Project Environmental Impact Assessment must be identified sufficiently and the theory research and practice of Planning Environmental Impact Assessment should be strengthened as well. Measures should be taken currently to enforce the operation system. The authors wish to offer a few references to the progress and implementation of Planning Environmental Impact Assessment in China.

文摘Since the 1960s, Hong Kongs new towns have been builton the assumption that they could be socially and economically selfcontained entities. A study of the linkage between three new townsand metropolitan area confirms that substantial commuting trips arestill made. The new towns serve as dormitories for people workingin the metropolitan area. The commuters' reliance on publictransport is significant. The towns are thus far from self-containedeven aller 20 years of development. The public transport network,trip rate, peak factor, purpose, mode choice, costs and journey time,are signilicantly different from those originally estimated. Thesemay be related to distance from the metropolitan area,theavailability of modes, the structure of the public transport netwrk,and changs in the economical structure of Hong Kong. lt suggeststhat the direct and indiscriminant importation of Westernplanning practice to plan new towns with an oriental socio-economicsetting deserves critical review.
文摘Traffic is a function of land use. Based on the understanding of mutual influences between transportation investment and land development, transportation corridors of various levels in Great Chengdu Area (GCA) were investigated. Trip generation was predicted based on population expansion, and trip attraction was estimated based on land use intensity coefficient. Lane assignment of transportation corridors with case studies is expected with two-way-six-lane routes connecting county-cities, two-way-four-lane routes connecting new towns in plane area, and two-way-two-lane connecting new towns in hilly area and prime villages.
文摘While analyzing overall planning and coordinated development of urban-rural areas, this paper shows that overall planning for the development of urban-rural areas is a requirement for the best use of productive forces. It means the setting up of a policy mechanism for coordinated growth. Recognizing this, the government should set up a way to lead and manage a unified program to increase service and decrease controlling administration power, while safeguarding and fulfilling the farmers' ownership to the means of production.
