Progress in neurorehabilitation research and the support by the National Natural Science Foundation of China from 2010 to 2022

The National Natural Science Foundation of China is one of the major funding agencies for neuro rehabilitation research in China.This study reviews the frontier directions and achievements in the field of neurorehabilitation in China and wo rldwide.We used data from the Web of Science Core Collection(WoSCC) database to analyze the publications and data provided by the National Natural Science Foundation of China to analyze funding information.In addition,the prospects for neurorehabilitation research in China are discussed.From 2010 to 2022,a total of 74,220 publications in neurorehabilitation were identified,with there being an overall upward tendency.During this period,the National Natural Science Foundation of China has funded 476 research projects with a total funding of 192.38 million RMB to support neuro rehabilitation research in China.With the support of the National Natural Science Foundation of China,China has made some achievements in neurorehabilitation research.Research related to neurorehabilitation is believed to be making steady and significant progress in China.

Vietnamese State Budget Accounting With the Relationships Between the State Budget Law and International Public Sector Accounting Standards （IPSAS）＊ Pham Quang Huy University of Economics, Ho Chi Minh City, Vietnam

For a long time, Vietnam has modifications in all aspects in the society. For many years, Vietnam has improved features in administrative works as well as in different areas, such as public administration, finance, and accounting In the accounting content, budget accounting is an important thing which is worth noting. However, along with the achievements, Vietnam is also facing a number of limitations to be overcome for ensuring transparency in the state budget. Since then, the main purpose of the article is to provide a general picture of budget accounting in Vietnam and what has not been done through finding the relationships with budget regulations and international public sector accounting. The results showed that Vietnam will transform and issue the new law on budget and build up a new model for controlling information published by data accounting system in the future.

Characteristics and trends of integrated ocean management under the framework of the United Nations Convention on the Law of the Sea

As the international community place high value on the ocean,protecting the marine environment and promoting the sustainable development of the ocean have become the consensus of all countries around the world.Integrated ocean management,as an important part of the ocean governance mechanism within the framework of the United Nations,have approached to the scene view of human gradually.Taking the United Nations Convention on the Law of the Sea as the framework,the current international integrated ocean management is summarized and the future development trend of ocean management is analyzed,providing reference for China to build a maritime power and a maritime community with shared future.

A Pragmatic Analysis of Public Signs in Chinese-English Translation——Based on the Example of Shaoguan National Forest Park

With the rapid development of economy and close international exchanges, the English translation of public signs is in-creasingly important and cannot be ignored. This paper takes Shaoguan National Forest Park as an example to analyze its publicsigns translation and points out some pragmatic failures from two aspects:pragmatic language failures and social pragmatic failures.Also, the paper puts forward some suggestions based on the translation error analysis.

Contrastive Study of Public Sign Translation and Linguistic Landscape from the National Strategy Perspective

Study on public sign translation and linguistic landscape has become the most practical way of serving the national strategy of language service by the Chinese linguistic scholars.Contrasts of their definitions,functions,research scope and perspectives,and research content are made and approaches to coordinating the two research fields are proposed.It is pointed out that the two concepts are neither the same nor contradictive.Linguistic landscape study can only be enriched and better serve the national strategy if the research fruits of public sign translation are absorbed.

The Challenges of Water Pollution, Threat to Public Health, Flaws of Water Laws and Policies in Pakistan

In an era of unprecedented urbanization, population and industrial growth pressure is serious threat for the water management in Pakistan in present days. Water pollution from raw sewage, industrial wastes, and agricultural runoff limited natural fresh water resources in the country. Human health is facing serious problems due to deteriorating drinking water quality. Current review paper provides an insight to the water quality problems in Pakistan with an attempt to emphasize the challenges of water laws enforcement. Although Pakistan has developed many water laws the state of implementation is dominant, intermediate pollution crises are still remaining. We could come to the conclusion that strictly enforcement is compulsory for water environment regulations in Pakistan. Moreover, it is necessary to establish a reliable risk assessment system for water quality, human health and ecological safety.

An Empirical Research on Satisfaction of Tourism Public Service in National Forest Park

In recent years,leisure individual travel has become a trend of tourism development.Visitors are highly dependent on the public service system of scenic spots.The educational circles at home and abroad are paying more and more attention to the study of tourism public services.Based on the theory of tourist satisfaction evaluation,this paper made an empirical study on the tourism public service system of Kunyu Mountain National Forest Park.It was found that there was a contradiction between the demand for tourism public services and the actual supply in Kunyu Mountain National Forest Park.Based on this,some measures were put forward,such as strengthening the construction of tourist information signs in scenic spots,strengthening the construction of communication facilities and convenient services for tourists,strengthening the training and supervision of service practitioners,and construction of organizations for protecting the legitimate rights and interests of tourists.

Research on the Planning and Management of National Parks: Based on the Public Engagement Mechanism

National Parks not only undertake the basic functions of protecting natural ecological environment, but also play a variety of functions such as the cultivation, scientific research, environmental education, natural recreation, etc. China’s National Park career entered a new chapter after the third Plenary Session of the 18th CPC Central Committee. It is urgent to make specific and operable research as a reference in practice. This paper takes the national parks of the US as the research object to analyze the specific methods and planning process based on the public engagement mechanism, thus improve the planning and management of national parks in China.

Research Progress of Public Participation in National Park Affairs in Foreign Countries Based on CiteSpace

It is of great value and practical significance to study the theoretical system and practice mode of public participation in national park affairs.On the basis of foreign literatures on public participation in national parks collected in Web of Science database,CiteSpace is used to elaborate from four aspects:general situation,main contents and research comments of public participation in national parks (protected areas),and implications for China studies.The results showed that the studies on public participation in national parks in foreign countries started early,with wide range of fields and multi-disciplinary characteristics,but the studies also had limitations.The author considers that China should systematically improve the research in related fields.

A Brief Analysis about the Public Property Attribute of the Fiscal and Taxation Law

Palestinian Nation Branding via Public Diplomacy

The term“branding”is still contested when linked to nations;colleagues in Palestine would argue that the term“promotion”could be of a more positive impact;in fact,this paper will examine this issue as scholars automatically link“branding”to products,business,and trade.It is not easy to imagine the nation as a brand;a nation cannot re-make itself,like a company launching a new product.Branding a nation is inspired by its national identity which started to evolve with the evolution of the nation states;it heavily relies on people’s attachment to a shared land,shared history,shared language,shared culture,religion,clothing,behaviours,values,attitudes,or positions in dealing with internal and external variables.It is crucial to distinguish the identity for a nation which is usually done through studying the elements depending on which a nation promotes itself using public diplomacy.Public diplomacy is a soft power’s key instrument which we cannot ignore;in soft power,the narrative and the reality have to reflect each other.A nation’s identity is partly inherited from history and partly a continuing construction;there are aspects of national reputation which can be altered,for better or worse,by choice of actions,words,and images.Even the inherited parts of national reputation are open to revision as time goes by,states have gun a long way in their nation branding and Palestine cannot remain indifferent.This paper aims to address the importance of Palestinian national branding and to further shed light on how this could be done.Based on examples of other successful countries―case studies,the paper shall introduce a number of elements that shape a national identity;those elements are expected to inspire scholars and policy-makers in determining what is worth promoting in Palestine that would lead to successful branding of Palestine as a nation.In branding for Portugal,Cristiano Ronaldo,the soccer player was determined to be a national brand;the Portuguese chose to brand themselves with his initials CR7.Today,if you read,hear,or visit Portugal,you will find a lot related to CR7,whether we like soccer or not,CR became an attractive brand for his country.For their nation branding,Portuguese chose tourism,cuisine,culture,and sports rather than their history of conquering the world,and this paper will be inspired by this example and others.In Palestine,not much work had been put on nation branding;therefore,this paper will introduce the concepts and will try to examine how important it is for serving the national cause and the strategic national goals,in doing so,the paper will try to answer the following questions:What is nation branding?How is public diplomacy related to nation branding?Can public diplomacy replace nation branding?What is the image of Palestine and Palestinians abroad?How are we seen by others vs.how do we wish to be seen?Does Israel play a role in branding Palestine and Palestinians internationally?Is it important to consider a national brand/s for Palestine?What is the Palestine that we aspire to promote?

The Role of Social Networks as a Public Sphere During the Rise of Chinese Cybernationalism

The nationalism is gradually expanding among the Chinese internauts,but few investigations about the Chinese nationalism’s dissemination over social networks have been done.This study focuses on the structure of social networks used by the Chinese cybernationalists,and their contribution as a public sphere to the Chinese nationalism will be examined,which leads to the understanding of the informational attribute of the Chinese cybernationalism.Also,the communication model showed by the social networks will be defined,so the role of the opinion leaders during the rise of Chinese nationalism can be evaluated.

Operationalizing Cultural Autonomy in International Law as a Form of Effective Participation in Decision-Making

According to most commentators,cultural autonomy is not a right recognized by positive international law.This article argues that the core elements of cultural autonomy can be derived from the right to effective participation guaranteed by Article 15 of the Framework Convention on the Protection of National Minorities(FCNM).The existing standards developed by the Advisory Committee on the Framework Convention are rather vague,and fail to regulate several issues important for effective participation.This is not determined by the wording of the Convention,but by the Committee’s choice to provide states with a very wide margin of appreciation.To fill in the gaps in the Committee’s jurisprudence,the article examines the case study of a recently adopted law on support for minority cultures in Slovakia.By using a qualitative-substantive approach,it specifies the content of cultural autonomy by defining its purpose,as well as the conditions under which it can be achieved.Applying the Committee’s general criteria to the specific problems raised by the Slovak law,the article establishes the core positive law requirements vis-à-vis the right to cultural autonomy.In closing,the article argues that the Committee should adopt detailed standards,similar to those proposed in the text,in order to enforce the right to effective participation in practice.Operationalizing effective participation leads in substance to the enforcement of the right to cultural autonomy,which is a developed form of the former.

Cosmopolitan Democracy and Democratic Public Law

Cosmopolitan democracy model is presented by David Held, beyond idealistic perspectives of left and right ideologies, mainly with a legal view, and found a global impact. As a prominent theorist in the field of democracy studies, David Held, by integrating the principle of autonomy in the model of constitutional democracy with the principle of participation in the model of participatory democracy, introduces a novel composition named ＂cosmopolitan democracy＂ that is a conception of democratic legal relations. Held is the first man who seeks to investigate democracy separated from the ideological models in relation to general human rights and identifies main areas of power in human life. He considers totally seven sets of rights necessarily enabling people to enjoy a free and equal participation in setting their communities. These rights include： right to health, welfare rights, cultural rights, civil rights, economic rights, political rights, and the right to enjoy a peaceful livelihood. Held＇s ultimate desire is to realize ideals of cosmopolitan democracy model in the global sphere, beyond the lessons of the West and the East. Through rethinking the theoretical and practical frameworks of this theory in today＇s world, the current paper seeks to study its role in reproducing democratic realism so that it would prepare the ground for the global consensus far from the ideal models.

The Criminal Law of Public Order as a Guardian of Public Interest in Terrorist Acts Scenario

Promotion of a model of the criminal law of public order represents an important point of reflection in criminal law doctrine. Public order, as a juridical good, has many predispositions to be exposed to criminal activity, and in this point of view, its special protection through criminal law norms constitutes a major concern of criminal legislation objectives. Criminal legislation （as a regulatory and modifying tool within society） is an intelligent social product It is a concrete expression of the important contribution of society in ensuring qualitative and quantitative relations of the model of public order. The latter finds expression as the object of a subjective right, which cannot be divided from the affirmation made by criminal legislation as a primary juridical good. In this context, the model of public order is associated with that of protection of general interest, in the subjective sense of the right to punish （ius puniendO, implemented by state authorities. In their universal meaning, all criminal offences in one way or another affect the normal functioning of public order, but terrorist acts can violate or impinge upon public order more closely and specifically. While affecting the designated model of public order, terrorist crimes put in question the architecture of the rule of law. In response to the mechanisms of terrorist offences, two main criminalization techniques are elaborated： （1） the classical technique of criminalization; and （2] the enumerative technique of criminalization. Criminal sanctions, by which the repression of this criminal vector is carried out, aim at ensuring not only the survival of human society, but also its cardinal values and interests, as well as the technical and scientific progress.

Empirical Test of Wagner＇s law in New Public Management Countries＇ Tax Revenue

The essence of empirical test of Wagner characteristic in new public management countries＇ tax revenue is to test the influence of economic growth on tax growth since new public management movement. Under IMF statistical framework, by using E-G two-step method in co-integration test and Granger causality test and empirically testing of the gross tax revenue and classified tax revenue in Australian, Canada, France, America, Britain these five countries, we can find that most indicators in most countries do not confirm to Wagner＇ s law. With the growth of GDP, tax revenue as a percentage of GDP rises periodically but not permanently. This period can be called the validity period of Wagner＇ s law in financial scale.
