The administrative management of sk...Context/objectives: The fight against Chronic Non-Communicable Diseases (NCDs) is a long-term undertaking, which requires available, motivated and well-managed human resources (HR). The administrative management of skills on both qualitative and quantitative levels is one of the essential functions of a health system. To better implement policies of fight against High Blood Pressure (HBP) and other chronic diseases, it is important to establish strategies to retain health personnel. This loyalty requires favorable working conditions and consideration of the contribution-reward couple. Good working conditions are likely to reduce the phenomenon of medical nomadism;conversely, poor HR management can contribute to their exodus towards exotic “green pastures”, thus leading to an additional crisis in the Cameroonian health system. The fight against HBP is a complex, multifaceted and multifactorial reality that requires appropriate management model for all types of resources mainly HR. The main objective of this research is to show the impact of poor management of human resources in Cameroon health system on medical nomadism and the ineffectiveness of the fight against High Blood Pressure. Method: A cross-sectional descriptive survey among five hundred (500) health facilities in the center region of Cameroon has been conducted. A stratified probabilistic technique has been used, and the number of health facilities to be surveyed has been determined using the “sample size estimation table” of Depelteau. The physical questionnaires have been printed and then distributed to data collectors. After data collection, the latter were grouped during processing in Excel sheets. The Chi-square test was used for data with a qualitative value and that of Kolmogorov-Sminorf for data with a quantitative value to assess the normality and reliability of data. The Crochach’s Alpha reliability test allowed us to have a summary of the means and variances and then to search for intragroup correlations between variables. Descriptive analysis was possible with the XLSTAT 2016 software. Results: 43.60% of Health Facilities (HF) managers were unqualified. 82.20% of HF managers have staff in a situation of professional insecurity. They are mainly contractual (49.00), decision-making agents (24.40%), casual agents (08.80). The proportion of unstable personnel is average of 22.00% and very unstable, 12.00%.展开更多

Ethical principles form a bedrock to medical practice in any specialty,guiding physicians to appropriate attitudes and behaviors.A formal ethics curriculum can be difficult to generate de novo in an ophthalmology trai...Ethical principles form a bedrock to medical practice in any specialty,guiding physicians to appropriate attitudes and behaviors.A formal ethics curriculum can be difficult to generate de novo in an ophthalmology training program.A number of barriers exist in most ophthalmology departments:trainees may think ethics is of secondary importance compared to core basic and clinical science topics;most ophthalmology faculty have no formal degree in medical ethics;there is limited didactic time with competing academic,clinical,and surgical priorities;work-hours regulations may limit the time available to deliver“para-professional”lectures;and there is a belief that the medical ethics lectures during medical school is a sufficient amount of coursework to last through a physician’s career with no need for continuing professional development.The four pillars of medical ethics are beneficence,non-maleficence,autonomy,and justice.In addition,morals,ethics,and professionalism are important aspects of sound medical practice.A curriculum specific to medical ethics in ophthalmology can be developed in any of our sub-specialties and include lectures,curated readings,case rounds,and clinic wrap-up sessions.Ethical considerations are part of everyday clinical practice,and a structured ethics curriculum can be incorporated into ophthalmology training programs.The concept of backward design can be used to structure the curriculum,starting with the expected outcome,then designing authentic assessments,and finally putting together a learning plan that has students actively involved in ethical discussions.This paper will provide a guide to developing an ethics curriculum for an ophthalmology training program utilizing the concept of backwards design and guide the reader through the process of developing expected learning outcomes,authentic assessments,and a unified learning plan.展开更多

Textured magnesium alloys usually exhibit anisotropic mechanical behavior due to the asymmetric activation of different twinning and slipping modes.This work focuses on the pyramidal slip responses of rolled AZ31 magn...Textured magnesium alloys usually exhibit anisotropic mechanical behavior due to the asymmetric activation of different twinning and slipping modes.This work focuses on the pyramidal slip responses of rolled AZ31 magnesium alloy under two loading conditions,compressive and tensile loading along the normal direction.Under the condition where the compressive loading direction is closely parallel to the c-axis of the unit cell,tensile twinning and basal slips are prohibited, dislocations then active and tend to accumulate at grain boundaries and form dislocation walls.Meanwhile,these dislocations exhibit zigzag morphologies,which result from the cross-slip from {10■1} first-order pyramidal plane to {11■2} second-order pyramidal plane,then back to {10■1} first-order pyramidal plane.Under the condition where tensile twins are prevalent,{10■1} first-order and {11■2} second-order pyramidal dislocations are favorable to be activated.Both types of dislocations behave climb-like dissociations onto the basal plane,forming zigzag dislocations.展开更多

We also revealed the existence of a Bio-Entanglement, an entangled relationship between biosensors. A parallel study of biosensors (edible cucumber slices) had also been conducted, and we found that the circadian rhythm of gas concentrations emitted from biosensors changes seasonally. The pyramid power and Bio-Entanglement did not change the number of cycles in the periodic approximation curve representing circadian rhythm. Therefore, in this paper we analyzed the influence of the pyramid power and Bio-Entanglement, i.e., their influence on the phase, amplitude, and correlation coefficient of the periodic approximation curve representing the circadian rhythm of emitted gas concentrations. The main results are as follows. 1) The pyramid power shifted the phase of the periodic approximation curve representing the circadian rhythm by 43 minutes. 2) The amplitude of the periodic approximation curve changed with the pyramid power and the Bio-Entanglement. The effect on the lower and upper sections of the biosensors stacked in two layers was different, with a tendency to increase the amplitude of the lower layer and decrease the amplitude of the upper layer. 3) The pyramid power and the Bio-Entanglement affected the correlation coefficient between gas concentration and the periodic approximation curve representing the circadian rhythm of gas concentration. The effect on the lower and upper layers of the biosensors was different, with a tendency for the lower layer correlation coefficient to be larger and the upper layer correlation coefficient to be smaller. Previously we demonstrated that the pyramid power and the Bio-Entanglement affect the ratio of gas concentration, i.e., psi index Ψ. In this paper we demonstrate for the first time that the pyramid power and the Bio-Entanglement affect time, i.e., phase difference.展开更多
Pyramidal dislocations in magnesium (Mg) and other hexagonal close-packed metals play an important role in accommodating plastic strains along the c-axis.Bulk single crystal Mg only presents very limited plasticity in...Pyramidal dislocations in magnesium (Mg) and other hexagonal close-packed metals play an important role in accommodating plastic strains along the c-axis.Bulk single crystal Mg only presents very limited plasticity in c-axis compression,and this behavior was attributed to out-of-plane dissociation of pyramidal dislocations onto the basal plane and resulted in an immobile dislocation configuration.In contrast,other simulations and experiments reported in-plane dissociation of pyramidal dislocations on their slip planes.Thus,the core structure and mode of dissociation of pyramidal dislocations are still not well understood.To better understand the dissociation behavior of pyramidal dislocations in Mg at room temperature,in this work,atomistic simulations were conducted to investigate four types of pyramidal dislocations at 300 K:edge and screw Py-Ⅰ on{1011},edge and screw Py-Ⅱ on{1122}by using a modified embedded atom method (MEAM) potential for Mg and anisotropic elasticity dislocation model.The results show that when energy minimization was performed before relaxation,in-plane dissociation of edge dislocations on respective pyramidal plane could be obtained at room temperature for all four types of dislocation.Without energy minimization,the edge dislocations dissociated out-of-plane onto the basal plane.Calculations of potential energy and hydrostatic stress of individual atoms at the edge dislocation core show that the extraordinarily high energy and atomic stresses in the as-constructed dislocation structures caused the out-of-plane dissociation onto the basal plane.The core structures of all four types of pyramidal dislocation after in-plane dissociation were analyzed by computing the distribution of the Burgers vector.展开更多

Since 2007, to demonstrate the pyramid power, we have undertaken s...To date, numerous books have been published on so-called “pyramid power” but there have been few academic papers on this subject other than our own. Since 2007, to demonstrate the pyramid power, we have undertaken strictly scientific experiments using a pyramidal structure (PS) that we have carefully constructed. In previous reports, we used the edible cucumber, Cucumis sativus as an effective and practical biosensor. Through measurement and analysis of volatile components (gas concentrations) emitted from the biosensor, we were able to demonstrate the existence of the pyramid power and revealed some of its characteristics. In a paper published in 2022, we showed that gas concentration release from this biosensor displayed a circadian rhythm and that this rhythm changed with the season. Based on the result that the biosensor had a periodic diurnal oscillation called a circadian rhythm, we questioned whether or not pyramid power and Bio-Entanglement also had periodic diurnal oscillations. In this paper, we investigated that possibility. Our results have shown that pyramid power and Bio-Entanglement do not exhibit significant periodic diurnal oscillations. Thus we have revealed for the first time that the field associated with pyramid power is a type of static field that always exerts a constant influence. We expect that our research results will be widely accepted in the future and will become the foundation for a new research field in science, with a wide range of applications.展开更多
International relations(IR)as a discipline is currently experiencing a crisis that may be viewed as a protest against the Euro-centric theories in humanities and the Western view on global politics,some of the most vo...International relations(IR)as a discipline is currently experiencing a crisis that may be viewed as a protest against the Euro-centric theories in humanities and the Western view on global politics,some of the most vocal opponents coming from Asia,with China at its core.This paper aims to compare the principles that depict moral ethics serving as a base for political idealism in the West and the East with Kant’s views as a foundation for Western idealism and Confucius’s ethical theory as a ground for an ideal society from the Asian perspective.The comparison is conducted along the following axes:the notions of autonomy,will,and freedom,initially developed to depict an ideal world order in the Kantian view.As a result of this comparison,the common feature between the two types of ethics,namely the strive for human dignity,becomes apparent.In conclusion,the paper suggests that researchers should concentrate on common features in the two philosophies instead of juxtaposing their apparent differences,which politically reflect the opposition of individualism and collectivism.Stress on human dignity shall become a unifying factor in modern international politics instead.展开更多

文摘The traditional mainstream of political philosophy establishes its thoughts on the subjectivity of“I”,which also formats its ethics of justice and freedom on the ground of selfness for itself and by itself.Political philosophers also incline to generalize and neutralize in labelling persons into the abstract concepts which ignore their particularity and diversity;as a result,this led to devastative consequence politically for the other,and also jeopardized the“I”.Hence Emmanuel Levinas provides his solution to this dilemma in an attempt to put the ethics of justice on the ground of the other.Justice for the other is the starting point for the political ethics.The other is the absolute infinity which cannot be encompassed by any conceptual generalization.It is otherness of the other that actually constitutes the selfness of“I”.The freedom of the other guarantees the freedom of“I”.Human being is initially ethical being.Justice for the other is the real foundation in securing justice for“I”.This mutual horizon of the other and I has primitive implication for the genuine ethics.
文摘Corporate ethics and sustainable development are receiving increasing attention in today’s society.More and more companies are realizing that ethical and sustainable development is not only a requirement for fulfilling social responsibility but also a key factor for achieving long-term growth and sustainable competitive advantage.As a result,companies are integrating ethics and sustainability into their strategies,decisions,and operations to achieve both business success and social benefit.However,some companies shout sustainability and environmental protection slogans;the actual practice differs from the claim.This paper combined the planning and actual data of the Coca-Cola Company and found that the Coca-Cola Company was suspected of greenwashing.While Coca-Cola does contribute to the environment,there is a difference between what it does and what it says.As for the possibility of this problem,the article also makes a relative solution and assessment.
文摘In the digital age,traditional media ethics norms lack sufficient explanatory power and binding force in practice.This paper uses the“Primary School Student Lost Homework in Paris”incident as a case study to explore the ethical controversies surrounding the dissemination of this event.By adopting a hierarchical media ethics perspective,the paper dynamically examines the ethical conduct of various communicators,elucidates the ethical responsibilities of each party involved,and reveals the complexity of communication ethics in the digital age.

文摘There are costs for doing the right thing,but regret is not one of those costs.I learned this lesson the hard way throughout a 42-year engineering career.As a young engineer,raising a family,I was more adaptable to management mandates,i.e.,I was more willing to be unethical to keep my job to make money and have health insurance for my family.As I grew in age,experience,and stamina,I was less adaptable,i.e.,I was more ethical.This article tells this story through events at various times in my engineering career1.Ethics define how we do the right thing.

文摘Textured magnesium alloys usually exhibit anisotropic mechanical behavior due to the asymmetric activation of different twinning and slipping modes.This work focuses on the pyramidal slip responses of rolled AZ31 magnesium alloy under two loading conditions,compressive and tensile loading along the normal direction.Under the condition where the compressive loading direction is closely parallel to the c-axis of the unit cell,tensile twinning and basal slips are prohibited, dislocations then active and tend to accumulate at grain boundaries and form dislocation walls.Meanwhile,these dislocations exhibit zigzag morphologies,which result from the cross-slip from {10■1} first-order pyramidal plane to {11■2} second-order pyramidal plane,then back to {10■1} first-order pyramidal plane.Under the condition where tensile twins are prevalent,{10■1} first-order and {11■2} second-order pyramidal dislocations are favorable to be activated.Both types of dislocations behave climb-like dissociations onto the basal plane,forming zigzag dislocations.

文摘Neurons can be abstractly represented as skeletons due to the filament nature of neurites.With the rapid development of imaging and image analysis techniques,an increasing amount of neuron skeleton data is being produced.In some scienti fic studies,it is necessary to dissect the axons and dendrites,which is typically done manually and is both tedious and time-consuming.To automate this process,we have developed a method that relies solely on neuronal skeletons using Geometric Deep Learning(GDL).We demonstrate the effectiveness of this method using pyramidal neurons in mammalian brains,and the results are promising for its application in neuroscience studies.
文摘We have demonstrated the existence of a pyramid power and have revealed its characteristics by strictly scientific experiments using biosensors. We also revealed the existence of a Bio-Entanglement, an entangled relationship between biosensors. A parallel study of biosensors (edible cucumber slices) had also been conducted, and we found that the circadian rhythm of gas concentrations emitted from biosensors changes seasonally. The pyramid power and Bio-Entanglement did not change the number of cycles in the periodic approximation curve representing circadian rhythm. Therefore, in this paper we analyzed the influence of the pyramid power and Bio-Entanglement, i.e., their influence on the phase, amplitude, and correlation coefficient of the periodic approximation curve representing the circadian rhythm of emitted gas concentrations. The main results are as follows. 1) The pyramid power shifted the phase of the periodic approximation curve representing the circadian rhythm by 43 minutes. 2) The amplitude of the periodic approximation curve changed with the pyramid power and the Bio-Entanglement. The effect on the lower and upper sections of the biosensors stacked in two layers was different, with a tendency to increase the amplitude of the lower layer and decrease the amplitude of the upper layer. 3) The pyramid power and the Bio-Entanglement affected the correlation coefficient between gas concentration and the periodic approximation curve representing the circadian rhythm of gas concentration. The effect on the lower and upper layers of the biosensors was different, with a tendency for the lower layer correlation coefficient to be larger and the upper layer correlation coefficient to be smaller. Previously we demonstrated that the pyramid power and the Bio-Entanglement affect the ratio of gas concentration, i.e., psi index Ψ. In this paper we demonstrate for the first time that the pyramid power and the Bio-Entanglement affect time, i.e., phase difference.

文摘Pyramidal dislocations in magnesium (Mg) and other hexagonal close-packed metals play an important role in accommodating plastic strains along the c-axis.Bulk single crystal Mg only presents very limited plasticity in c-axis compression,and this behavior was attributed to out-of-plane dissociation of pyramidal dislocations onto the basal plane and resulted in an immobile dislocation configuration.In contrast,other simulations and experiments reported in-plane dissociation of pyramidal dislocations on their slip planes.Thus,the core structure and mode of dissociation of pyramidal dislocations are still not well understood.To better understand the dissociation behavior of pyramidal dislocations in Mg at room temperature,in this work,atomistic simulations were conducted to investigate four types of pyramidal dislocations at 300 K:edge and screw Py-Ⅰ on{1011},edge and screw Py-Ⅱ on{1122}by using a modified embedded atom method (MEAM) potential for Mg and anisotropic elasticity dislocation model.The results show that when energy minimization was performed before relaxation,in-plane dissociation of edge dislocations on respective pyramidal plane could be obtained at room temperature for all four types of dislocation.Without energy minimization,the edge dislocations dissociated out-of-plane onto the basal plane.Calculations of potential energy and hydrostatic stress of individual atoms at the edge dislocation core show that the extraordinarily high energy and atomic stresses in the as-constructed dislocation structures caused the out-of-plane dissociation onto the basal plane.The core structures of all four types of pyramidal dislocation after in-plane dissociation were analyzed by computing the distribution of the Burgers vector.
文摘To date, numerous books have been published on so-called “pyramid power” but there have been few academic papers on this subject other than our own. Since 2007, to demonstrate the pyramid power, we have undertaken strictly scientific experiments using a pyramidal structure (PS) that we have carefully constructed. In previous reports, we used the edible cucumber, Cucumis sativus as an effective and practical biosensor. Through measurement and analysis of volatile components (gas concentrations) emitted from the biosensor, we were able to demonstrate the existence of the pyramid power and revealed some of its characteristics. In a paper published in 2022, we showed that gas concentration release from this biosensor displayed a circadian rhythm and that this rhythm changed with the season. Based on the result that the biosensor had a periodic diurnal oscillation called a circadian rhythm, we questioned whether or not pyramid power and Bio-Entanglement also had periodic diurnal oscillations. In this paper, we investigated that possibility. Our results have shown that pyramid power and Bio-Entanglement do not exhibit significant periodic diurnal oscillations. Thus we have revealed for the first time that the field associated with pyramid power is a type of static field that always exerts a constant influence. We expect that our research results will be widely accepted in the future and will become the foundation for a new research field in science, with a wide range of applications.
文摘International relations(IR)as a discipline is currently experiencing a crisis that may be viewed as a protest against the Euro-centric theories in humanities and the Western view on global politics,some of the most vocal opponents coming from Asia,with China at its core.This paper aims to compare the principles that depict moral ethics serving as a base for political idealism in the West and the East with Kant’s views as a foundation for Western idealism and Confucius’s ethical theory as a ground for an ideal society from the Asian perspective.The comparison is conducted along the following axes:the notions of autonomy,will,and freedom,initially developed to depict an ideal world order in the Kantian view.As a result of this comparison,the common feature between the two types of ethics,namely the strive for human dignity,becomes apparent.In conclusion,the paper suggests that researchers should concentrate on common features in the two philosophies instead of juxtaposing their apparent differences,which politically reflect the opposition of individualism and collectivism.Stress on human dignity shall become a unifying factor in modern international politics instead.
