《互惠准入协定》与日澳海洋安全合作

《互惠准入协定》为日本与“准同盟国”澳大利亚在海洋安全领域的密切合作提供了清晰的实施路径与法理依据。在双边层面,日澳海洋安全领域的合作内容不断拓宽;在多边层面,两国配合美国推行“印太战略”,持续深化美日澳安全与防务合作。... 《互惠准入协定》为日本与“准同盟国”澳大利亚在海洋安全领域的密切合作提供了清晰的实施路径与法理依据。在双边层面,日澳海洋安全领域的合作内容不断拓宽;在多边层面,两国配合美国推行“印太战略”,持续深化美日澳安全与防务合作。在《互惠准入协定》框架下,未来日澳两国间的海洋安全合作将会继续深化,武装力量在对方国家的相互部署也将常态化。日澳出于自身利益考虑,不断加强防务合作,积极向军事“准同盟”方向迈进,势必破坏亚太地区现有战略平衡,给地区乃至世界的安全与稳定带来严重挑战。 展开更多

Increasingly engaged in maritime governance,China has developed its distinct vision and gradually established a complete theoretical system surrounding it.In terms of discourse,China has proposed a collection of concepts and ideas including a maritime community with a shared future,the 2lst Century Maritime Silk Road,Blue Partnerships,and marine ecological civilization.In terms of connotations,China champions such values as lasting peace,common prosperity,openness and inclusiveness,and cleanness and beautifulness.Exteriorly and interiorly,we can observe the unique character of China's vision concerning maritime governance,which will continue to upgrade and bear fruit in future practices,boosting the development of Chinese maritime governance theories,multilateral maritime cooperation,and ocean-related international legislation.Guided by its vision,China is expected to contribute more to global maritime security and marine ecological civilization. 展开更多

知识管理与组织学习是现阶段管理学研究的前沿领域,主导着21世纪初期管理理论发展的方向。隐性知识转化是知识管理的核心内容,共同愿景培育是组织学习的主要形式,因此,研发型团队隐性知识的转化与共同愿景的培育有效地促进了团队技术创... 知识管理与组织学习是现阶段管理学研究的前沿领域,主导着21世纪初期管理理论发展的方向。隐性知识转化是知识管理的核心内容,共同愿景培育是组织学习的主要形式,因此,研发型团队隐性知识的转化与共同愿景的培育有效地促进了团队技术创新能力的形成。随着行为经济学的发展,利他性心理偏好逐渐为主流经济理论所接受,从而促进了利他性企业文化的建设与成长。互惠性的管理策略促进了隐性知识转移和共同愿景培育的实现,进而增强了研发型团队的技术创新能力。经验性的研究揭示了研发型团队互惠性文化策略的微观传导机理,为研发型团队进一步提高隐性知识转移与共同愿景培育的效率,从而增强研发型团队的技术创新能力提供了现实性的理论借鉴。 展开更多

This paper reports the impact of a new Canada and China school network on its participating teachers in the context of the Canada−China Partnership Grant Project.Eight schools formed four pairs of sister schools,and teachers in these schools created collaborations embedded in their practices.The data include interviews of teachers and principals in both countries and records of teachers’cross-cultural collaborations.Informed by the literature on teacher learning and professional learning communities,this paper shows benefits of international teacher communities.Also,it explores a new approach to research that features spatiality considerations reflecting a new trend in the comparative education literature.Focusing on teacher knowledge and practice,it shows reciprocal effects of collaboration in the international school network.Finally,this paper links the research results to the literature in a way that highlights the potential of international teacher professional learning communities and contributions of this kind of practice and research. 展开更多
