Tao, Virtue, Benevolence, Righteousness and Propriety:On the Core Values of Shu School

The core concepts of Confucianism were developed over the change of the times by Confucian scholars after Zi Si and Mencius, and have formed their respective structures: The three great principles of "benevolence, wisdom and bravery," and the self-cultivation model of "benevolence, righteousness and propriety" by Confucius. Following Confucius, Zi Si vigorously advocated the five virtues of "benevolence, righteousness, propriety, wisdom and sage."Mencius initiated the four cardinal virtues of "benevolence, righteousness, propriety and wisdom."Xun Zi often constructed the collocation of "benevolence and righteousness, rites and music, and loyalty and trustworthiness."Dong Zhongshu finally developed the five constant virtues of "benevolence, righteousness, propriety, wisdom, and trustworthiness."In a simple, clear, practical and feasible way, the core values of Confucianism have won support among the people and have had an impact on Chinese society for more than two thousand years. Being open and inclusive, the connotation of Confucianism took advantage of the strengths of different schools of philosophy in ancient China, and adopted changes from philosophies with positive attitudes. The Bashu area, in the southwest of China, has inherited the tradition of adhering to the Tao(natural order of the Universe) and valuing morality. Shu scholars have creatively built the core values of "the Tao, virtue, benevolence, righteousness and propriety," and developed a characteristic branch of philosophy above and beyond the Confucian scholars of the Central Plains. This concept stems from Yan Junping of the Western Han Dynasty, promoted by Yang Xiong, developed by Zhao Rui of the Tang Dynasty, Zhang Shangying and Su Dongpo of the Song Dynasty, and Lai Zhide of the Ming Dynasty, then further developed by Liu Yuan and Duan Zhengyuan of the Qing Dynasty, and formed the persistent system of core values of the Shu School. Compared with the values of orthodox Confucianism, the core values of the Shu School have the functions of"a unity of metaphysics and physics"and"a combination of theory and practice,"which remedy the lack of Confucianism's ultimate concern for ontology and the lack of Taoism's realistic concern for practicality.

Estimated prevalence and sociodemographic correlates of mental disorders in medical students of Hebei Province,China:A crosssectional study

BACKGROUND In China,the identification rate and treatment rate of mental disorders are low,and there are few surveys on the prevalence of mental disorders among college students using diagnostic tools such as Mini-International Neuropsychiatric Interview(MINI),so the prevalence and treatment of mental disorders among college students are unclear.AIM To estimate prevalence of mental disorders among medical students in Hebei Province,and provide guidance for improving their mental health.METHODS This was a cross-sectional study based on an Internet-based survey.Three levels of medical students in Hebei Province were randomly selected(by cluster sampling)for screening.Using the information network assessment system,the subjects scanned the 2D code with their mobile phones,clicked to sign the informed consent,and answered a scale.A self-designed general status questionnaire was used to collect information about age,gender,ethnicity,grade,and origin of students.The MINI 5.0.was used to investigate mental disorders.Data analysis was performed with SPSS software.Statistically significant findings were determined using a two-tailed P value of 0.05.RESULTS A total of 7117 subjects completed the survey between October 11 and November 7,2021.The estimated prevalence of any mental disorders within 12 mo was 7.4%.Mood disorders were the most common category(4.3%),followed by anxiety disorders(3.9%);15.0%had been to psychological counseling,while only 5.7%had been to a psychiatric consultation,and only 10%had received drug therapy in the past 12 mo.CONCLUSION Although the estimated prevalence of mental disorders in medical students is lower than in the general population,the rate of adequate treatment is low.We determined that improving the mental health of medical students is an urgent matter.

京津冀地区大气污染物与二氧化碳的协同减排分析

推进减污降碳协同增效成为社会经济高质量发展的客观要求。基于协同控制效应坐标系、单指标协同减排弹性和协同减排协同度等多维度协同减排分析方法,对2013—2019年京津冀地区CO_(2)排放量与SO_(2)、NO_(x)、烟粉尘的排放特征和协同减排水平进行综合评价。结果表明:(1)近年来,京津冀地区的CO_(2)排放量整体上处于增长的平台期,三类大气污染物(SO_(2)、NO_(x)、烟粉尘)实现了不同程度的减排,然而与全国对比,京津冀地区减污降碳协同增效工作仍面临较大压力。(2)京津冀地区CO_(2)与SO_(2)、NO_(x)和烟粉尘三类大气污染物之间存在不连续的协同减排年份、不稳定的协同减排交叉弹性、中低程度的耦合协同度,反映了该区域协同减排程度均处于较低水平,尚未形成稳定的减污降碳协同增效状态。在绿色低碳高质量发展目标引领下,提出如下建议:(1)加快推动污染末端治理向源头治理转变,从源头上实现产业发展和能源消费的低碳化。(2)将产业结构优化作为推进京津冀减污降碳的主要途径,统筹规划项目布局和产能分配。(3)发展能源替代和节能减排,优化调整京津冀的能源消费结构。

京津冀协同发展政策对人口增长态势的影响——基于系统动力学模型的研究

在京津冀协同发展背景下,流动人口集聚态势变化将使不同区域的人口规模与结构发生变动。应用系统动力学模型不仅可以模拟社会经济因素对人口增长产生的影响,还可以模拟政策效应,分析不同政策方案对京津冀人口增长态势的影响。模型不仅纳入了人口、经济与资源环境子系统的众多参数,厘清了京津冀协同发展过程中系统内要素的反馈过程,还依据北京疏解产业产值比衡量疏解政策强度并设计了政策参数,模拟了高方案、中方案、低方案以及技术进步方案下京津冀的人口增长趋势。应用灵敏度检验验证了模型的稳健性。结果显示,不同政策方案下人口规模与结构的变动呈现出明显差异。具体而言,政策实施后随着产业转移与区域内劳动力集聚态势变化,北京未来常住人口规模将下降,这可以缓解城市的资源承载压力;天津、河北的劳动力供给则有所增加。在人口结构方面,政策实施后北京的人口老龄化水平将提高,天津、河北的人口老龄水平虽然在中期会降低,但是在远期则会提高。京津冀协同发展政策、技术进步与市场机制共同发挥作用,可以有效地调节城市人口增长。文章的政策含义是,京津冀各地应依据人口增长的趋势实施差异化、动态化的政策,不断提升资源环境承载能力,以实现区域人口合理分布、经济发展、生态安全的目标。

京津冀协同发展战略的空间结构评估与政策优化

“一核双城三轴四区多节点”是京津冀协同发展战略的重要空间支撑。2014年以来,京津冀城市群空间形态结构初步形成,“一核”中心性短期上升,“双城”融合趋势明显,京津发展轴逐渐向“菱形”城市化区域拓展。但从功能结构来看,北京的核心辐射带动能力还有待提升,北京与天津差距持续拉大,“三轴”的产业与人口集聚力尚需增强,“四区”的协调度和多节点综合承载力也有待完善。整体来看,京津冀城市群的空间结构尚停留在形态建设层面,空间功能还有待进一步发挥。未来,应形成“一主两副、三圈耦合、四轴四区、多中心”的空间结构,把石家庄建设成为京津冀的副中心,促进京津冀三大都市圈耦合协同,将“三轴”拓展为“四轴”,大力培育具有“二传手”功能的区域性中心城市,支撑京津冀协同发展战略长期目标的实现。

“公转铁”政策对京津冀绿色物流效率的影响

为落实绿色发展理念,促进京津冀物流业高质量发展,有效发挥“公转铁”政策对绿色物流效率的提升效应,在系统梳理“公转铁”政策促进绿色物流效率理论机制的基础上,用2010—2020年京津冀地区面板数据,通过双重差分模型、广义双重差分模型和中介效应模型,研究“公转铁”政策对绿色物流效率的促进效应以及作用机制。研究发现,“公转铁”政策在京津冀地区的实施对提升绿色物流效率具有显著的促进效应,并且该效应在经过稳健性检验后依旧成立;政策实施力度对绿色物流效率存在显著的影响,绿色物流效率随着政策实施力度增强而不断提升;“公转铁”政策通过改变物流企业的运输方式偏好,增强铁路运输对公路运输的替代作用,提升绿色物流效率;绿色物流效率提升还受到铁路设施水平、区域建设水平、经济水平、创新能力等多种因素的影响。因此,京津冀绿色物流效率提升,应该考虑多种因素的综合影响,以多层次和系统性支撑政策推动“公转铁”政策的实施;以改变承担社会物流活动企业运输偏好为导向;充分考虑当地内外部环境,结合产业结构、创新能力等因素调整“公转铁”政策实施力度。

京津冀城市群综合承灾能力时空异质性研究

基于2010—2020年京津冀城市群13个城市的调查数据,应用Kernel密度估计方法、空间自相关模型及Dagum基尼系数,分析不同时期京津冀城市群综合承灾能力时空动态演进分布格局及地区差异。结果表明:(1)在时间维度,2010—2020年京津冀城市群综合承灾能力总体呈现逐渐上升趋势,但京津冀城市群各市之间的承灾能力水平差距逐渐增大,区域整体呈现非均衡特征;(2)在空间维度,2010—2020年京津冀城市群综合承灾能力在空间分布上关联度较低,不存在显著的集聚或分散特征,但有局部地区产生聚集特点,属于“高-高”“低-低”空间聚集型城市较多,在此期间京津冀城市群综合承灾能力呈现空间集聚与空间分异并存;(3)京津冀城市群综合承灾能力的总体差异呈现上升趋势,北京-河北地区间差异最大,地区间差异是总体差异的主要来源。掌握京津冀城市群综合承灾能力的时空分布变化规律,并制订相应的防灾策略是京津冀城市群有效应对外部冲击以及实现京津冀地区协同与高质量发展国家战略的重要支撑。
