The lack of descriptions regarding the order of precedence between the local laws of cities with subordinate districts and the regulations of provincial governments in Legislation Law of the People's Republic of C...The lack of descriptions regarding the order of precedence between the local laws of cities with subordinate districts and the regulations of provincial governments in Legislation Law of the People's Republic of China(Legislation Law) has led to two divergent views. One holds that "the local laws of cities with subordinate districts should take precedence over the regulations of provincial governments," while the other supports the exact opposite. This is a value judgment issue in legislation. To reach a solution, we need to clarify the premises based on the characteristics of the laws in question so that a basic common ground can be established for discussion. The first premise for traditional legislation is that a law should be based on experience as well as logic; the second is that the experience of authority subjects, plus the three aspects of logic should outweigh the experience of social subjects, plus the three aspects of logic. With respect to postmodern legislation, the first premise is that experience should override logic, and the second is that the experience of the authority subject should take precedence over that of social subject, with no requirements for logical consistency. Since Legislation Law fal s into the category of postmodern legislation, according to the premises, the argument that the local laws of cities with subordinate districts should take precedence enjoys wider acceptance, but the view is logically challenged in terms of conceptual consistency, system consistency and principle consistency. Based on the monitoring data of ambient air quality and meteorological observation data,the characteristics and meteorological influencing factors of air pollution in Luojiang District of Deyang City from 2018 to 2022...Based on the monitoring data of ambient air quality and meteorological observation data,the characteristics and meteorological influencing factors of air pollution in Luojiang District of Deyang City from 2018 to 2022 were analyzed.The results show that from 2018 to 2022,the main air pollutants affecting the air quality of Luojiang District of Deyang City were PM_(2.5) and PM_(10),and the primary pollutant on heavy pollution days was basically PM_(2.5).PM_(2.5) and PM_(10) pollution showed obvious seasonal differences,and PM_(2.5) concentration exceeded the limit mainly in spring and winter,among which it was the most serious in early spring,especially in January and February,followed by December.PM_(10) exceeding the standard had a high seasonal correlation with PM_(2.5) exceeding the standard,mainly in spring and winter,among which it was the most serious in winter,especially in December,followed by January.PM_(2.5) and PM_(10) pollution showed an overall weakening trend.PM_(2.5) and PM_(10) concentration were closely related to meteorological factors such as temperature,relative humidity,wind speed,precipitation and air pressure,and were mainly affected by rainfall.展开更多

The results showed that during the 16 years the landscape pattern in the district had changed significantly. (a) From the perspective of patch category, areas of arable land, woodland and grassland decreased unceasingly, and arable land accounted for the largest reduction from 488.15 km 2 in 1993 down to 324.37 km 2 in 2009, witnessing a reduction rate of 33.56%. But the patch quantity and fragmentation increased, patch connectivity reduced. Spatial pattern of construction land expanded and its area witnessed a significant increase of 147.05%. Patch cohesion index increased and connectivity grew better. (b) From the perspective of overall landscape, patch quantity, contagion and perimeter-area fractal dimension decreased, patch shape became simple, the Shannon’s diversity index, Shannon’s evenness index and splitting index increased, landscape heterogeneity rose. Ganzhou District is an oasis city in the Zhangye Municipality of Gansu Province, China. Based on multi-temporal TM and ETM satellite remote sensing data in 1985, 1996, 2000, and 2012, and by using corrected figures of...Ganzhou District is an oasis city in the Zhangye Municipality of Gansu Province, China. Based on multi-temporal TM and ETM satellite remote sensing data in 1985, 1996, 2000, and 2012, and by using corrected figures of land use status over the same periods, the spatial area of Ganzhou District since 1985 was extracted with statistical methods, and urban spatial expansion was measured by quantitative research methods. The characteristics of spatial expansion of Ganzhou District were analyzed by urban expansion rate, expansion intensity index, compactness, fractal dimension, and the city center shift method. The results showed that the built-up area of Ganzhou District increased by 3.46 times during 1985-2012. The expansion in 1985 1996 was slow, during 1996 2000 it was rapid, and during 2000-2012 it was at a high speed. This city mainly expanded to the northeast and northwest. Government decision making had a decisive influence on urban expansion. Initially the expansion was uniform, but later the local tfansportation, economy, resources, population, and national policies factors had an obvious influence on urban expansion.展开更多

In this context, the concept of "sponge city" is proposed. This paper, based on the theory of sponge city and low impact development, elaborated the origin, development, connotation, and construction method of "sponge city" concept. In this paper, the urban design scheme of Renbei District in Chengdu was taken for example to analyze the geographical environment and climate characteristics of Chengdu and explain the formation and verification of the scheme. It is considered that the "sponge city" is different from the traditional urban infrastructure. It is essentially an ecological approach. Its core is to build a cross-scale urban water ecological infrastructure to comprehensively solve the prominent water-related problems of urban and rural areas in China.展开更多

It has been the serious problem of many cities in file world, especially in urban areas in developing countries because urbanization is too fast but lack of adaptive management planning and infrastructure. In Vietnam, the big cities, such as HCM （Ho Chi Minh） City, Hanoi, etc. have also been influenced severely by floods. By early 2017, HCM City has 171 flooded sites assigned by the district level; 40 submergence points assigned by Steering Center of Flooding Control Program, and 9 tidal flooded points. The paper will establish a suitable method for assessing flood vulnerability in HCM City from natural, social and environmental aspects. The results of a case study in District 6 show that there are four wards with high vulnerability and 10 wards with average vulnerability.展开更多

文摘Cities are currently confronted with many urban problems, such as water shortages, water quality pollution, floods, and the loss of habitats of aquatic organisms, and badly in need of a more comprehensive solution. In this context, the concept of "sponge city" is proposed. This paper, based on the theory of sponge city and low impact development, elaborated the origin, development, connotation, and construction method of "sponge city" concept. In this paper, the urban design scheme of Renbei District in Chengdu was taken for example to analyze the geographical environment and climate characteristics of Chengdu and explain the formation and verification of the scheme. It is considered that the "sponge city" is different from the traditional urban infrastructure. It is essentially an ecological approach. Its core is to build a cross-scale urban water ecological infrastructure to comprehensively solve the prominent water-related problems of urban and rural areas in China.
文摘Urban flooding has impacted siginficantly on people＇s living： economic development, environmental pollution, etc.. It has been the serious problem of many cities in file world, especially in urban areas in developing countries because urbanization is too fast but lack of adaptive management planning and infrastructure. In Vietnam, the big cities, such as HCM （Ho Chi Minh） City, Hanoi, etc. have also been influenced severely by floods. By early 2017, HCM City has 171 flooded sites assigned by the district level; 40 submergence points assigned by Steering Center of Flooding Control Program, and 9 tidal flooded points. The paper will establish a suitable method for assessing flood vulnerability in HCM City from natural, social and environmental aspects. The results of a case study in District 6 show that there are four wards with high vulnerability and 10 wards with average vulnerability.

文摘The authors employ the high-density resistivity method to image the subsurface structure of a mountain in Erdaojiang District,Tonghua City,Jilin Province,China,to evaluate the potential risk of slope failure on surrounding residential areas and infrastructure,and identify a shallow fault that extends across the center of the mountain and is perpendicular to the mountain slope and accurately locate the spatial position and depth of another fault on the southern side of the mountain.The results provide an important basis for evaluating mountain slope stability.This study also demonstrates that the high-density resistivity method is effective for detecting mountain faults.

Combining the estimation on the number of the elders and pension bed, coordination and planning of institutionalpension facility in the research zone are conducted from three aspects： distribution guidance, ptindple of locating and differentiation configufation, to promote tiie construction of pension agenqr and impel the development of pension business in Xuzhou Qty.

However, the rapid progress that has been made brings some problems, such as high price and high vacacy. This thesis takes Southern District of Qingdao City as an example to illustrate government regulation concerning real estate, and at the end some suggestions are provided.
