Based on the method of linear trending,analysis was made upon the daily temperature statistics of Meitan County from 1951 to 2009,and the results showed that the temperature in general was on the rise.With 1980 as the...Based on the method of linear trending,analysis was made upon the daily temperature statistics of Meitan County from 1951 to 2009,and the results showed that the temperature in general was on the rise.With 1980 as the turning point,it was on the decline before while later the temperature increased quickly.Among these figures,the variation rates of annual average temperature,annual maximum temperature,and annual minimum temperature are 0.11 ℃/10 a,0.08 ℃/10 a,and 0.36 ℃/10 a.The variation rates of average temperature in spring,summer,fall and winter are respectively 0.12 ℃/10 a,0.07 ℃/10 a,0.12 ℃/10 a,and 0.13 ℃/10 a.Morlet wavelet was adopted to analyze the periodicity of temperature change which has periods of different scales.But since 2000,during different time scales most of the areas have been in the period of temperature rises.Besides,certain rule exists in the periodicity of maximum temperature and minimum temperature.Before 1970s,they had opposite changing rules,and the alteration of the peak value occurred.However,in the late 1980s,they had similar changing rules,and their peak values appeared at the same time.It means that against the background of global warming,the reaction of temperature evolution in Meitan County is quite remarkable.展开更多
Safeguarding the elderly population in the countryside is an inherent requirement for alleviating social conflicts in rural areas and effectively carrying out China’s Rural Revitalization.The existing spatial mismatc...Safeguarding the elderly population in the countryside is an inherent requirement for alleviating social conflicts in rural areas and effectively carrying out China’s Rural Revitalization.The existing spatial mismatch between rural elderly service facilities and pop-ulation distribution in China aggravates the imbalance of facility resource space,how to improve the accuracy of demand and supply results and better measuring the spatial fairness of elderly service is significant to realize the optimal allocation of rural elderly service.Based on the above,this study pays attention to the refined needs of the elderly population,and focuses on the spatial equity of the rural elderly facilities,to make up for the short boards of the basic public services in the countryside and realize the all-round rural revitalization.This study takes Huanxian County in the hilly loess area of Longdong,China as an example and explores the spatial equity of rural elderly services by using the Urban Spatial Network Analysis(UNA)to measure the accessible quantity and supply capacity of elderly services.The results found that there were 553 rural eldercare service facilities in Huanxian County,including 285 eldercare facilities and 268 medical and health facilities,and the spatial distribution is characterized by a southward shift in the east and uneven regional distribution.Overall,the supply capacity of rural pension services was generally good,with the township center as the gathering point and spreading out in a faceted manner,with nearby townships forming a contiguous area;however,there were strong contrasts and obvious differences in the strength of supply capacity.However,the spatial equity of rural eldercare service was poor.In 42.05%of the eld-erly population grid cells,eldercare service spatial equity was extremely low.The spatial distribution also presented a northern preference over the southern,a western preference over the eastern,and a concentration along the highway.The study explored the realization of spatial equity in the optimal allocation of rural elderly services based on paying attention to the refined needs of the rural elderly pop-ulation,a vulnerable group,to provide a reference for solving the shortcomings of basic public services in rural areas.The fair allocation of rural elderly services demands that the spatial optimization of facility layout be organically coordinated with policy,management,and post-maintenance,and all elements in the rural territorial system be fully mobilized to achieve the basic guarantee of China’s rural elderly problems.展开更多
Landslide hazard mapping is essential for regional landslide hazard management.The main objective of this study is to construct a rainfall-induced landslide hazard map of Luhe County,China based on an automated machin...Landslide hazard mapping is essential for regional landslide hazard management.The main objective of this study is to construct a rainfall-induced landslide hazard map of Luhe County,China based on an automated machine learning framework(AutoGluon).A total of 2241 landslides were identified from satellite images before and after the rainfall event,and 10 impact factors including elevation,slope,aspect,normalized difference vegetation index(NDVI),topographic wetness index(TWI),lithology,land cover,distance to roads,distance to rivers,and rainfall were selected as indicators.The WeightedEnsemble model,which is an ensemble of 13 basic machine learning models weighted together,was used to output the landslide hazard assessment results.The results indicate that landslides mainly occurred in the central part of the study area,especially in Hetian and Shanghu.Totally 102.44 s were spent to train all the models,and the ensemble model WeightedEnsemble has an Area Under the Curve(AUC)value of92.36%in the test set.In addition,14.95%of the study area was determined to be at very high hazard,with a landslide density of 12.02 per square kilometer.This study serves as a significant reference for the prevention and mitigation of geological hazards and land use planning in Luhe County.展开更多

In order to realize rural revitalization in an all-round way and promote the sustainable and healthy development of the economy and society,China is committed to deepening the pace of building a new countryside with C...In order to realize rural revitalization in an all-round way and promote the sustainable and healthy development of the economy and society,China is committed to deepening the pace of building a new countryside with Chinese characteristics.The reform of the"Separation of Three Rights"of rural homesteads is a key measure,which aims to activate rural resources,enhance the vitality of rural economic development,and then promote the overall process of rural revitalization.This study selects Juancheng County,Heze City,Shandong Province as a typical case.Through an in-depth analysis of the relevant policy orientation of the national homestead reform and the specific practice of local promotion work,it systematically sorts out the registration of homestead rights,transfer of use rights and relevant policy measures adopted in paid use,qualification conversion,policy publicity and system establishment.After in-depth research on the system reform practice of the"Separation of Three Rights"of homesteads in Juancheng County,this paper reveals the main problems existing in the current reform,including the lack of clear policy support for the mechanism of paid use of homesteads,difficulties in the process of identifying qualification rights and challenges,the imperfection of the transfer mechanism of use rights,and the lack or lag of relevant policies.A series of problem-oriented policy suggestions are put forward,including establishing and improving the system of paid use of rural homesteads,improving the income distribution mechanism,promoting the innovation of the mortgage guarantee system for the right to use homesteads,and optimizing the homestead qualification certification procedures.These suggestions aim to provide a useful reference for the Juancheng County Government in promoting the reform of"Separation of Three Rights"of homesteads,and then promote the rational allocation and efficient utilization of rural homestead resources.展开更多

Then this study deter- mined single evaluation factors index and comprehensive suitability index using "ex- treme conditions method" and "suitability index method", and analyzed and assessed the constructive land suitability on each evaluation unit polygons and its suitability level by using GIS software. Taking Lianghe County of Dehong Dai-Jingpo Au- tonomous Prefecture as an example to evaluate land suitability in Lianghe County's main towns around the gentle slope, the results show, in the evaluation area, the area of land suitable for construction and unsuitable for construction respectively ac- count 73.58% and 26.42%. And first-class, second and third-class of land suitable for construction should be composited at the ratio of about 11:49:40. The suitability evaluation index system and method developed in this paper is applicable for evalu- ating the construction land suitability in mountainous areas of southwest Yunnan Province, and will provide theoretical and technical support for land policy measures which strengthen the protection of farmland and promote the scientific development of urbanization in Yunnan Province and even similar mountainous areas of the whole China.展开更多

With the support of ArcGIS 9.3, GeoDA 095 and SPSS 16, by adopting Jenks best breakpoint classification and spatial autocorrelation analysis, quantitative analysis and research have been conducted on the spatial differentiation of rurality of Jiangsu Province. The results show that the rural difference of Jiangsu Province based on county scale is not remarkable, and the area with strong rurality takes a larger proportion; rurality increases from South Jiangsu to North Jiangsu progressively; rurality concentrates in general, seven counties and cities including Jiangyin and Kunshan City are "cold points" while seven counties and cities including Guanyun and Funing City are "hot points" of rurality.展开更多

文摘The limitation of traditional layout system and the continuous contraction of villages and towns have brought challenges to the layout of public service facilities.It is an imperative task against this background to integrate space resources and allocate public service facilities scientifically and reasonably.This paper took the system and method of rural public service facility allocation from the perspective of smart contraction as the theoretic support,and Zixi County in Jiangxi Province for example,built the four-level life circle of“county-fundamental-basic-routine”based on the influence factors of facility allocation,village and town contraction strength,rural comprehensive assessment results,residents’trip willingness and demands on public service facilities,finally proposed the suggestions for optimizing the allocation of village and town public service facilities.
文摘In order to realize rural revitalization in an all-round way and promote the sustainable and healthy development of the economy and society,China is committed to deepening the pace of building a new countryside with Chinese characteristics.The reform of the"Separation of Three Rights"of rural homesteads is a key measure,which aims to activate rural resources,enhance the vitality of rural economic development,and then promote the overall process of rural revitalization.This study selects Juancheng County,Heze City,Shandong Province as a typical case.Through an in-depth analysis of the relevant policy orientation of the national homestead reform and the specific practice of local promotion work,it systematically sorts out the registration of homestead rights,transfer of use rights and relevant policy measures adopted in paid use,qualification conversion,policy publicity and system establishment.After in-depth research on the system reform practice of the"Separation of Three Rights"of homesteads in Juancheng County,this paper reveals the main problems existing in the current reform,including the lack of clear policy support for the mechanism of paid use of homesteads,difficulties in the process of identifying qualification rights and challenges,the imperfection of the transfer mechanism of use rights,and the lack or lag of relevant policies.A series of problem-oriented policy suggestions are put forward,including establishing and improving the system of paid use of rural homesteads,improving the income distribution mechanism,promoting the innovation of the mortgage guarantee system for the right to use homesteads,and optimizing the homestead qualification certification procedures.These suggestions aim to provide a useful reference for the Juancheng County Government in promoting the reform of"Separation of Three Rights"of homesteads,and then promote the rational allocation and efficient utilization of rural homestead resources.

文摘Industry re-feeding agriculture is an important strategy to boost agricultural modernization[1]. As to resource-based regions, the key thing is the way to implement the strategy of resource-based industry re-feeding agriculture. In fact, as a typical resource-based county, Fugu County realizes its quick economic development mainly depending on the local resources and industrial development. And the agricultural development is relatively lagging in the county, more people are beginning to denote themselves to industrial development due to high return brought by resource exploitation, which results that the contradiction between industry and agriculture is gradually prominent in the county. Therefore, it is necessary to seek for a new way to develop industry and agriculture in resource-based counties. This article mainly introduces the mode and method of "industry re-feeding agriculture" in Fugu County, analyzes and summarizes the implementation effects and achievements of modes as well as discusses the problems produced in the course of policy implementation and tries to find countermeasures to coordinate the contradiction between industry and agriculture, then further discuss the development perspective of industry and agriculture in Fugu County.
文摘Songpan County is a poverty-stricken county in the four provinces of China,one of the concentrated areas in China. This paper analyzes the effectiveness of land consolidation in Songpan County to promote poverty alleviation and development through specific cases. The results show that land remediation has improved agricultural production conditions,promoted agricultural efficiency,increased farmers' income,improved rural living conditions,promoted the development of urban and rural integration,improved the ecological environment,solved the problem that restricts the survival and development of poverty-stricken areas,enhanced the ability of farmers to develop themselves,raised the level of civilization in rural areas,and promoted poverty alleviation and development. The poverty alleviation and development has provided certain financial support for land remediation. It has promoted land remediation,and pointed out key directions for land remediation. It has an indirect promotion effect on land remediation.
文摘Songpan County is a poverty-stricken county in Tibetan areas of Sichuan Province,it belongs to a concentrated poverty-stricken area in China.Through summarizing the specific conditions of multi-level cooperation and complementary advantage poverty alleviation model in Songpan County,this paper analyzed the effect of this model.Through the analysis on the cooperative poverty alleviation model(eastern-western cooperation,provincial targeted assistance,county-wide"four-leading and four-assistance"inner-party assistance,social force"10000 enterprises helping 10000 villages",and"visiting every household and keeping every person busy"),it summarized the implementation and actual results of each level.In addition,it summarized the problems encountered in the implementation process of multi-level cooperation and complementary advantage poverty alleviation model and came up with recommendations.With the aid of this successful multi-level cooperation and complementary advantage poverty alleviation model,Songpan County has achieved a decisive victory in the fight against poverty.At the end of April 2019,the poverty rate in the whole region fell to 0.45%,and it successfully took off the poverty hat.This paper analyzed and refined the specific practice,main achievements,successful experience,implications and reference significance of multi-level cooperation and complementary advantage poverty alleviation model,to provide necessary references for innovation of poverty alleviation model in poverty-stricken Tibetan areas,or even other similar provinces and regions.
文摘In this paper, the method of generalized moments of data and systems for 101 counties in Jiangsu and Zhejiang Provinces is used to analyze the impact of industrial agglomeration and industrial structure upgrading on county economic growth. The real diagnosis result indicated that, the industry gathers with the industrial structure promotes has the forward function to the county territory economic growth rate, in the sample time that had not discovered the industry gathers to the economical growth existence non-linearity in? uence. On the other hand, the industrial structure promotes to the county territory economy long-term growth power is stronger, later period should break through the present stage in the manufacturing industry mature county territory through the industrial structure promotion strategy the industry to glide down.

文摘Guazhou County of Gansu Province is a typical ecological fragile area lying in the transition area of desert and oasis.The development of its agricultural economy is highly dependent on natural resources and environment.Contradiction of resources characterized agriculture and the fragile ecological environment has become one of the main barriers to log the impact of local agriculture to achieve sustainable development.Aiming at fragile ecological environment and limiting factors of agricultural sustainable development,thoughts and countermeasures of realizing agricultural sustainable development have been proposed.

[Method] Eco-economy development and major environmental problems in Wuqi County in Shaanxi Province were researched based on local social and economic conditions, population of impoverished people and environment vulnerability. [Result] The areas with vulnerable environment and backward economy should establish a virtuous circle between economy and environment and a sustainable model of economic development. [Conclusion] It is significant to change the severe situation of environment deterioration and to promote ecological civilization.

文摘Based on development of leisure agriculture in Ningxiang County,the existing problems had been analyzed,conditions for leisure agriculture development in Ningxiang County had been summarized,which included good natural conditions and abundant leisure agricultural resources;advantageous social economic conditions and excellent transportation,reference from domestic and foreign leisure agriculture.In view of these advantages,development conception had been further proposed and it was considered that it should enhance publicity,build brand and cultivate source market of leisure agriculture;conduct scientific decision and reasonable planning,develop leisure agricultural tourist area at suburb;pay attention to ecology,protect environment and walk sustainable development road.As for leisure agriculture in Ningxiang,four tourist areas should be divided,which were suburban rest tourist area in the north,celebrity hometown tourist area in the east,hot spring recuperation vacation area in the south and landscape religious tourist area in the west.

文摘According to the particularity of towns' construction in the southwestern mountainous areas of Yunnan Province, this study has built constructive land suit- ability evaluation index system which is different to flat area. Then this study deter- mined single evaluation factors index and comprehensive suitability index using "ex- treme conditions method" and "suitability index method", and analyzed and assessed the constructive land suitability on each evaluation unit polygons and its suitability level by using GIS software. Taking Lianghe County of Dehong Dai-Jingpo Au- tonomous Prefecture as an example to evaluate land suitability in Lianghe County's main towns around the gentle slope, the results show, in the evaluation area, the area of land suitable for construction and unsuitable for construction respectively ac- count 73.58% and 26.42%. And first-class, second and third-class of land suitable for construction should be composited at the ratio of about 11:49:40. The suitability evaluation index system and method developed in this paper is applicable for evalu- ating the construction land suitability in mountainous areas of southwest Yunnan Province, and will provide theoretical and technical support for land policy measures which strengthen the protection of farmland and promote the scientific development of urbanization in Yunnan Province and even similar mountainous areas of the whole China.
文摘Forms and compositions of landscape elements in traditional spaces such as streets,lanes and plazas in ancient villages of Anyi County were studied.On the basis of investigating and analyzing current situation and problems of these ancient villages,difficulties in the development of ancient villages and improvement of living conditions as well as their contradictions with protection of ancient relics and cultures were explored,and corresponding protection principles and means proposed.It was stressed that the protection of landscape images in ancient villages of Anyi County should follow the principles of "protection first,reasonable development,integrated protection,valuing traditional cultures,encouraging the locals' participation",so as to create ancient villages with sustainable cultural traditions and favorable landscape images.

文摘Chinese Root-kin Culture Expo-Park in Guishi County of Henan Province was studied,cultural background of the project and basic conditions of the site were introduced,planning concepts and supportive projects of the root-kin culture theme park elaborated.The overall structure was designed to a pattern of "one axis and five subareas":one axis indicates the major sightseeing axis represented by Zhengxiao Riverfront Landscape Belt,and five subareas indicate Returning-to-homeland Park,Worshipping Ancestors Park,Folk Customs Park,Fujian and Taiwan Park,and Pioneering Park.Design concepts and landscape nodes of all subareas were introduced in detail,and Root-kin Culture applied in the integrated design.The authors proposed that landscape display based on Root-kin Culture should focus on materialization of cultures,reproduction of scenarios and creation of cultural atmosphere.Representative symbols should be refined from native cultures to create garden landscapes fit for actual conditions of the park.

文摘By taking Youxi Village which was the typical village with wooden arched bridges in East Fujian for example, it had discussed landforms, geology, soil, climate and vegetation in natural environment which could be perceived and village's cultural and historical background. Based on relevant research results in academic field, it had studied the relationship between wooden arched bridges and villages' environment in East Fujian, and further analyzed the relation of wooden arched bridges as traditional architectural heritages with village's living condition and history. On this basis, it had analyzed imaginability of natural environment of Youxi Village from the aspects of village's site and stream's trend, and imaginability of cultural environment by taking Wenming Bridge, Liren Bridge and Zhangkeng Bridge for example. It was considered that wooden arched bridge was the consolidation of natural environment and had been the recognizable image at villages of East Fujian, manifesting heavy cultural characteristic.

文摘Wuji Town,which is located by the east of Mt.Hengshan(one of the Five Mountains in China),and the side of Mishui River(a principal east-west water transport in ancient central and southern regions of Hunan),once was an important commercial town and a political,economic and cultural center in the lower and middle reaches of Mishui River due to the particular historical opportunities.Its tourist resources are characterized by "integrated natural scenery and ancient town,highly concentrated scenic spots,prosperous business in the history,row upon row of stores and workshops,numerous temples and ancestral halls,and various festivals".It was proposed that the protection and rural tourism development of Wuji Town should be based on consciousness raising,unification of concepts,scientific planning,application of integrated protection means,and development of regional clusters on the basis of famous mountain and city.
文摘[Objective] This study formulated a technical framework for key settlement selection in Dancheng County of Henan Province. [Method] The location set covering model (LSCM) provided by ArcGIS 10.0 was used in this study. [Result] After reconstruction, the settlement system in Dancheng County is composed of 2 county centers, 7 key towns and 122 key villages. [Conclusion] This study provides suggestions for the development of key settlements in Dancheng County, which contributes to improving the level of rural public services and ensuring social justice.
文摘By taking 65 counties and cities of Jiangsu Province as empirical units, rurality indexes have been constructed based on regional urban-rural integration, and a quantitative evaluation has been conducted on the rurality of Jiangsu Province based on county scale. With the support of ArcGIS 9.3, GeoDA 095 and SPSS 16, by adopting Jenks best breakpoint classification and spatial autocorrelation analysis, quantitative analysis and research have been conducted on the spatial differentiation of rurality of Jiangsu Province. The results show that the rural difference of Jiangsu Province based on county scale is not remarkable, and the area with strong rurality takes a larger proportion; rurality increases from South Jiangsu to North Jiangsu progressively; rurality concentrates in general, seven counties and cities including Jiangyin and Kunshan City are "cold points" while seven counties and cities including Guanyun and Funing City are "hot points" of rurality.

文摘Based on field survey and research of Hanzhong, relocation of Nanzheng County was explored and the existing problems were analyzed. Furthermore, the re- gional characters of Nanzheng County were investigated to analyze the feasibility and necessity of relocation with lots of data and evaluation was made on relocation of Nanzheng County. In addition, the existing problems of relocation were concluded and the prospect of the county was discussed, which is of significance for relocation in Nanzheng County and even southern Shaanxi Province.
