Guangxi Province is a large agricultural province and agricultural eco-environment protection becomes important. The research analyzed major problems of agricultural eco-environment and proposed a series of countermeasures to improve Guangxi agricultural eco-environment and provides references for agricultural eco-environment protection in Guangxi and agricultural development.

Existing Problems and Recommendations for Cultivation of Agricultural Science and Technology Talents in China

China is a large agricultural country. Healthy and rapid development of agriculture plays an important role in overall socialist construction of China. To realize sustainable agricultural development,cultivation of agricultural science and technology innovation talents should be strengthened. Through analyzing existing problems in cultivation of agricultural science and technology innovation talents and combining actual situation of China's agricultural development,this paper came up with pertinent recommendations for strengthening China's agricultural science and technology talent cultivation,including improving agricultural science and technology innovation talent cultivation system,implementing " government- industry- university- institute" talent cultivation mode,speeding up construction of experimental teaching demonstration center,and applying human resource theories.

Existing Problems of Agricultural Development in China and Recommendations

In 2012,China's total grain yield reached 590 million tons and realized nine consecutive years of growth. This is huge historic achievement of China and also rare in development history of world agriculture. However,at the same time of making great achievements,China's agriculture is still confronted with many problems. On the basis of extensive survey,it pointed out 10 outstanding problems: farmland,labor,livestock power,water conservancy,input,agricultural disaster,ecological and environmental problem,waste of resources,economic scale and economic benefits. These problems have brought great adverse influence on China's agricultural development. In view of these problems,to realize sustainable,stable and healthy development of agriculture in the new period,it came up with following recommendations:( i)deepening the understanding;( ii) enforcing laws strictly;( iii) enhancing training;( iv) increasing benefits;( v) saving resources;( vi) protecting environment;( vii) developing science and technology;( viii) consolidating foundation.

Current Situations and Problems of Logistics for Guangxi Fresh Agricultural Products in the New Period and Recommendations

In recent years,Guangxi realized consecutive bumper harvests in fresh agricultural products,leading increase of logistics demand;logistics infrastructure begins to take shape,and logistics of fresh agricultural products takes on diversified development form with wholesale market as main form. However,traditional fresh agricultural products are not selling well and it lacks construction of supply chain; the construction of logistics information system for fresh agricultural products lags behind; organizational level of production and operation of fresh agricultural products is low. Through analyzing current situations and existing problems of logistics of Guangxi fresh agricultural products in the new period( 21 st century),this paper came up with recommendations for developing logistics of fresh agricultural products of Guangxi. Government should increase policy and financial support,build and manage supply chain of fresh agricultural products,accelerate construction of logistics information system for agricultural products,and improve organizational level of logistics of fresh agricultural products,to ensure healthy development of logistics of fresh agricultural products in Guangxi.

Current Situations and Problems of Investment in Agricultural Capital Construction from the Perspective of Investment of Different Ministries and Commissions and Recommendations

Investment in agricultural capital construction is an important factor in improving China's agricultural productivity and international competitiveness. In recent years,the attention to the investment in agricultural capital construction has been lifted to a strategic height. However,there is still little research on the investment in agricultural capital construction. From the perspective of investment of different ministries and commissions,this paper systematically analyzed current situations,problems,and came up with recommendations for the investment in the agricultural capital construction. According to the results,( i) from 1983 to the present,China's investment in agricultural capital construction experienced three stages. Especially after 2010,the scale of investment in agricultural capital construction was huge,and it showed a rapid increasing trend;( ii) the investment in agricultural capital construction is characterized by " multi-sector investment,different departments having different investment priorities and investment scale in different periods";( iii) some investment projects are overlapping between departments,local areas are weak in providing support funds,project construction standard is single,and there are problems of attaching importance to the application,belittling the management,stressing the construction,belittling the maintenance,and serious brain drain;( iv) different departments have accumulated certain experience in long-term exploration. For example,they pay more attention to the refinement and differentiation of projects,focus on the development of targeted poverty alleviation,pay more attention to the " quality" of investment,and pay more attention to the transformation of agricultural production methods. Based on current situations and problems,it came up with recommendations including promoting the integration of funds for investment and project integration,strengthening the personnel cultivation,ensuring simultaneous construction and management of projects,stressing the maintenance after project construction,exploring new modes for project design,management,investment,and financing,and enhancing the support for special investment projects.

AGRICULTURAL ENVIRONMENT PROBLEMS AND COUNTERMEASURES IN CHINA

China is facing the three major agroenvironment problems, which include: chemical pollution, abnormal ecological balance and natural resource deterioration. These environment problems have depleted part of the comprehensive agricultural productivity and hence become a resistance to the further development of agriculture. A number of measures have been taken for controlling over pollution and ecosystem declining. But for the sustainable development the more efforts are suggested to make, including the more stern measures in the population control, adopting the new techniques of saving natural resources and high efficiency, encouraging a frugal life style as well as paying more attentions to the research on the agricultural environment protection.

The Ecological Environment Problems and Countermeasures of Resources Development and Economy Development in Tibet "One River and Two Streams" Agricultural Ecological Basin during the New Period

The integrated development of Tibet "one river and two streams" agricultural ecological basin should control the generated environmental problems and prevent new environmental problems,thereby promoting coordinated development of agricultural economy in the region. It is very necessary and urgent to explore main environmental problems of Tibet " one river and two streams" agricultural ecological basin and effective countermeasures. When developing resources and economy,the principle of combining prevention with control,dominated by prevention and integrated control should be followed; regional advantages,characteristics and environmental self restoring ability should be sufficiently played and used; the policy of integrated prevention and utilization should be used; compensation method,prevention control measures and planning assumption for main environmental problems should be proposed,which could prevent that systemic development of Tibet " one river and two streams" agricultural ecological basin takes the old path of " firstly destroying and then controlling".

Problems in Statistical Data of Agricultural Population in the United States in 1910-1970

According to the data surveyed and released respectively by 3 official authorities including the Bureau of Agricultural Economics under US Department of Agriculture,Bureau of Labor Statistics under US Department of Labor and the Census Bureau under US Department of Commerce,the agricultural population in the United States had a sharp decrease in 1910-1970,and the population structure had completed the transition from agricultural population to industrial population. But there are also some omissions in the official statistical data,mainly including the " agricultural service" workers,floating agricultural population,illegal immigrants and child laborers. These 4 kinds of labor force population that directly or indirectly engage in farm production are not included in the agricultural population of the United States. For the purpose of exaggerating agricultural labor productivity and covering up exploitation from the perspective of the official US authorities and due to limited statistical methods as well as complicated conditions,some data problems including great difference in agricultural population statistics and inaccurate absolute quantity have been caused.

Problems in Construction of Subsidy System for Agricultural Product Identification and Countermeasures——A Case Study of Xingjiang

In line with current situations of extension of Xinjiang's agricultural products,the paper put forward and analyzed existing problems in extension works of agricultural product identification.The problems mainly include:(i) general identification of agricultural products is basically blank and both producers and consumers lack awareness of identification;(ii) creating(famous) brand is a weak point of agriculture in Xinjiang;(iii) certification of non-hazard,green and organic agricultural products lags behind;(iv) it neglects problem of agricultural product packaging.On the basis of these problems,the paper present our recommendations:(i) government provides financial subsidy to actively guide certification of agricultural products;(ii) it should increase financial fund input in brand construction and support(famous) brand construction of agricultural products;(iii) it should provide subsidy for those enterprises creating famous brand,to encourage agricultural producing and processing enterprises to strive for famous brands;(vi) it should stress agricultural product packaging from the source and provide subsidy for agricultural producers who have affixed the identification;(v) it should gradually promote agricultural product identification,to constantly improve the farmers' awareness of agricultural product identification.

Problems and Development Countermeasures of Agricultural Water-Saving Irrigation

Agriculture is the biggest water user in China,and the development of agricultural water-saving has great significance to the national economy and social development. In this paper,the present situation of water used in agriculture irrigation and water-saving potential were analyzed,and the ＂ bottleneck＂ and main problems existing in water-saving irrigation in China were discussed. From the aspects of engineering investment channels,agricultural water-saving policies and management system,reform of agricultural water price and water right transfer,improvement of farmers＇ water-saving consciousness,and promotion of rural land transfer,suggestions were proposed for the development of China＇s agricultural water-saving in future,which will provide a technical support for the sustainable use of agricultural water resources in China.

Over the years,the positive effect of the growth of China’s agricultural cooperatives on the development of rural economy is undoubted,but many problems have been exposed in practice,such as the non-standard problems of shell cooperatives.This paper takes 355 cooperatives in a county of Ganzi as an example to study the types and reasons of nonstandard phenomena in the development of heterogeneous cooperatives,and then puts forward the construction of cooperative governance mechanism based on principal-agent relationship;propagandizing the new cooperative law,enhancing the sense of legal system of members and other governance suggestions to promote the healthy and high-quality development of agricultural cooperatives.
