However, for many organizations, these benefits remain elusive, while outsourcing projects are usually accompanied by unexpected and often negative effects. The paper focuses on in-depth analysis of the current situation concerning outsourcing of information technology projects (IT-projects) in Slovenian public sector. Presented research initially analyses substantive, procedural and other relevant aspects of outsourcing and provides a set of applicable decision making criteria. Stemming from the analysis results, this paper eventually presents the development of a multi criteria decision-support model based on Analytic Hierarchy Process (AHP) which could facilitate enhanced evaluation, selection and implementation of IT outsourcing projects in the public sector.展开更多

This paper introduces the overall demands of AHP evaluation system firstly, and then presents some key technologies to implement AHP evaluation system, including mainly AHP evaluation index architecture based on XML, the class of AHP model, the Web service encapsulation of AHP, the publication and invocation of AHP and the client application. At last, the system is used to analyze the impact factors of online consumption behavior.展开更多

Due to the destruction of the forests and lack of proper ...The objective of this research is to design a method for an appropriate alternative to supply poplar wood as raw material for wood and paper factories in Iran. Due to the destruction of the forests and lack of proper plantation, replacement of the forest wood by the fast growing wood is vital to satisfy all requirements of these factories. A hierarchy was used to prioritize benefits, opportunities, costs and risks (BOCR) using the Analytic Hierarchy Process (AHP) ratings approach. To evaluate the "control criteria" of the system, a control hierarchy was also created and prioritized by applying the Analytic Network Process (ANP). A total of four major control criteria in the system are prioritized where each one controls a network structure evaluated by using ANE The final synthesis results of the system showed that internal poplar tree farming supplied by the forest product factories was the best choice among three potential alternatives (factory procurement, external procurement and mix procurement).展开更多

Particular attentions are paid on establishing a muhilevel evaluation model for damaged prestressed concrete bridge, and the evaluation indices of the model as well as the rating standards are defined in the model. A normal relative function about the evaluation indices of each element is developed to calculate the relative degree, and for each element which is no sub-level elements. When evaluating the elements in sub-item level or index level of the model, the weights of elements that are pertained to one element are adopted, taking account of their deterioration degree. At the same time, the dam- age conditions of bridge are characterized by relative degree, element evaluation scale and structural technology mark of bridge, so it agrees with Code for Maintenance of Highway Bridges and Culvers.展开更多
