深化政府改革是应对加入世贸组织的关键

中国加入世贸组织是经济全球化的客观要求,由于我国要参与全球化,逐鹿多极化,参与共同发展,促进世界和平,加快自身发展,实现中华民族的伟大复兴,我国必须加入WTO。经过艰难的17年的谈判,我国已获准加入WTO。我国加入WTO后,如何面对、适应加入WTO的要求,深化政府改革是加入WTO的关键。WTO的法律原则、规则很多,所有本质概括在一点就是政府签协议。我国政府签署的近300份文件中,只有2件涉及企业,其余全部是政府承诺怎么做,所以是政府签协议。加入WTO后,首先受挑战和冲击的就是政府。政府的核心问题是适应性,如何去适应WTO的法律、规则。政府的难点在于能力、范围、层次的有限性;
