Suitability Evaluation on the Information Service System of "Agricultural Science and Technology 110" in Sichuan Province, China

Method of fuzzy comprehensive evaluation is used to carry out suitability evaluation on the information service system of "Agricultural Science and Technology 110" in Sichuan Province, China. Analytic hierarchy process (AHP) and expert consultation method are used to determine the evaluation index system and index weight. Suitability effect of the information service system of "Agricultural Science and Technology 110" is taken as the target layer. The five indices at criterion layer are the organizational mode of agricultural information service, the support system of agricultural information resources, the agricultural information transfer system, the capital source of agricultural information service, and the support system of agricultural information service. And the index layer includes the talent team of agent service, the interaction between the subject and object, the accuracy of agricultural information, the convenience of agricultural information transfer, the adequacy of fund, the efficiency in the use of fund, the status of information infrastructure and so on. Evaluation result shows that the information service system of "Agricultural Science and Technology 110" in Sichuan Province is suitable for the rural economic development at present. The major factors restricting the information service system are the lack of continuity, the weak infrastructure of agricultural information infrastructure, and the relatively low education level of agricultural producers. Therefore, we should further explore and improve the operation mechanism of agricultural information service, expand the capital source of agricultural information service, strengthen the construction of agricultural infrastructure, and ensure the continuous operation of information service system.

How to Optimize the Management of Science and Technology Funds in Colleges and Universities Based on the Policy of Streamlining Administration,Delegating Powers,Improving Regulation,and Strengthening Services

Modes and Approaches of Promoting Rural Revitalization by Science and Technology Commissioners: A Case Study of Science and Technology Commissioners from Zhejiang Academy of Agricultural Sciences

The modes and approaches of promoting the implementation of strategy for rural revitalization based on agricultural science and technology commissioner system were studied by taking Zhejiang Academy of Agricultural Sciences as an example.The relevant modes and approaches were summarized,such as giving full play to the expertise of science and technology commissioners to promote the prosperity of rural industries,promoting ecological livable construction based on modern agricultural science and technology,promoting rural civilization based on agricultural science and technology,and promoting the construction of rural good governance based on advanced productivity.Besides,agricultural science and technology commissioners use the three elements of"people,technology,and money"to promote the enhancement of agricultural efficiency,farmers’income,and the prosperity of life and then the coordinated development of rural revitalization.

Library's industrial technology information service in science parks—Taking NSL's practice as an example

Purpose:The purpose of this paper is to explore how libraries can develop service and product strategies and the service support mechanism to provide industrial technology information service in science parks.Design/methodology/approach:The analysis is based on a case study of a large Chinese research library,National Science Library(NSL),the Chinese Academy of Sciences(CAS),in serving high-tech companies in Zhongguancun Science Park(Z-Park).Findings:NSL’s practices suggested that in serving business clients,libraries’ product and service strategies should be based on the understanding of users’ needs.Aside from those services that have been recognized by clients such as document retrieval & delivery and novelty search,libraries may expand their service and provide in-depth information analysis and consultation for some key clients.Moreover,a service and product development system should be established,which differentiates the libraries’ products and services from those of their competitors.In providing industrial technology information service,libraries need to construct the service support mechanism,publicize their service and learn to cooperate with clients to meet their demands for knowledge management and innovation.Research limitations:The generalizability of the findings is limited because they are based on an individual case study.Practical implications:Our service practices provide useful information for other libraries to expand their information service to high-tech companies in the new information environment.Originality/value:Z-Park is the first and one of the largest science and technology parks in China.Hence NSL’s practices in serving high-tech companies in Z-Park can be valuable to other libraries that intend to take up the similar service.

Distributed Technology of E-Business and Its Practice

With the evolution of application system, there are t wo different system architectures. One is the traditional application system suc h as MIS and Business Software. Along with its extension, the traditional applic ation system transforms from file-based structure to C/S and then CSS model. At the same time, following the prevalence of Internet/Intranet, Web application s ystem based on browser comes into being. In early time, Web application only pro vided functions of looking over or querying static data on browser. But with the development of Internet/Intranet widely, it’s expected that more and more trad itional applications can be performed on browser, or even E-Business trades and other complicated application systems such as MIS, ERP and CRM and so on. In or der to satisfy both traditional application and Web application, reduce the cost of developing system repeatedly, increase the repeated use of application syste m and take advantage of the functions of OOA/OOD sufficiently, a new distributed architecture structure (system solution based on repeated components) comes for th. In this article, this distributed architecture structure will be discuss ed in detail. Firstly, the evolution of traditional application system and Web application sys tem will be talked over, especially the advantages and disadvantages of these tw o architectures. Secondly, the distributed architecture (system solution based o n repeated components) will be described particular. Several prevalent technolog y of component, such as COM+, CORBA and EJB, will also be illustrate d in this part. Thirdly, the practice of the technology of repeated component wi ll be discussed by analysing and designing the management system of Science & Te chnology Articles. Lastly, the latest distributed techonlogy of E-business(Web service based on xml/soap) will be discussed. In the end, Based on summing-up o f the distributed technology of E-Business, the future distributed tenchnology of E-Business will be expected.

我国遗产型景区“平台(platform)+数据(data)+标准(standard)”管服体系构建初探

探索构建我国遗产型景区“平台(platform)+数据(data)+标准(standard)”管服体系是深入贯彻落实习近平新时代中国特色社会主义思想和党的二十大精神,推进科技治理体系和遗产型景区管理能力现代化发展的重要实践。随着文化旅游产业蓬勃发展,针对国家和地方遗产型景区管理现状,构建符合我国遗产型景区科技创新规律、适应遗产型景区新需求的科技创新管理体系,成为国家、省、市、区县中各类遗产型景区优化管理资源的重要途径。本文通过论述大数据、云计算、人工智能等相关技术,设计“横向到边、纵向到底”的总体建设思路,旨在构建统一标准、信息统筹、资源共享、监测预警、管理优化、决策支持等功能于一体的系统运行体系,为政府推动遗产型景区管理创新制定有效措施提出建议。

基于DEA-Tobit模型的农业科技推广服务效率研究——对福建省306个农业科技推广项目的实证分析

应用DEA方法测算了福建省的农业科技成果推广服务效率,应用Tobit模型分析了影响农业科技成果推广服务效率的因素。针对福建省306个农业科技成果推广服务项目的实证分析结果表明:福建省的农业科技成果推广服务存在规模偏小、投入要素配比不尽合理、效率较低等问题;市场需求与推广载体是影响农业科技成果推广服务效率的重要因素。提出建立需求导向的科技创新与服务体系,建立农业科技需求与服务信息平台,建立健全农业科技推广协调机制,充分发挥农民专业合作社的作用等建议。

基于CiteSpaceⅢ知识图谱的科技创新服务能力研究

科技创新服务能力是反映科技创新发展水平的一个重要方面,通过知识图谱分析方法,以国际比较的方式,从文献时空分布、核心作者、合作网络、核心指标、关键词演进和知识基础等方面,分析国内外科技创新服务能力领域研究状况,发现国内外对科技创新服务能力研究发展速度快,但国内国际的研究水平相比还存在一定差距,进而提出加强理论建设、延伸研究深度、扩大地域合作等深化科技创新服务能力研究的建议。

ASP.NET三层架构在科技奖励评审系统中的应用

针对科技奖励评审系统业务需求特点,提出一种将ASP.NET三层架构应用于该系统的总体设计方法,给出了系统的功能构成和业务流程,并以评审模拟打分模块为实例,设计了其三层架构,给出了各层具体实现的关键技术。

基于PCA的区域科技服务业发展潜力评价研究

本文首先构建了科技服务业发展潜力理论分析框架,从理论上分析了区域经济发展水平、区域科技资源、区域制造业基础、科技服务业产业基础以及地方政府支持对科技服务业发展潜力的影响;然后在此基础上构建了区域科技服务业动态发展潜力的评价指标体系,并获取了相应统计数据;最后运用主成分分析方法对数据进行了计算和处理,得到了关于我国30个省级区域的科技服务业发展潜力综合得分和排名状况的相关研究结论。

基于DEA的我国科技人力资源利用效率研究——以高技术产业为例

据中国科学技术协会统计,我国科技人力资源总量已居世界首位,但是与发达国家相比,我国科技人力资源总体利用效率低下,这种情况在高技术产业中表现得比较明显。DEA是衡量科技人力资源利用效率的有效方法,以我国高技术产业17个主要行业为样本量,用DEA方法衡量我国高技术产业科技人力资源利用效率。结果表明,经费投入是影响我国高技术产业科技人力资源利用效率的最主要因素。为此,建议我国高技术产业从绩效考核、人才队伍建设、经费管理等方面着手,不断发挥科技人力资源利用效率。

长江三角洲城市群科技服务业效率评价——基于超效率DEA模型及视窗分析

根据科技服务业内涵,将其划分为五大细分行业,以长江三角洲城市群为主要研究对象,使用2010-2016年投入与产出数据,建立超效率DEA模型,并运用视窗分析评价长江三角洲城市群五大细分科技服务业发展效率。研究结果表明:规模无效是导致各区域科技服务业综合技术效率未达到有效的共性因素;我国科技服务业需要优化投入产出结构,扩大规模效应;长江三角洲城市群科技服务业综合技术效率水平及趋势具有显著差异。据此,分别对全国及长江三角洲城市群五大细分科技服务业发展提出改进对策。

基于改进NSGA-Ⅱ算法的科技服务链推荐

在科技服务机构和科技服务大量增长以及用户需求日趋复杂化和链式化的背景下,向用户推荐满足其个性化要求的科技服务链成为亟需解决的问题。首先构建考虑服务特有属性的科技服务推荐模型,在NSGA-Ⅱ算法中引入去重操作以消除由于候选服务数量限制产生的重复服务链,提高算法的多样性和收敛性,并使用该算法对模型进行求解,得到一组Pareto最优服务链集。然后通过科技服务链评估函数对服务链进行排序,将最优综合科技服务链推荐给用户。实验结果表明改进的NSGA-Ⅱ算法求解出的满足服务需求方要求的解的数量和准确性均优于NSGA-Ⅱ算法。

科技服务业助推中国经济高质量发展的影响因素和优化路径研究——基于GRA模型与CRITIC权重法的综合分析

以五大发展理念为基本维度构建经济高质量发展指标体系,并从投入、环境、产出三个维度构建了科技服务业指标体系,采用2012—2019年的相关数据,运用GRA模型分析科技服务业助推经济高质量发展的影响因素,并基于CRITIC权重法构建科技服务业助推经济高质量发展的助推效应指数,探究科技服务业三个维度影响因素的助推效应及其变化趋势。研究结果表明,科技服务业各指标与经济高质量发展相关指标的关联性较强,科技服务业对经济高质量发展具有较好的助推作用;科技服务业对我国经济高质量发展的助推效应不断增强,同时综合助推效应指数的变化趋势与投入助推效应指数高度吻合,且投入助推效应指数是促进综合助推效应指数正向增长的核心指标,环境助推效应指数和产出助推效应指数是综合助推效应指数保持稳定变化的基础性指标。结合研究结论提出了进一步增强科技服务业助推我国经济高质量发展的能力和效应的优化路径。

科技服务业发展、区域创新能力与经济增长——基于VAR模型分析

科技服务业作为我国创新发展的支撑产业之一,其发展变化与地区的创新能力息息相关。从区域创新能力的角度出发,通过建立科技服务业发展、区域创新能力和经济增长理论模型,借助VAR模型方法,选取中国2003—2016年度数据进行实证检验,分析说明三者之间的交互关系,从理论框架上丰富和发展了现有关于科技服务业影响的相关研究。研究结果发现,科技服务业能够对区域创新能力、区域经济增长起到显著的促进作用,但是促进作用呈现出一个初期较弱,随着时间增长逐渐显著的长期效应。
