Understanding trust-related factors affecting citizen adoption of e-government services

Purpose:Today,the use of e-government services is still at a low level in China.Based on the understanding that citizen trust is an important factor influencing e-government adoption,this research tries to develop a model of citizen trust in e-government in an effort to study the impacts of trust-related factors on citizen intentions to adopt e-government services.Design/methodology/approach:The data was collected from an online survey of 182Chinese users who had more than 3 years' online experiences of using government websites.Structural equation modeling analysis was used to validate the proposed model.Findings:Our survey shows that trust in e-government,perceived usefulness and perceived ease of use are critical factors that influence citizen intentions to use e-government services.The study findings also indicate that citizen trust in e-government is positively associated with trust in government,institution-based trust and perceived usefulness of e-government services.Research limitations:The survey sampled adults aged from 25 to 35 years old.Such a limited sample group cannot represent all of the population.So a larger sample involving more experienced online users will yield more useful results.Practical implications:The study results will help government agencies,especially the Chinese government agencies,find ways to improve the Chinese citizens' trust in e-government and promote their adoptions of e-government services.Originality/value:Previous researches have investigated separately the impacts of user evaluation of government websites and user trust in e-government on user intentions to engage in e-government.This study makes a theoretical contribution by integrating these two perspectives and building a model of citizen trust in e-government in understanding the impacts of trust-related factors on citizens' adoptions of e-government initiatives.

Assessing Factors Affecting the Adoption of E-Government Services in Developing Countries for Transport Sector, amidst the Covid-19 Pandemic

The study was looking at establishing factors that are affecting the adoption of electronic government services in the Developing Countries for Transport sector amidst the Covid-19 pandemic based on the Unified Theory of Acceptance and Use of Technology Model (UTAUT). The study first looked at the major challenges faced by the Zambian transport sector in the implementation of e-government services among the citizens. The study then proposed a model through a web-based e-commerce web portal that could be adopted to address the challenges identified in the study. The study was based on all registered motor vehicles. These were from the various transport sectors in Zambia’s capital city, Lusaka. Both qualitative and quantitative data was collected from respondents using a structured questionnaire. The questionnaire was generated based on the UTAUT conceptual model. The response rate was 57% giving 141 questionnaire responses from the four transport providers. The Chi-Square test of independence was used to analyze the data using SPSS software. The results showed that interaction between trust in government and trust in the Internet has a significant effect on the utilisation of e-government services. The test had an observed P-Value of 0.05 against the Chi-Square value of 59.535. The results further showed that e-services control and effort expectancy had a significant impact on the actual utilisation of e-government services.

Payments for Ecosystem Services Incentives and Adoption of Land Use Interventions in Uluguru Mountains, Tanzania

The role played by Payments for ecosystem services (PES) in promoting land use interventions is increasingly being recognized as an important instrument for changing land use management worldwide. Despite the increase, adoption of land use interventions promoted by PES and factors influencing it are not well understood. This study was carried out to assess the adoption of land use interventions promoted by PES scheme four years after its implementation in the Uluguru Mountains, Tanzania. The specific objectives of this study were to assess the adoption and factors that influenced it. The study employed questionnaire survey method to collect data from 219 households selected randomly. Focus group discussions and key informant interviews were also conducted to complement information obtained through questionnaire surveys. Descriptive and inferential statistical analyses were employed. Binary logistic regression was used to analyse quantitative data obtained, while content analysis was applied to qualitative data. Results revealed that during the project implementation, 40% of the households did not adopt any of the promoted interventions. Unexpectedly, four years after the project ended, every household sampled had adopted the interventions. Households headed by younger heads and those with land ownership, households which received PES incentives and lived for a long time in the same area and those with more labour force and access to extension services were found to have adopted more interventions (p ≤ 0.05). Thus, the study concludes that socioeconomic characteristics, agricultural extension services and incentives initially provided to farmers are key factors influencing the adoption of land use interventions. Therefore, it is recommended to the government that it should support farmers to get land tenure and to provide them with more incentives to improve their farms through adopting technologies.

Consumer Risk Perceptions in Mobile Health Services Adoption: Do They Matter?

The purpose of this study is to investigate empirically the role of consumer perceived risks in the adoption of mobile health services. A theoretical model including the perceived risk associated with the activity targeted by a mobile health service and the perceived risk associated with the mobile service itself was developed and tested empirically in the context of an application supporting smoking cessation. The model was validated in a cross-sectional experiment conducted with 422 consumers in the UK and Canada. Findings show that while risk triggered by the nature of a health promotion activity is a strong driver of the adoption of the supporting mobile health service, risk related to the actual application targeting that activity is a comparatively weaker obstacle. The two contrasting risk perspectives are highly significant as they together explain over 31% of the variance in consumer intention to use the mobile health service, independently from other adoption factors. Overall, this study demonstrates that consumer risk perceptions alone are a multifaceted and meaningful component in mobile health services adoption, and that this element should not be overlooked in more complex research models.

A Framework of Information Service Platform in E-Government

For exchanging and sharing information and services in e-government, a framework of information service platform (ISP) is presented. The multi-layer architecture of the ISP is introduced. They are. user's requirement layer, business service layer, business process layer, business function layer and data layer. The lower layers are based on the architecture of web services and the upper layers are related to the institutional and organizational issues. In order to deal with the variation of user's requirements and changing environment, the matching and mapping processes with adaptive mechanism are illustrated.

Factors influencing user adoption of location based service:From the expanded TAM perspective

Purpose:This study intends to examine the factors influencing user adoption of location based service(LBS).Design/methodology/approach:This paper develops the research model for user adoption of LBS with the technology acceptance model(TAM) as the theoretical foundation.Using a questionnaire and sampling method,empirical data was collected from 386 participants.Structured equation modeling was used to test the validity of the proposed model.Findings:The results show that I) perceived ease of use.perceived usefulness and perceived playfulness were direct determinants of behavioral intention,and perceived ease of use has the greatest impact of the three;2) emergency,ubiquity,technology maturity and social trust all have positive and significant impacts on perceived ease of use;3) emergency and social trust significantly influence perceived usefulness positively:4) individualization and social impact significantly affect perceived playfulness positively.Research limitations:Subjects were from China’s mainland,which limits the generalizability of the research findings.The interaction effects of age,gender and user experience were not included.Practical implications:This study offers LBS operators,marketers and application developers insights into the way to attract more users by increasing perceived usefulness,ease of use and playfulness of LBS.Originality/value:Location based service is still a relatively new concept and there were few theoretical and empirical studies that examine user adoption of the serv ice.This study contributes to existing LBS adoption studies by modifying and extending TAM and meanwhile the empirical study will help the research community gain a deeper understanding of the factors affecting user adoption of LBS.

Cloud Computing of E-Government

Over the past years, many businesses, government and individuals have been started to adopt the internet and web-based technologies in their works to take benefits of costs reduction and better utilization of existing resources. The cloud computing is a new way of computing which aims to provide better communication style and storage resources in a safe environment via the internet platform. The E-governments around the world are facing the continued budget challenges and increasing in the size of their computational data so that they need to find ways to deliver their services to citizens as economically as possible without compromising the achievement of desired outcomes. Considering E-government is one of the sectors that is trying to provide services via the internet so the cloud computing can be a suitable model for implementing E-government architecture to improve E-government efficiency and user satisfaction. In this paper, the adoption of cloud computing strategy in implementing E-government services has been studied by focusing on the relationship between E-government and cloud computing by listing the benefits of creation E-government based on cloud computing. Finally in this paper, the challenges faced the implementation of cloud computing for E-government are discussed in details. As a result from understanding the importance of cloud computing as new, green and cheap technology is contributed to fixing and minimizing the existing problems and challenges in E-government so that the developed and developing countries need to achieve E-government based on cloud computing.

Comparison of Electronic Taxpayer Services in OECD Countries and Recommendations for China

Through comparing development trend electronic taxpayer services in OECD countries and analyzing its drawbacks,it gained beneficial experience of electronic taxpayer services.Then,it came up with policy recommendations for China.It is recommended that China should raise the electronic taxpayer services to national strategy level,improve the efficiency of electronic taxpayer services in line with the taxpayercentered principle,develop ways of electronic taxpayer services with Chinese characteristics,increase convenience for taxpayers on the precondition of guaranteeing information security,make effort to reduce compliance costs of taxpayers,and promote popularization of electronic taxpayer services with the framework of laws.

The Systematic Discovery of Services in Early Stages of Agile Developments: A Systematic Literature Review

In recent years, agile methodologies have been consolidated and extended in organizations that develop software in Web environments. For this reason, the development methodology of these organizations will not only be related to Services, but also to the Web Engineering paradigm. These organizations are heading for incorporating software development methodologies whose paradigm can allow integration, naturally and in the earlier stages of Web applications develop with the services of the organization that described and published in the Services Portfolio. The aim of this study will be to analyze the current state of the art in the process of discovering services in early stages of agile software development with focus on those identified requirements that could be covered with the services included in the Service Portfolio. We have identified 20 relevant papers through conducting a double systematic literature review (SLR). It is concluded that no study has been found that can solve the entire process of discovering candidate services within an organization that cover the requirements of a new application developed with agile methodologies. At the same time, guidelines have been found to formalize the solution to this problem and fill in that gap of knowledge by proposing in a single process, the formalization of a requirement based on agile techniques, which can be managed against a Services Portfolio.

农业补贴下资源禀赋对农户农机社会化服务采纳行为的影响

农机社会化服务作为小农户链接现代农业的桥梁,是发展农业机械化和规模化经营的重要手段,对推动农业现代化具有重要意义。在对江西省483户农户进行实地调查的基础上,采用二元Logistic模型实证分析农户资源禀赋对农户农机社会化服务采纳行为的影响,并进一步分析农业补贴对农户资源禀赋影响农户农机社会化服务采纳行为的调节作用。研究结果表明:农户资源禀赋显著影响农户农机社会化服务采纳行为,其中户主的健康状况、经营年限、家庭劳动力人数、熟识的村干部数量、农业收入占比、耕地面积显著正向影响其农机社会化服务采纳行为,农机价值则显著负向影响其农机社会化服务采纳行为。另外,农业补贴对农户资源禀赋影响农机社会化服务采纳行为有显著的正向调节作用。具体而言,农业补贴对人力资源禀赋中的健康状况、社会资源禀赋中的是否加入合作社、经济资源禀赋中的农业收入占比和自然资源禀赋中的耕地面积与农机社会化服务采纳行为的关系均有正向调节作用。基于此,提出落实好农业补贴政策、鼓励身体健康的高素质农民务农、鼓励政府部门与农民多交流沟通、增加农民收入等对策建议。

个性化算法推荐服务用户采纳意愿影响因素:元分析研究

数智时代,个性化算法推荐服务迅速发展。关于个性化算法推荐服务用户采纳意愿影响因素的实证研究结论存在不一致的现象,为明确关键影响因素,对该主题实证研究成果进行梳理与再分析,为后续相关研究提供借鉴。本文运用元分析方法,从国内外聚焦个性化算法推荐服务用户采纳意愿的51篇实证研究成果中识别出14个关键影响因素,其中信任、态度、感知愉悦性、交互质量、推荐信息质量等因素对用户采纳意愿作用程度较强。研究时间、社会环境和应用平台类型会对相关变量与个性化算法推荐服务用户采纳意愿之间的关系产生调节作用。

基于UTAUT-VAM模型的中小制造企业云服务采纳意愿影响机制研究

基于整合型技术接受理论(UTAUT)和价值接受模型(VAM),构建中小制造企业云服务采纳意愿影响因素理论模型,根据影响中小制造企业云服务采纳意愿的因素提出了相关假设,并运用结构方程模型和Bootstrap方法进行相关的实证检验。结果显示:(1)绩效期望、努力期望、便利条件和社会影响对感知价值具有正向显著影响;(2)绩效期望、便利条件和感知价值对采纳意愿具有正向显著影响;(3)感知风险对感知价值和采纳意愿具有负向显著影响,努力期望和社会影响对采纳意愿影响不显著;(4)感知价值存在中介效应,努力期望和社会影响通过感知价值间接影响采纳意愿。研究结论在云服务建设、组织保障、政策制定等方面为中小制造企业提供上云实践参考。

Methodology for Web Services Adoption Based on Technology Adoption Theory and Business Process Analyses

Web services use an emerging service-oriented architecture for distributed computing. Many organizations are either in the process of adopting web services technology or evaluating this option for incorporation into their enterprise information architectures. Implementation of this new technology requires careful assessment of the needs and capabilities of an organization to formulate adoption strategies. This paper presents a methodology for web services adoption based on technology adoption theory and business process analyses. The methodology suggests that strategies, business areas, and functions within an organization should be considered based on the existing organizational information technology status during the process of adopting web services to support the business needs and requirements.

基于ADOPT模式的乳腺癌术后出院准备计划研究

目的:探讨基于ADOPT模式对乳腺癌患者实施出院准备服务的应用效果。方法:采用随机数字表法将67例乳腺癌患者分为干预组和对照组,对照组给予常规护理,干预组在常规护理的基础之上结合ADOPT模式实施出院准备服务干预。比较两组出院时的出院准备度得分及自我管理行为得分。结果:干预组乳腺癌患者出院时的出院准备度高于对照组,差异有统计学意义(P<0.05),自我管理行为得分也高于对照组,差异有统计学意义(P<0.05)。结论:结合ADOPT模式的出院准备服务能够提高乳腺癌患者的出院准备度和自我管理行为能力。

锚定效应视角下农户农机服务采纳行为研究——以秸秆深翻还田技术为例

在绿色可持续发展战略背景下,秸秆深翻还田技术的应用对发展高质量生态农业、治理农业农村环境污染具有重要价值。从行为经济学锚定效应理论出发,基于河南省4县1036个农户的微观调研数据,运用Probit模型和OLS模型分析锚定效应对农户秸秆深翻还田技术采纳的影响机制。研究结果表明,当仅存在外在锚时,农户秸秆深翻还田采纳行为存在显著的外在锚效应,属于直觉决策系统的主导作用,处于被动加工模式。当外在锚和内在锚同时存在时,则内在锚效应更为显著,回归系数为0.630和0.088,外在锚效应会减弱或消失。此外,商业化程度在外在锚效应对农户采纳秸秆深翻还田的影响中起到正向调节作用,交互项系数为2.174和0.061,商业化程度越高,内在锚效应对农户采纳秸秆深翻还田的促进作用越强;社会网络在内在锚效应对农户采纳秸秆深翻还田的影响中起到正向调节作用,交互项系数为0.641和0.121,社会网络有助于秸秆深翻还田技术的长效运行。据此提出相关建议:提升农户绿色技术认知,适度扩大农机服务规模,利用数字媒介推广绿色发展理念等建议提高农户秸秆深翻还田技术采纳的积极性。

农技推广服务信息化对农户科学施肥技术采纳决策的影响

持续推进科学施肥是实现稳粮保供和生态文明建设的有力支撑。为探寻数字乡村建设背景下促进我国农户科学施肥的有效策略,本文基于湖北省水稻产区1256份农户调查数据,利用Heckman两阶段模型,从“采纳行为”和“采纳程度”两个方面探讨了农技推广服务信息化对农户科学施肥技术采纳决策的影响;并运用逐步回归法对农技推广服务信息化影响农户科学施肥技术采纳决策的作用机理进行剖析。研究发现:1)农技推广服务信息化对农户的科学施肥技术采纳行为和采纳程度均存在显著的正向影响。2)农技推广服务信息化对农户不同类型科学施肥技术采纳行为的影响存在差异。相较于新型肥料施用技术,农技推广服务信息化对农户采纳高效施肥技术的带动效应更大。3)农技推广服务信息化通过提高效益认知促进农户的科学施肥技术采纳行为,通过降低风险认知促进农户的科学施肥技术采纳行为和采纳程度。据此,本文提出要不断丰富信息化服务形式与内容、完善协同推广机制、通过个性化服务和精准推广提升农技推广服务效能等政策建议。

D&M和全评价模型下全民健身公共服务平台用户采纳意愿研究

目的:公众的普遍采纳是全民健身公共服务平台创新扩散与价值实现的必要前提,对影响我国全民健身公共服务平台用户采纳意愿的因素进行探究。方法:采取文献资料、专家访谈和问卷调查等方法,并基于D&M和全评价模型,以满意度为中介,利用Spss AU及Amos 26.0对搜集的数据进行分析并验证研究假设。结果:(1)平台形式质量、内容质量和效用质量对用户采纳意愿均有显著影响,综合路径系数从大到小依次为平台形式质量(0.270)、内容质量(0.259)和效用质量(0.246);(2)满意度对用户采纳意愿有显著影响,在平台形式质量、内容质量、效用质量与用户采纳意愿间均具有部分中介效应,占比依次为26.30%、31.28%、25.61%,且在平台内容质量间的中介效应占比最大。结论:中介模型的构建证实了平台形式质量、内容质量和效用质量既可以直接影响用户对全民健身公共服务平台的采纳意愿,也可以通过满意度间接影响采纳意愿。建议:未来可以加强平台界面设计与平台效用质量,通过提升平台内容质量增强用户满意度与采纳意愿;同时,政府、平台企业与用户需深度互锁,共同参与全民健身公共服务平台治理。

An Integrated and Comprehensive Fuzzy Multi-Criteria Model for Electronic Wallet Selection

Electronic wallet(E-wallet),which combines software,hardware,and human interaction,is a modern platform for electronic payment.Financial services managers can create more effective strategies for advancing existing positions by evaluating the success of e-wallet services.The objective of this research is to create an integrated model for assessing E-wallet services using the Fuzzy Analytic Hierarchy Process(FAHP)in conjunction with a technique for extent analysis and the ARAS approach(Additive Ratio Assessment).In this study,E-wallet service providers are ranked and evaluated using the ARAS approach and the FAHP priority weights.In addition,a case study from Vietnam illustrates how the methodology is used.The data shows that perceived usefulness,perceived usability,perceived simplicity of use,and perceived threat have the least impact on how acceptable an Ewallet is.As a result,the suggested model improves the efficiency of E-wallet service operations and assists in overcoming the challenges associated with the evaluation of E-wallet services.The case finding demonstrates that the suggested model is a reliable and useful tool for making decisions when assessing E-wallet service providers functioning in a complex and changing environment.

医疗服务获取方式会受到突发公共卫生事件的影响吗?——来自新冠肺炎疫情期间网络问诊采纳意愿方便抽样的证据

医疗服务影响着国家的长期生产力和共同富裕的程度,其获取方式在数字化背景下正逐步向“线下+线上”转换。然而通过方便抽样,运用Logit模型及匹配法验证后证实,新冠肺炎疫情这一突发公共卫生事件并没有显著提升网络问诊的采纳意愿,且存在着“知晓—使用”悖论。也就是说,个体对线下就诊模式依旧存在很强的路径依赖,疫情中的“期间知晓者”因对网络问诊的了解时间短、知晓程度浅,还不足以产生尝试新途径的想法;而从感知易用性、感知有用性、既有就医路径等的显著作用中可知,应对网络问诊进行深层次的宣传与推广,需打通“首次使用网络问诊”这一道“万事开头难”的关口;同时还要高度重视对农村居民数字技能的培养和扶助,从而消弭网络问诊在城乡间已然十分明显的数字鸿沟。
