Guarantee Strategy for the Safety of Agricultural Industry in Hunan Province

The safety of agricultural industry in Hunan Province shows an upward trend from"basically safe"to"very safe",but the state in the"safe"or"very safe"range is still unstable.In view of this,Hunan Province should guarantee the agricultural production ability,cultivate and enhance the core competitiveness of agriculture,firmly grasp the agricultural control power,attach importance to the export quality of agri-cultural products and other aspects to ensure the safety of agricultural industry.

Comparative Analysis on Farmers' Specialized Cooperatives from the Perspective of Agricultural Industry Chain

Taking three typical farmers' specialized cooperatives in Jingyuan County of Gansu Province as example,this paper compared with the operating mode of three cooperatives and their position in the agricultural industry chain,and analyzed operating characteristics,problems,and similarities of three cooperatives and their functions in the agricultural industry chain.The study indicated that the farmers' specialized cooperatives can accurately find their position in the agricultural industry chain.This is helpful for raising their comprehensive competitiveness and it is very important to manage the survival and development of farmers' specialized cooperatives,which is of utmost importance to their effective operation.According to this study,the government should strengthen its support,speed up the cultivation of new-type professional farmers,while farmers' specialized cooperatives should grasp the operating characteristics,locate themselves and integrate multi-resources.These are effective measures for promoting healthy operation of farmers' specialized cooperatives.

Strategies for Prioritizing Ecological Construction with Consideration of Agricultural Industry Development in Northern China’s Agro- pastoral Ecotone : A Perspective of Opportunity Cost

In northern China’s agro-pastoral ecotone,there are conflicts between agricultural industry and ecological construction resource competition,and also problems urgently to be solved for economic growth and sustainable ecological improvement.Taking the development concept of"lucid waters and lush mountains being mountains of gold and silver"as the guiding principle of prioritizing ecological and green development,this paper studied the strategies for prioritizing ecological construction with consideration of economic development of agricultural industry from the perspective of opportunity cost.Through the analysis of opportunity cost,externality,and Pareto optimal theory,and using the calculation method of the unit equivalent factor value of terrestrial ecological service function,this paper calculated the ecological service value of forest,grassland,and farmland.It found that the ecological value of forest and grassland per unit area was greater than the ecological value of agricultural industry.This indicates that the opportunity cost of farmland for ecological construction was less than that of agricultural industry.Based on the theoretical and quantitative analysis,it came up with recommendations for establishing a comprehensive system for prioritizing ecological construction with consideration of agricultural industry development and establishing and improving the incentive mechanism of ecological construction.

Transformation and Upgrading and Countermeasures of Agricultural Industry in Xixia County,Henan Province

[Objectives]Industrial prosperity is an important part of implementing rural revitalization strategy,and promoting the transformation and upgrading of the agricultural industry has strong practical significance for the development of high-quality agriculture and the construction of a modern agricultural industry system.[Methods]Based on the overview of agricultural production in Xixia County from 2012 to 2018,the status,advantages and main problems of the agricultural industry development in the county are sorted out.[Results]The fruit-medicine-fungus featured agriculture has begun to take shape,and the effect of industrial clusters and large-scale operations has begun to become prominent.The output of shiitake mushrooms,Chinese patent medicines and kiwifruit all shows a steady growth trend.Excellent varieties,brand building,and deep integration of the three industries are the key factors for the development of agricultural industrialization.[Conclusions]In the context of the implementation of the rural revitalization strategy,countermeasures and suggestions on the development of ecological green agriculture,high-quality agriculture,brand agriculture,and modern agricultural management system are put forward.

Evaluation of Agricultural Industry Safety in Hunan Province——Based on Factor Analysis and Fuzzy Comprehensive Evaluation

By constructing the index system of " four forces" and adopting the fuzzy comprehensive evaluation model under the new membership function,this paper makes an empirical analysis on the safety of agricultural industry in Hunan Province from 2001 to 2013. The results show that the safety degree of Hunan agricultural industry is always in the range of " basically safe" and above,it was in the range of " safe" in 2010 and 2011,in the range of " very safe" in 2013,and in the range of " basically safe" in the other years; the indices of productive force,competitiveness and dependency of agricultural industry is always in the state of " basically safe" or above,while the index of control force of agricultural industry is in the trend of changing from " basically safe" to " unsafe". Therefore,it is necessary to accelerate the innovation process of agricultural industry and improve the export quality of agricultural products,especially to establish a stricter market mechanism for foreign capital entry and foreign capital merger and acquisition,improve the control power of agricultural industry,and provide favorable guarantee for the safety of agricultural industry.

Feasibility of Taking Safeguard Measures to Agricultural Industry by China

[Objective] The devlopmental stratagies for modern agricultural logistics industry in Xi’an were studied based on system dynamics.[Method] By dint of system dynamics,reality analysis and relevant data were applied to support the exploration of each factor for the development of modern agricultural logistics industry.In the meantime,according to the concrete data,the systematic dynamics model was set up based on the third party logistics and Xi’an agricultural economy cooperation.In addition,each influencing factor was expounded.[Result] The agricultural production,logistics requirement and logistics supply in Xi’an City were increasing;the idea of reducing the cost through improving agricultural logistics requirement was not ideal;the increasing input to agricultural logistics can reduce cost and can promote the development of economy;the third party increasing investment can reduce cost and accelerate economic development.[Conclusion] It provided theoretical basis for the adjustment of economic structure.

Industrial and Agricultural Effects on Water Environment and Its Optimization in Heavily Polluted Area in Taihu Lake Basin, China

The deteriorating water quality in the Taihu Lake Basin has attracted widespread attention for many years, and is correlated with a sharp increase in the quantity of pollutant discharge such as agricultural fertilizers and industrial wastewater. In this study, several factors were selected for evaluating and regionalizing the water environmental capacity by ArcG1S spatial analysis, including geomor- phologic characteristics, water quality goals, water body accessibility, water-dilution channels, and current water quality. Then, the spa- tial optimization of agriculture and industry was adjusted through overlay analysis, based on the balance between industrial space and water environmental capacity. The results show that the water environmental capacity gradually decreases from the west to the east, in contrast, the pollution caused by industrial and agricultural clustering is distributes along Taihu Lake, Gehu Lake and urban districts. The analysis of the agricultural space focuses on optimizing key protected areas of the Taihu Lake Basin, and the shores of Gehu Lake, optimally adjusting the second protected areas of the Taihu Lake Basin, and generally adjusting the urban areas of Changzhou and Wuxi cities. The analysis of industrial space focuses on optimizing the downtowns of Changzhou and Wuxi cities, optimally adjusting key protected areas and second protected areas of the Taihu Lake Basin, and generally adjusting the south and southwest of Gehu Lake. Lastly, some schemes of industrial and agricultural layouts and policies for the direction of industrial and agricultural development were proposed, reflecting a correlation between industry and agriculture and the water environment.

Agricultural Production Structure Adjustment Scheme Evaluation and Selection Based on DEA Model for Punjab(Pakistan)

DEA is a nonparametric method used in operation researches and economics fields for the evaluation of the production frontier. It has distinct intrinsic which is worth coping with assessment problems with multiple inputs in particular with multiple outputs. This paper used D~ C2 R model of DEA to assess the comparative efficiency of the multiple schemes of agricultural industrial structure, at the end we chose the most favorable also known as ＂OPTIMAL＂ scheme. In addition to this, using some functional insights from DEA model non optimal schemes or less optimal schemes had also been improved to some extent. Assessment and selection of optimal schemes of agricultural industrial structure using DEA model gave a greater and better insight of agricultural industrial structure and was the first of such researches in Pakistan.

Optimal Scheme Selection of Agricultural Production Structure Adjustment——Based on DEA Model; Punjab(Pakistan)

This paper used the modern evaluation method of DEA （Data Envelopment Analysis） to assess the comparative efficiency and then on the basis of this among multiple schemes chose the optimal scheme of agricultural production structure adjustment. Based on the results of DEA model, we dissected scale advantages of each discretionary scheme or plan. We examined scale advantages of each discretionary scheme, tested profoundly a definitive purpose behind not-DEA efficient, which elucidated the system and methodology to enhance these discretionary plans. At the end, another method had been proposed to rank and select the optimal scheme. The research was important to guide the practice if the modification of agricultural production industrial structure was carded on.

Research on the Policy Orientation of Government in Agricultural Industrialization Development

Governmental functions in agricultural industrialization management are analyzed, mainly including supplying public products, providing property right security, managing and protecting resources and environment as well as stabilizing the agro-product market. The policy orientation promoted by the government in agricultural industrialization management is pointed out: formulating a series of macro-management planning to guide and regulate agricultural industrialization operation; fully playing the comprehensive coordinating role of "economic manager"; making and carrying out relevant laws and regulations to normalize the implementation of agricultural industrialization management. To implement the industrial management of agriculture and promote the construction of new countryside, governments at all levels should eliminate the institutional barriers, transform governmental functions gradually and prioritize planning, regulation, service and supervision, changing from merely management to playing the role of market mechanism. Through reviewing the viewpoints of former scholars, the connotation and features of supply chain of agricultural industrial cluster are introduced. The agricultural industrial cluster model constituted by core network and supporting network is constructed. Three operation models of this kind of supply chain is described: the model takes wholesale market of agricultural products as the core; the model take pillar industries of agricultural industrialization as core; model takes the chains of retail enterprises as core. The competitiveness of agricultural industrial cluster is researched. The research assumes that the competiveness of supply chain of agricultural industrial cluster is mainly represented to make the agricultural industrial cluster to acquire more capabilities in terms of innovation and knowledge sharing capability, resource allocation capability, agile market adaptability and distinct value creation capability.

Study on the clustering of a typical industry:a case of apple industry in Shaanxi Province, China

The apple industry in Shaanxi Province is a resource-based industry; compared to the best productiveregions at home and abroad, it is advantageous in high quality as well as geographical and natural resources. Currently,big changes have occurred in the apple market supply-demand relations; long-term and comprehensive shortage haspassed; the buyer’s market has come into being; competitions in the domestic market are fierce. At the same time, theforeign apple will impact on the domestic market, increasing competitive pressure. Foreign anti-dumping measures,green barriers and technologies restrict the exportation of the domestic apple. Based on successful experience of otherindustrial clusters, this paper analyzes the existing problems in the development of Shaanxi apple industrial cluster,combining empirical analysis, qualitative analysis and quantitative analysis, proposes specific policy recommendationsand get the conclusions. First, the characteristics of the agricultural industrial cluster are analyzed; Shaanxi appleindustry is characterized by cluster. Second, the rapid development of Shaanxi apple industrial cluster exposes someproblems. Third, we need the government to control the disorderly competition of Shaanxi apple industry.

Developing Agricultural Logistics Based on Agricultural Industrialization

Developing agricultural logistics is important to farm products circulation and it is helpful to solve the problems about agriculture, rural areas and peasantry of China.
