China’s long-term,low-emission development goals will hinge on effective low-carbon policies.Therefore,it is valuable to evaluate the costs and benefits of low-carbon policy packages to ensure that low-carbon develop...China’s long-term,low-emission development goals will hinge on effective low-carbon policies.Therefore,it is valuable to evaluate the costs and benefits of low-carbon policy packages to ensure that low-carbon development concepts and strategies can be well integrated into the policy making process.This work uses the Low-carbon Policy Assessment(LPA)model to assess long-term costs and benefits of climate and energy policies in China under the reference(RS)scenario and the low-carbon(LC)scenario,which includes 25 additional climate and energy policies.In the LC scenario,both energy-related CO2 emissions and total greenhouse gas(GHG)emissions peak around 2030,achieving China’s Nationally Determined Contribution(NDC)target.Of the policies included in the LC scenario,the five with the highest GHG mitigation potential beyond China’s existing policies are:fluorinated gas(F-gas)substitution,a renewable portfolio standard,carbon pricing,carbon capture utilization and storage(CCUS),and a fuel economy standard for heavy duty vehicles(HDVs).In addition to reducing GHG emissions,these policies decrease particulate emissions and associated premature deaths,which would otherwise reduce China’s GDP by nearly 1.5%in 2050.Together,these policies have the potential to promote significant low-carbon prosperity in China.展开更多

What US has done puts tremendous challenges on China, which emits large amount of greenhouse gas into the atmosphere. However, different from US, China is undergoing rapid development, and huge energy consumption is unavoidable. China has to make a balance between developing economy and addressing climate change. This paper focuses on the US climate change policies and its greenhouse gas emissions, and its influences on China climate change policy. China greenhouse gas emissions and relative policies are also analyzed to see what situation China is in, and what challenges that China is facing. Consequently, combing China's local situation, we propose several solutions for China to address climate change, i.e. moving towards a low carbon economy, struggling for emitting more, enhancing China-US cooperation, and implementing different climate change policies based on local situation. The theory of proximization is an effective discourse strategy to study the speaker’s ability to achieve his own legitimacy or reinforce the other’s illegitimacy,and its superiority can be maximized by means of quan...The theory of proximization is an effective discourse strategy to study the speaker’s ability to achieve his own legitimacy or reinforce the other’s illegitimacy,and its superiority can be maximized by means of quantitative and comparative analysis.In this study,we collected reports on Trump’s and Biden’s policies on China to build two small corpora,with a total of 11,030 words in the Trump corpus and 17,566 words in the Biden corpus.The critical discourse analysis is combined with proximization theory.With the help of BFSU Qualitative Coder 1.2,Antconc 3.5.7,and Log-Likelihood and Chi-Square Calculator 1.0,a critical cognitive score of the relevant discourse was conducted from the perspective of proximization theory.It has been found that:(1)Both Trump and Biden administrations resort to a large number of spatial proximization strategies to build ODCs converging to IDCs with China as the ODC,posing a threat to internal physical IDCs;(2)in the use of temporal proximization strategy,both administrations use primarily modal verbs and various entities to construct ODCs that extend indefinitely into the present and future,emphasizing the urgency and the threat of the effect and reinforcing the legitimacy of their actions;(3)in terms of axiological proximization strategy,the two administrations differ greatly from each other,indicating that there are still discursive biases.展开更多
This paper reviews the progress in climate change adaptation(CCA) policies both under the United Nations Framework Convention on Climate Change(UNFCCC) and in major regions and countries,including the EU and its major...This paper reviews the progress in climate change adaptation(CCA) policies both under the United Nations Framework Convention on Climate Change(UNFCCC) and in major regions and countries,including the EU and its major member countries,the influential developed countries in the Asia-Pacific region,the emerging economies and the least developed countries(LDCs).The progress made in China in CCA policies is also reviewed and compared with that in other countries.Finally,good international practices are proposed for China's policy development.It is found that adaptation has been given the same priority as mitigation since the twenty-first century with regard to climate change-related actions.The topics related to adaptation in the international climate change negotiations under the UNFCCC have evolved from mechanisms for finance and technology development and transfer exclusively in the early stages to implementation of practical adaptation programs and actions.Since 2006,major developed and developing countries have frequently set forward specific CCA policies or general climate change policies involving adaptation in the form of laws,frameworks,strategies,and plans.The LDCs have also been working on National Adaptation Programmes of Action and subsequent National Adaptation Plans with the support from the financial mechanisms under the UNFCCC.Therefore,globally,it has become a common practice to develop national or regional policies to plan and guide CCA actions.China has established climate change policies involving adaptation at the national,regional,and sectorial levels since 2007.However,these policies have strong limitations in their knowledge base,strategic positioning,contents,and implementation mechanisms,e.g.lack of a sound knowledge base,an international perspective,clear responsibilities for policy implementation,and appropriate monitoring and evaluation mechanisms.It is recommended that China should further strengthen its technical capabilities in climate change projections as well as impact,vulnerability,and risk assessment,and develop methodologies and techniques for the preparation,impact assessment and implementation of CCA policies.Furthermore,future CCA strategies or plans should be developed with an emphasis on China's vision and strategic position on the world stage.展开更多
With intensifying global climate change,humanity is confronted with unparalleled environmental challenges and risks.This study employs the staggered difference-in-difference model to examine the relationship between c...With intensifying global climate change,humanity is confronted with unparalleled environmental challenges and risks.This study employs the staggered difference-in-difference model to examine the relationship between climate policy and green innovation in the corporate financialization context.Using Chinese-listed company data from 2008 to 2020,our analysis reveals a favorable correlation between China’s carbon emission trading policy(CCTP)and advancements in green innovation.Furthermore,we find that the level of corporate financialization moderates this correlation,diminishing the driving effect of CCTP on green innovation.Additionally,results of heterogeneity analysis show that this moderating consequence is more evident in non-state owned and low-digitization enterprises compared with state-owned and high-digitization ones.Our findings contribute to the existing literature by clarifying the interaction between CCTP,green innovation,and corporate financialization.Our research provides valuable insights for policymakers and stakeholders seeking to strengthen climate policies and encourages green innovation in different types of businesses.展开更多

In reality...Most CDM (Clean Development Mechanism) opportunities exist in some large industrializing developing countries. For instance, China is estimated to take 48% of the world potential for CDM project activities. In reality, however, the share by China over the CDM projects registered and CDM projects in the pipeline is less than 10% as of Auguest 2005. This paper will examine the reasons behind, as reflected in China's CDM policies. Further investigation will be made into the use of these policies to boost the country's sustainable development, the sustainable development implications and effects of these policies. In addition, it is noted that incompatibility of some other Chinese laws and policies can be responsible for the low level and slow pace of CDM implementation in China and some suggestions are offered for promoting CDM project activities in China. There also exist barriers at the international level that impedes implementation of CDM project activities. A conclusion is drawn that CDM policies in a developing country like China aim mainly at promotion of sustainable development and to a lesser extent the generation of CERs.展开更多
China's domestic oil production has lagged the growth in domestic oil consumption since the beginning of the 21st century,leading to a growing reliance on imports.In response,the Chinese government has introduced ...China's domestic oil production has lagged the growth in domestic oil consumption since the beginning of the 21st century,leading to a growing reliance on imports.In response,the Chinese government has introduced a number of policies,including import license constraints,to support domestic suppliers.In an effort to measure the economic impact of these policies we develop a short-run equilibrium model of China's wholesale oil and gas market at the provincial scale.We construct counterfactual scenarios that suggest that relaxing policies that prioritize domestic production in 2016,when the average price of Chinese oil imports was US$42 per barrel(bbl),could have increased China's import demand by 0.29 million barrels per day(MMbbl/d).This results in a substitution of 9%of China’s domestic production in 2016,and a reduction of US$2.8 billion in crude supply costs including transportation as the imported oil has more direct access to the country’s pipeline network,compared to the displaced domestic production.In addition,rising import prices since mid-2017 may provide a window of opportunity for Chinese policymakers to proceed with further deregulation of the domestic oil sector,as the short-term impact on domestic producers is reduced.展开更多

For example, China's recycling policies appear paradoxical. With its rapidly expanding economy, China is now the world's largest emitter of urban waste. Under such a situation, China is aiming to build up a recycling economy by enacting a number of related laws. Despite the development of waste recycling regulations, however, the load on the environment by continuously increasing waste has not reduced in China so far. What explains this seemingly paradoxical situation of waste recycling in China? It has been pointed out in the previous study on China's climate change policies that environment protection falls under the rubric of sustainable development in China. The question here is whether the same story can be applied to areas other than climate change in China's environmental management. This paper examines it in the area of its waste recycling policy. This paper conducts an evaluation of waste recycling regulations in China by comparing it with the experience of Japan, China's next-door advanced country. It concludes that the waste recycling regulations in China do not primarily aim at reducing the environmental load by reducing the amount of waste but rather for the main purpose of recycling and reusing resources effectively for the sake of economic development.展开更多

At the micro level,it is necessary to control environmental cost of thermal power enterprises effectively,and establish a suitable environmental management system for environmental economic policies including environmental cost accounting and trading of emission rights,thereby improving environmental management level of thermal power enterprises.
文摘Most CDM (Clean Development Mechanism) opportunities exist in some large industrializing developing countries. For instance, China is estimated to take 48% of the world potential for CDM project activities. In reality, however, the share by China over the CDM projects registered and CDM projects in the pipeline is less than 10% as of Auguest 2005. This paper will examine the reasons behind, as reflected in China's CDM policies. Further investigation will be made into the use of these policies to boost the country's sustainable development, the sustainable development implications and effects of these policies. In addition, it is noted that incompatibility of some other Chinese laws and policies can be responsible for the low level and slow pace of CDM implementation in China and some suggestions are offered for promoting CDM project activities in China. There also exist barriers at the international level that impedes implementation of CDM project activities. A conclusion is drawn that CDM policies in a developing country like China aim mainly at promotion of sustainable development and to a lesser extent the generation of CERs.
文摘China's domestic oil production has lagged the growth in domestic oil consumption since the beginning of the 21st century,leading to a growing reliance on imports.In response,the Chinese government has introduced a number of policies,including import license constraints,to support domestic suppliers.In an effort to measure the economic impact of these policies we develop a short-run equilibrium model of China's wholesale oil and gas market at the provincial scale.We construct counterfactual scenarios that suggest that relaxing policies that prioritize domestic production in 2016,when the average price of Chinese oil imports was US$42 per barrel(bbl),could have increased China's import demand by 0.29 million barrels per day(MMbbl/d).This results in a substitution of 9%of China’s domestic production in 2016,and a reduction of US$2.8 billion in crude supply costs including transportation as the imported oil has more direct access to the country’s pipeline network,compared to the displaced domestic production.In addition,rising import prices since mid-2017 may provide a window of opportunity for Chinese policymakers to proceed with further deregulation of the domestic oil sector,as the short-term impact on domestic producers is reduced.

文摘China has recently established a new policy for the energy use of the Arctic region.Even though it is not a part of the Arctic Council,China has started a series of partnerships with public and private entities of countries that are geographically and politically members of the Arctic polar Circle.The project has to be carried out within the“Belt and Road Initiative”,by establishing new trade routes between China and the rest of the world.The study aims at assessing the fuel consumption for the Arctic shipping routes and comparing them to the traditional ones,in terms of cost reduction and time efficiency.Moreover,a brief consideration on oil&gas arctic fields has been carried out,in order to understand how the energy policy of China is changing the resource utilization.
文摘China has abundant wind energy resources and huge development potential among developing countries.Japan is a developed country that planned to increase the use of renewable energy,especially wind energy.This research is aimed at reviewing the development of wind power and relevant policies between China and Japan.Firstly,we introduced the current status of global wind power development,such as the global installed capacity of wind power.The annual development of wind power generation in China and Japan is compared,and the distribution characteristics of wind resources are compared.Furthermore,the market share in China and Japan is introduced.Finally,according to the comparison of the government policies between China and Japan,we pointed out the existing problems in the wind power industry.In addition,we gave some suggestions on the development of wind power for China and Japan.These suggestions should be taken into account when designing national climate policies and have an important reference value for the future development of China’s wind energy industry.

文摘China appears to have a "paradox" in its environmental management policies. For example, China's recycling policies appear paradoxical. With its rapidly expanding economy, China is now the world's largest emitter of urban waste. Under such a situation, China is aiming to build up a recycling economy by enacting a number of related laws. Despite the development of waste recycling regulations, however, the load on the environment by continuously increasing waste has not reduced in China so far. What explains this seemingly paradoxical situation of waste recycling in China? It has been pointed out in the previous study on China's climate change policies that environment protection falls under the rubric of sustainable development in China. The question here is whether the same story can be applied to areas other than climate change in China's environmental management. This paper examines it in the area of its waste recycling policy. This paper conducts an evaluation of waste recycling regulations in China by comparing it with the experience of Japan, China's next-door advanced country. It concludes that the waste recycling regulations in China do not primarily aim at reducing the environmental load by reducing the amount of waste but rather for the main purpose of recycling and reusing resources effectively for the sake of economic development.
