Information Freshness-Oriented Trajectory Planning and Resource Allocation for UAV-Assisted Vehicular Networks

In this paper,multi-UAV trajectory planning and resource allocation are jointly investigated to improve the information freshness for vehicular networks,where the vehicles collect time-critical traffic information by on-board sensors and upload to the UAVs through their allocated spectrum resource.We adopt the expected sum age of information(ESAoI)to measure the network-wide information freshness.ESAoI is jointly affected by both the UAVs trajectory and the resource allocation,which are coupled with each other and make the analysis of ESAoI challenging.To tackle this challenge,we introduce a joint trajectory planning and resource allocation procedure,where the UAVs firstly fly to their destinations and then hover to allocate resource blocks(RBs)during a time-slot.Based on this procedure,we formulate a trajectory planning and resource allocation problem for ESAoI minimization.To solve the mixed integer nonlinear programming(MINLP)problem with hybrid decision variables,we propose a TD3 trajectory planning and Round-robin resource allocation(TTPRRA).Specifically,we exploit the exploration and learning ability of the twin delayed deep deterministic policy gradient algorithm(TD3)for UAVs trajectory planning,and utilize Round Robin rule for the optimal resource allocation.With TTP-RRA,the UAVs obtain their flight velocities by sensing the locations and the age of information(AoI)of the vehicles,then allocate the RBs to the vehicles in a descending order of AoI until the remaining RBs are not sufficient to support another successful uploading.Simulation results demonstrate that TTP-RRA outperforms the baseline approaches in terms of ESAoI and average AoI(AAoI).

Application of Information Technology in Institutions and Challenges of Human Resources-Case Study: Administration of the Municipality of Ferizaj

This study aims to investigate how information technology is applied in the administration of the municipality of Ferizaj and what are the challenges with human resources, the work was carried out through a case study in the municipality. This paper highlights that the use of information technology provides higher efficiency for the performance of daily work in the municipality, thus also the provision of better services to citizens. However, the level of use of information technology in the Municipality of Ferizaj leaves much to be desired in terms of efficiency because a significant number of employees have not attended adequate training for the effective and efficient use of various IT applications and have not are still adapted to the digital environment in the municipality. Therefore, the recommendation derived from this paper is that the information technology environment in the municipality of Ferizaj needs to be improved by providing staff with adequate qualifications, while for those who are currently engaged in the municipality and who do not have adequate qualifications, training should be provided in a way that all users of IT applications are fully integrated into the digitized environment in order to be effective and efficient in providing services to citizens. This simultaneously gives the municipal staff job security and motivation for better services for citizens. Also, information technology enables a better control over the activity of the municipality because every action is recorded as data which can then be used to analyze the performance of the municipality.

New approach to eliminate structural redundancy in case resource pools using α mutual information

Structural redundancy elimination in case resource pools （CRP） is critical for avoiding performance bottlenecks and maintaining robust decision capabilities in cloud computing services. For these purposes, this paper proposes a novel approach to ensure redundancy elimination of a reasoning system in CRP. By using α entropy and mutual information, functional measures to eliminate redundancy of a system are developed with respect to a set of outputs. These measures help to distinguish both the optimal feature and the relations among the nodes in reasoning networks from the redundant ones with the elimination criterion. Based on the optimal feature and its harmonic weight, a model for knowledge reasoning in CRP （CRPKR） is built to complete the task of query matching, and the missing values are estimated with Bayesian networks. Moreover, the robustness of decisions is verified through parameter analyses. This approach is validated by the simulation with benchmark data sets using cloud SQL. Compared with several state-of-the-art techniques, the results show that the proposed approach has a good performance and boosts the robustness of decisions.

Study on Dynamic Information of Animal Genetic Resources in China

The dynamic information of 331 animal genetic resources in 17 important animal genetic resource provinces (regions) was analyzed. According to the population inbreeding coefficient, combining with the information of population dynamic change trend and cross degree, these genetic resources for threatened degrees were classified. The results indicated that the population size of 138 breeds had increased, 147 breeds had decreased, 3 breeds were constant, 7 breeds (or varieties) were extinct, 9 breeds (or varieties) were critically endangered and needed urgently conserve, 50 breeds (or varieties) were endangered and should be conserved. We put forward a conservation and utilization plan for animal genetic resources.

Information System for Ocean Wave Resources and Its Application to Wave Power Utilization

An information system for ocean wave resources and its application to wave power utilization are introduced. It can manage, analyze and process the data in the monthly report of ocean wave observation records of the State Ocean Administration, and can provide various kinds of curves and numerical characters of statistics. This system has been put into utility in Guangzhou Institute of Energy Conversion (GIEC), the Chinese Academy of Sciences since 1996. An application example is given of the investigation and analysis on ocean wave resource of the Nan Ao Island, Guangdong Province, where a 100 kW onshore OWC (oscillating water column) wave power station will be built. The wave power distribution is obtained in different wave directions for different wave periods. It is found that 70 percent of the wave power comes from the direction of ENE, and more than 95 percent of the wave power is related with direction E. The average wave power density is about 3 kW/m, and more than 80 percent of the wave power is distributed in the wave periods of 4 second to 5 second. Based on the analysis of wave resources, a site on the east coast of the island and a design width of 20 m for the 100 kW station are suggested.

An Information Hiding Algorithm Based on Bitmap Resource of Portable Executable File

An information hiding algorithm is proposed, which hides information by embedding secret data into the palette of bitmap resources of portable executable （PE） files. This algorithm has higher security than some traditional ones because of integrating secret data and bitmap resources together. Through analyzing the principle of bitmap resources parsing in an operating system and the layer of resource data in PE files, a safe and useful solution is presented to solve two problems that bitmap resources are incorrectly analyzed and other resources data are confused in the process of data embedding. The feasibility and effectiveness of the proposed algorithm are confirmed through computer experiments.

Theory and Method of Mineral Resource Prediction Based on Synthetic Information

Metallogenic prognosis of synthetic information uses the geological body and the mineral resource body as a statistical unit to interpret synthetically the information of geology, geophysics, geochemistry and remote sensing from the evolution of geology and puts all the information into one entire system by drawing up digitalized interpretation maps of the synthetic information. On such basis, different grades and types of mineral resource prospecting models and predictive models of synthetic information can be established. Hence, a new integrated prediction system will be formed of metallogenic prognosis (qualitative prediction), mineral resources statistic prediction (determining targets) and mineral resources prediction (determining resources amount).

GIS Platform-based Multi-source Information System for Evaluation of Cu, W and Au Resources in the Northern Qilian, China

Based on the information of geology, geochemistry, geophysics and remote sensing, the GIS of multi-source information is used to evaluate Cu, W and Au mineral resources in Northern Qilian, China. As the GIS evaluation system works out in the thinking of geological prospecting, its functions include file management, graph edition, database maintenance, information inquiry and comprehensive spatial analysis as well as prospecting target prognosis. Accordingly, the GIS evaluation system can be used directly and conveniently for inquiry and analysis of visual graphs or images.

Spatial and Dynamic Analysis of Regional Sustainable Development Using Geographic Information System and Relative Carrying Capacity of Resources

Relative carrying capacity of resources is an index to measure sustainable development through carrying capacity. Case studies of eleven cities in Zhejiang (Hangzhou, Ningbo, Wenzhou, Jiaxing, Huzhou, Shaoxing, Jinhua, Quzhou, Zhoushan, Taizhou and Lishui) illustrated regional sustainable development approach. In this study, to provide insight into spatial and dynamic analysis of region sustainable development, we calculated the relative carrying capacity of land resources and economical resources and synthetical carrying capacity of resources in different cities in Zhejiang, and geographic information system was carried out. The results showed that all cities but Hangzhou and Ningbo were ecologically sustainable, and relative carrying capacity of land resources in northern and eastern Zhejiang was larger than those in southern and western Zhejiang. The sampling years of Wenzhou, Hangzhou and Ningbo contribution rates of land resource to synthetic carrying capacity were grouped into three stages, and there were two milestones trends and changes in 1996 and 2004, respectively. This study demonstrated that geographic information system and relative carrying capacity of resources are effective for assessment of region sustainable development, and provide policy guidelines for decision-making.

STUDY OF SETTING UP THE FOREST RESOURCES MANAGEMENT INFORMATION SYSTEM BASED ON WEBGIS

Based on an analysis of the characteristics of the Forest Resources Management Information System of each development phase, and consideration of the technical trend in Geographic Information System (GIS) in the Internet Age, this paper explores the importance and the feasibility of setting up Forest Resources Management Information System based on the WEBGIS. At the same time, based on the experience of our study, the paper explores the function, structure and method of developing the Forest Resources Management Information System based on WEBGIS. With the technology of WEBGIS, the Forest Resources Management Information System with data from Huoditang Farm was set up, which makes a great impact on forest resources management. So setting up the Forest Resources Management Information System based on WEBGIS is a trend of forest resources management. In the course of setting up this system, we must pay attention to following questions: 1) unify data standard and information encoding; 2) change mind.

Remote Sensing Investigation Method on Land Resources by A Geographic Information System

The human living and developing depend on the land. The remote sensing images in Keerqinhouqi, Inner Mongolia Autonomous Region, China, were processed . Supported by a geographical information system, the image map was formed by th e boundary making and overlaying to the precision-corrected remote sensed image . Finally, the current land use types were also classified and outlined. The area s were also calculated. The error is less than 10 precent, compared with the sur vey. Thus the proceduce is considered accepfable.

Red Soil Resource Information System and Its Preliminary Application

Red soil is a very important soil resource in southern China. However, due to being simultaneously of high productive potentialities and severely degraded, it needs harnessing urgently. Red Soil Resource Information System (RSRIS) based on remote sensing and geographic information system (GIS) plays an important role in survey, evaluation, utilization and management of red soil resource. RSRIS of Quzhou City) Zhejiang Province (1:250000) and RSRIS of Longyou County, Zhejiang Province (1:50000) have been made respectively on SUN SPARC station and using ARC/INFO. This paper introduces the system design,database creation and system functions, and it particularly focuses on developing applied models, such as red soil resource division and mapping, suitability evaluation, erosion risk evaluation, plant utilization zone etc. The problems on study of RSRIS and its developing strategy are also discussed.

What to Cache：Differentiated Caching Resource Allocation and Management in Information-Centric Networking

Information-centric networking(ICN) aims to improve the efficiency of content delivery and reduce the redundancy of data transmission by caching contents in network nodes. An important issue is to design caching methods with better cache hit rate and achieve allocating on-demand. Therefore, an in-network caching scheduling scheme for ICN was designed, distinguishing different kinds of contents and dynamically allocating the cache size on-demand. First discussing what was appropriated to be cached in nodes, and then a classification about the contents could be cached was proposed. Furthermore, we used AHP to weight different contents classes through analyzing users' behavior. And a distributed control process was built, to achieve differentiated caching resource allocation and management. The designed scheme not only avoids the waste of caching resource, but also further enhances the cache availability. Finally, the simulation results are illustrated to show that our method has the superior performance in the aspects of server hit rate and convergence.

Smart Dynamic Resource Allocation Model for Patient-Driven Mobile Medical Information System Using C4.5 Algorithm

A mobile medical information system (MMIS) is an integrated application (app) of traditional hospital information systems (HIS) which comprise a picture archiving and communications system (PACS), laboratory information system (LIS), pharmaceutical management information system (PMIS), radiology information system (RIS), and nursing information system (NIS). A dynamic resource allocation table is critical for optimizing the performance to the mobile system, including the doctors, nurses, or other relevant health workers. We have designed a smart dynamic resource allocation model by using the C4.5 algorithm and cumulative distribution for optimizing the weight of resource allocated for the five major attributes in a cooperation communications system. Weka is used in this study. The class of concept is the performance of the app, optimal or suboptimal. Three generations of optimization of the weight in accordance with the optimizing rate are shown.

The hot issues of studies in China on digital information resources: Based on co-word analysis

With the SPSS and the help of factor method and hierarchical clustered method,journal articles on digital information resources(DIR) from CNKI in the past ten years are analyzed with a co-word analytical method in this paper. The hot issues of studies on DIR and the relationship between those subjects are analyzed in this investigation as well.

Multi-formal and Information-based Emergency Resource Reserve System in China

Emergency resources are an important basis of effective emergency response. But there are many disadvantages of the Chinese traditional material reserve method in which the resources are separately reserved in different regions and sections according to the kinds of disasters. So there comes the Multi-formal and Information-based Emergency Resource Reserve System (MIERRS) in China. The reserve body and method change from the single into the multiple forms, that is, the main reserve body changes from the single government agency into the organizations combining with the military, enterprise and society, and the reserve method changes from single material reserve into the reserve combining with market reserve, talents and technology reserve, and production capacity reserve. The content of the reserve change from material to information means to develop the Emergency Resource Management Information System realizing real-time control of resource characteristics and relevant reserve information. The MIERRS leads to a reserve system with rapid response and flexible schedule. It provides a convenient platform for resource sharing, thus avoiding duplication and waste, improving the utilization of resources, reducing the reserve loss and optimizing the structure of resource reserve.

Incentive Mechanism Model Design for Sharing of Information Resources in Rural Areas

In order to solve the issues concerning the cross-unit sharing of information resources in rural areas, we analyze the incentive problem of the sharing of information resources in rural areas using the incentive theory method; establish corresponding incentive mechanism model (It is divided into positive incentive model and negative incentive model, and only when the two models guarantee each other and are used at the same time can they be effective). Based on this, we put forward the institutional design for sharing of information resources in rural areas as follows: firstly, establishing an administrative agency of rural information resources sharing, above the authority of all units, responsible for related work on sharing of information resources in rural areas; secondly, establishing and improving the positive and negative incentive mechanisms, to ensure the realization of sharing of information resources in rural areas.

Solutions to Integration Model of Rural Information Resources

The integration of rural information resources is a key factor restricting rural informationization and effective operation of rural information services. To solve problems of separate rural information resources and departments acting willfully regardless of overall interest,this paper analyzed characteristics and distribution of rural information resources,built a basic framework for integration of rural information resources and a mathematic model of integration,and finally came up with specific solutions to integration of rural information resources.

Marine Engineering Geological Exploration Information System(MEGEIS):A GIS-based Application to Marine Resources Exploitation

Based on the ArcGIS geographic information system and the ORACLE database management system,this paper reports our studies on the technology of Marine Engineering Geological Exploration Information System(MEGEIS). By analyzing system structure,designing function modules and discussing data management,this paper systematically proposes a framework of technol-ogy to integrate,manage,and analyze the seabed information comprehensively. Then,the technology is applied to the design and development of the Bohai Sea Oilfield Paradigm Area Information System. The system can not only meet the practical demands of marine resources exploration and exploitation in the Bohai Sea oilfield,but also serve as a preparatory work in theory and technology for the realization of the 'Digital Seabed'.
